there are 10 ayes. >> supervisor: supervisor safai is excused. we have a project at 1052, 1060 folsom and 194 ross street in district 6. they're related to planning department's determination of exception from environmental review and a conditional use authorization. we're going to hear the two appeals together. after the hearing, the board will vote on the planning department's determination of the exemption from environmental review first. it take six votes to affirm or reverse the planning commission's determination. if an environmental determination is rejected, the conditional use authorization becomes moot. no other approval action can take place and we will table those items. if the environmental determination is upheld, we will then vote on the conditional use authorization. it requires eight votes to overturn the planning department's conditional use authorization or impose additional conditions. for this combined hearing, we will be considering whether to approve the planning commission's determination the project add 1052, 1060 folsom

i wanted to address supervisor safai's question about what would be the point of divesting if someone else is going to buy exxon or chevron, whoever it might be. similar to what we heard earlier from mr. helfun about the norwegian fund, yes, if you divest in secret, maybe it won't make a big deal. but if you divest in public forum, more people will hear about it. you probably are familiar with the fact that billions have been divested already. so the more people that do it, the better it will be for our future. when i say, "our future," i'm talking about the real lives of we'll people. my friends, jody and bill, listened in paradise until last summer. while they were running out of their house with their dog, they were driving away, and they watched people burn to death. you know, it's not a simple, random political decision that we're talking about here, let's replace one commissioner with another. let's replace one investment with another. there is someone in the room who ran out of his house two years ago in a similar situation. these wildfires, droughts, floods, famines, and comin

supervisor safai. >> submit. >> clerk: thank you. supervisor stefani. >> i'm calling for a hearing on food insecurity primarily among low-income women and minorities and access to food is a reality for too many neighbors. lack of income is a primary driver. 25% of san francisco's children, about 25,000 kids live in households earning below 200% of the federal poverty line and earn less than $20,000 for a family of three. there's ma programs to ensure ending foot insecurity the school bunch program and at risk super program and summer lunch program and child and dault care food program. despite the programs, food insecurity remains high among low-income families and those pregnant. in a survey of pregnant w.i.c. clients 60% have problems in accessing food. in another survey, families in san francisco participating in w.i.c., 60% were food insecure. in discussing the issues wedge the non-profit providers, i learned of a story of a pregnant woman who only had enough money to buy one hamburger for her children to split and we can do bett
