the s.w.a.t. teamsow, the whole paradigm has changed with active shooter response plans. the columbine shooting, what happened in mumbai, the terrorist attacks in mumbai and westgate mall in nairobi, kenya, those attacks changed way law enforcement, particularly special weapons teams in law enforcement the way they respond to these type of incidents. the old way of doing this pre-columbine and set up established perimeter and basically start the negotiations process for the person to surrender and come outside. that doesn't happen anymore. the s.w.a.t. teams and even front lines law enforcement as far as without special weapons, cops on the street are trained to respond right away. disregard the perimeter in some respect and take down the threat before the carnage continues. so yeah the whole response plan has changed since the columbine incident. trish: when it is an active shooter situation like this, and again we're hearing reports of 20 victims, what can authorities do to insure nobody is coming nea

s.w.a.t. teams that rushed to the scene. the first calls coming in at 11:00 a.m. california time. reports that the gunman entered a facility, a building with a conference center that had been rented out, reserved by a group holding some sort of event. witnesses say the gunman opened fire on the ground. hundreds of workers were evacuated and you can see them right there, arriving at the scene. those s.w.a.t. teams moving in very slowly. and when the workers who did get out, this is the terror they faced outside, as well. hands up in the air, because authorities simply did not know what they were dealing with when they arrived on the scene a short time after the calls. again, 14 dead, 17 injured. and as i mentioned, these suspects were people, authorities say, who came prepared and this is a quote from them, as if they were on a mission. you can imagine the fear, the family members trapped inside, hiding in rooms. in the building, texting loved ones, saying, "pray for us." officials conducts pat-downs

, the s.w.a.t. team goes in with you, it's to stop the active shooter situation as quickly as possible. relative to the response of fire, police, ems, emergency medical ambulances, this is what they train for every single day around this country. as you reported very well in the beginning s.w.a.t. was training less than a couple blocks away, so it allowed their response to be even quicker. lou: and some of the people in that building thought this was another shooter training session. apparently they have the active shooter training every single month because they're dealing with some adults who are not mentally well, and not stable. so they do train monthly on this. and it's remarkable that the s.w.a.t. teams were training just a matter of blocks away. >> that's the world we're living in now and becoming used to. from new york city beefing up critical response teams, the extra heavily armed officers who are now 500 to 600 strong and supposed to be 1,000 within the next year. this is what cities are doing
