i'd like to talk briefly at s.f. city opening up, and my opinion, turning to a sales pitch with its board members. at&t and comcast. they are great companies and do a lot for the community. that is completely true. but and san francisco, they are like bud and bud light. those are our choices. it is important for us to be aware of that. for those of us who remember dsl way back when, and the late nineties, you can choose from ten or 12 different dsl providers. a whole long list of providers. that was an open access network. it was an open access network over at&t's copper wires. and 2,004, some telecom combat happened and that was cut off. what we are seeing here is the exact same thing. but instead of at&t's copper wire, the city and our families, we own that fibrin perpetuity. we can choose, as tim talked about, from 10-15 isps through our internet. it is bud and bud light and we are san francisco. there is microbrew. lots of choices. just a quick question about supervisor cohen. >> overhead, please? >> this right here i

s.f. environment, we have a large outreach program, restickering every single container and bin in the city, providing new signage, and outreach material that every customer's receiving three touches to educate them on the new commodities, the new program, and how little should actually be sent into the trash bin. we can stay here for a minute. also, in order to prepare for that, we made a $14.7 million upgrade to our pier 96 central recycle facility, and that equipment has enabled us to accept those film plastic materials. we have a suction system where our employee owners, teamsters at pier 96 are able to take those pieces of film plastic and place them into a suction conveyance system. we've also got new magnetic belts and other items that help us accept those different commodities. and we're currently planning as part of one of the challenges that i'll discuss with you today, additional improvements to that facility to address the crisis that we're facing with, you know, national sort in china. we'll give them a minute to -- thank you for doing this. >> supervisor safai: just keep going

s.f. h.r.c. since 2010. citizens come to me with complaints of discrimination. we investigate them, we mediate them and a resolution is reached. i intimately know how our city department function. what's happening to victims of drug facilitated rape in san francisco is a failure of the system. those who summon the courage to report this are punished for having the audacity to believe if they go to the police the police will take the investigation of their rapes as seriously as other serious crimes. january 2nd 2016 was a saturday. i went out to catch up with a girlfriend that night. and shortly after midnight i met a charming man who went onto trick, drug and rape me. within hours i reported the rape to police. i threw up in the ambulance on the way to sf general. there i was brought to a dingy waiting room where i sat for hours waiting to be seen. i was physically ill and in shock. no one told me what to expect or offered assistance or orientation. there was no phone service so i couldn't even call my family. i later learned i was waiting in line by other rape victims by a nurse who could conduct the rape kit examination. an examination of the entire body

city. this is the 12th year the board of supervisors has sponsored the ordinance. the rest i submit. >> clerk: thank you, supervisor. supervisor tang. >> supervisor tang: thank you, i submit legislation to amend home s.f. today i am joined by co-sponsor supervisor safai trying to make changes to the program that would be temporary in nature through running through january 1st 2020 so that we could encourage more project sponsors to take advantage of home s.f. such as programs like the state density bonus law which say lot more generous but doesn't come with all the different requirements that home s.f. requires here in san francisco. and so we have made a number of changes such as creating three different tiers for affordability requirements as well as ensuring a quicker time line for planning commission consideration of the projects. i think it's important we spend a long time trying to craft a very balanced piece of legislation that reflects a lot of what we believe here in san francisco and i hate to see so many of these projects are opting for a state density bonus law instead because it is far more generous. so with that, i also have a resolution, recognizing may 6-12th as acoustic neuroma awaren
