[applause] as we went about figuring out how to make sure our city was solvent, we spent some time making sure that everybody understood this was no longer a budget for one year, that we are starting to plan with five-year financial planning. even as we know that our economy may be recovering, we understood that costs were going -- growing faster than revenues, and that is why we set about looking at our financial planning for five years. to address this, we have asked for shared sacrifices, and that is why you heard earlier a few weeks ago that we introduced our pension reform. that is the critical part of our solvency in this city. i want to take again this opportunity to thank the leaders in our city because you have shown us again and again how we can work as a city to build consensus, to collaborate, and to make sure those pension costs are kept within our means. thank you, again, labor, for being such a great partner in working with us. so safe city, a solvent city, a successful city is the instructions i've given to the departments.hey're doing their very, very best, whether it's the recreation department, the budget department working hard with me, or our social services, all of the other departments represented here, they're doing their very, very best. having said that, many of you have been to other of our town hall budget meetings. and i want to let you know tonight, we have been hearing from you. we want you to know that we are listening. we are already making decisions before we even go to the board of supervisors to reflect how important some of the things you've indicated are. i want you to know tonight that for many of you who are seniors -- i mentioned this when we talked about a safe city -- you have represented your interests, and the community's interests very, very well in almost every one of our town hall meetings. we've heard you, the budget office, all the departments, have h.s.a. to the department of aging have heard as well, have talked already, and we're beginning to move on those recommendat

[applause] >> thanks, zack. next, to talk about a solvent city, i would like to invite and 11-year-old just graduated from harvey milk civil rights academy. she will be going into the sixth grade this fall. she likes horseback riding and reading. she will also be going to camps and taking some road trips by bus the summer. she is joined today by her mother. >> i just graduated from harvey milk civil rights academy. i'll be going into sixth grade this year at everett middle school. students at my school work hard every day. we are planning for our future. the same way the mayor is planning for san francisco's future, not just planned for one-half in private -- planning for what happens in five years now, not just today. in five years, i will be in high school. mayor lee is planning for five years down the road, too, to make sure san francisco is what he calls

i looked a safe city and a solid city. these kids will be the generation that take over the success of a great city like san francisco. there are other programs to be announced that will be part of a whole summer. recreation and park has stepped up to another challenge. as the shootings occurred earlier this year and as we were picking up toward some of the higher homicide numbers that have come down a bit, i took it personally to walk the mission and what they view with supervisors. we listened to them and our community response networks. had we listened carefully to what the recommendations were. one of the ideas that came out of that was that we ought to have a place for kids to really come and get away from some of the pressures of their urban hard street neighborhood and to a place where kids enjoy the wonder of just playing, being themselves, interacting with the other kids that maybe they looked across the street and don't see the full value of friendship and living in the same communities. to have an opportunity to

safe. i also of the city to feel safe because we have a set of social services that the city can help provide in concert with the community, so that those adorable marble, the seniors and the youth, people with disabilities, and others who are challenged, and services that they can rely on to be safe, so that they can live decent lives. the city should be safe. i also want this to be a solvent city, that we have programs to pay for and afford. we cannot afford to go into debt so that we leave every year in front of us with unpaid bills. that will just make the city more difficult to manage. this is why we're doing a couple of things this year differently from other years. we are talking about trying to plan better with this budget, to think about the five-year financial plan for the city. if you plan better, just like you do at home, if you plan a budget better, you will get the things that you need. if things happen and you do not plan for them, and you should have seen them, you -- we will always be in trouble. i am looking for something that will make us solvent in the future, this is the
