there are times when police departments must have a s.w.a.t. team that is prepared to engage a threat that is a threat to the community, but that was not the case the other night. that was another misstep that took place. that should not--that police department should not have engaged as strongly as they did. they were peaceful demonstrators. we are seeing a softer approach now, and it is working. as we move forward this is going to be part of some of the things we're going to learn how--they're going to learn how to do better. there are going to be lessons for police department across the county, too. when to employ those types of tactics when you're going up against someone who is an imposing threat to the community. but in this case you are talking about citizen who is were unarmed there to protest and express their concern. >> doctor alexander, thank you. >> thank you. >> coming up, the islamic state group carries out another massacre. >>> ukrainian officials claim they partially destroyed an armed convoy. the kremlin calls it a fantacy. could i

firefighters did put out some of the flames, but a s.w.a.t. team across the team didn't move in or arrest anyone at the time of looting taking place. but the crowds did eventually disperse. our correspondents ed lavandera is on the ground at ferguson. let's begin with ed. what are you learning today about the police officer who has now been named, darren wilson? >> darren wilson, but you know the police department, even though they released the video images of michael brown involved in what they say was a strong-arm robbery yesterday, many people still angry about the fact of the picture of darren wilson, the 28-year-old officer involved in this shooting was not released. so they describe him, the police department here in ferguson, as a six-year veteran, as a police officer, four of those years spent with the ferguson police department. he's described as quiet and distinguished. we had a chance to speak with a friend of his, someone who's known darren wilson since high school. a man by the name of jake shepherd. they went to high school together,

we found only 7% of the cases that we studied were, for example, s.w.a.t. teamssed in serious kind of active shooter hostage situations. there is an overuse and a gross potential for overuse when too many small police departments have access and easy access to these kinds of war and military-grade weapons and materials. >> on the other hand we saw plenty of looting in ferguson and there's a question that the people in this country are well armed. many of them have semiautomatic weapons. police do face a growing number of people with their own personal arsenals. so shouldn't police be able to gear up to protect themselves and the community? >> look, i think there's no question that in the cases and i will say there were a small minority of cases where police needed to use a heightened use of force to protect against what was happening, but look, you cannot use, that is not a rationale for what happened two nights ago in ferguson, where you saw those images, and that is what troubled the nation, with peaceful protests, the kind of armored tanks, the rubber bullets,

. >> reporter: dramatic video of the s.w.a.t. teamescuing a child from an ongoing hostage situation at this home in suburban chicago. officers were called to the scene in harvey, illinois, because of a burglary in progress. >> i had heard like two gunsh gunshots. >> reporter: when they arrived around 1:00 p.m. they found at least five children and one adult being held against their will. >> these victims have come out, the hostages themselves, an 11-year-old was able to articulate what's going on. >> reporter: police exchanged fire with the man inside. one officer was shot in the arm. an hour and a half later, a second officer was wounded. police closed down the block and evacuated neighbors as day turned to night, some relief. when an 11-year-old, a 2-year-old and a 1-year-old were brought out to the porch carried off to safety by s.w.a.t. teams. and right now police believe two children are still inside that house held hostage along with four adults including the gunman. we still don't know the motive or if there was any at all -- >
