. >> chair fewer: supervisor safai. >> supervisor safai: thank you, supervisor fewer. really thank the thoughtfulness. i want to thank every single community member for coming out. when i see the slide, district 11 just jumps out the highest. it's something like that dab on every single category, lower english, lower income, no internet access. i will say having worked those streets, i think the most effective strategy is working with our community partners and going door to door. i just want to emphasize that. i think the door to door is very effective in our part of town. we have a lot of homes that have been converted into multiunits. walking in those streets and going into the houses -- but it is really, really important and i think that's what the community partners and hiring residents directly -- the limited language proficiency is a really strong emphasis point, and then having people that they have worked with, that they have trust with, that they can explain this is not something that's going to be used against them, not going to be used to enforce any other

commissioner safai? >> supervisor safai: you essentially just took everything that i was going to say, so it was great. i was going to talk about the mitigation fund. thank you for acknowledging the work that we did on that. basically, that came out of this body. we heard from a lot of people loud and clear that have been impacted. i would just say one thing to the tjpa, to ensure that there's an appropriate point of contact because it's one thing to have the mitigation fund setup, it's another thing to actually make it accessible and useable in a timely manner, so when small businesses are coming in to discuss the impact that a project is having on their bottom line, it's important to have the appropriate point of contact, particularly if an agency has not done that in the past. and the second thing i would say is the governor announcing he's no longer interested in funding the second leg. the governor has stated it's too expensive to do. l.a. to san francisco, which seems to me this body would have a l

supervisor safai? >> supervisor safai: i just wanted to just add onto that point. i think that there's been historically inertia within some of the movement of the sfusd when it comes to issues like this. i'm really happy that miss kamala naughton has taken over. i think it shows a new face of leadership on these issues. i would just say hopefully we won't be in the same situation that we were before where the board voted not to want to add this label. hopefully, there'll be some additional exchange of information and clarity and that we can make a decision within a week, so i would support that. thank you. >> chair peskin: supervisor haney? >> supervisor haney: so i was a part of the school board that led to this letter here, and i want to thank everybody who came out and who was a part of bringing this forward and preparing it. as chair peskin said, in my recollection, although i do could dig out that video, too, the primary conversation was around george washington high school. as miss mogue said, it is possible that the board came with a most specific concern a

commissioner safai? >> supervisor safai: yeah, just to build on that point, i know the p.u.c., when they've done work -- i worked on a project in viz valley, and they actually built into the project a mitigation fund. as you could see, as businesses could prove based on their previous revenues and gross receipts the impacts to the business, then, they were able to put in requests for some type of mitigation. i think that should be a consideration going forward, as we're scoping these projects, that we build into the price mitigation fund because we've done it in other departments in the city. particularly, the geary b.r.t., vanness b.r.t., significant, significant impacts to businesses where people just don't even know if the businesses are open because of the way the barriers have been created, there's not safety for pedestrians. not to mention, parking, if people need parking for whatever access to the business, loading and unloading, all the things that go along with having a successful retail busines

. >> supervisor safai. >> my question is just looking at the map, i understand you had engineers put the map together but have you gone out and looked out and seen if any of the properties are above the flood level? i can tell you looking at the ones that overlap in my district, some streets, some properties have huge retaining walls and sit on the sides of hills. i don't understand how they could be in your zone. the block and lot number does not make sense. >> well, i can't claim we have gone out and looked at every single parcel, for sure. that's why we needed to put together the parcel review process. this is a modelling effort and mapping effort combined with some site analysis. absolutely we do not visit every parcel. that being said, we have found through site visits and various ad hoc visits, there are many visits on slopes subject to flood risk in the flood. it depends on the relationship between the street and the driver way and the surrounding properties. sometimes it's the first look may not reveal all the flood risk especially in a 100-year flood which is a much larger f
