here's sal. >>> we still have slow traffic through the east bay. we're gonna start with the bay bridge. this commute is backed up for a 20-minute delay. it -- 20-minute drive time coming into san francisco. it's improved a little bit including the approach to the maze from 80 which is normalized after some early issues. we're also looking at 880 heading south. it's still a bear of a commute. it's taking twice as long as it normally would to get past 23rd because of a truck that spilled debris over the right lanes. chp doing what it can to get it out of the way. no one was injured. but the commute is hurting. 580 eastbound is a good commute. dumbarton bridge, i noticed how slow it is. every other day we see slow traffic. if you look at the san mateo bridge as i pull back here, not all that bad. a little bit of a delay approachge. if you are driving to a b.a.r.t. station or getting to caltrain or muni, no delays reported. 7:31. back to the desk. >>> and we begin this half-hour of "mornings on 2" with breaking news from vallejo. a body has been found

sal, what's the latest on that deadly crash?ay 17 is shut down, dave and tori, northbound at the summit road. they are turning all the traffic around. i want to put it on the maps for you. it's been a deadly crash involving a jackknifed big rig northbound 17 at bear creek road. you can make it up to summit and after that you see that the traffic -- you see the purple. that means the freeway is closed and they are making people turn around at summit road. if you know the area, you might be able to pull off something like a back road thing. but everybody else is on it. the best way to do it is if you are in santa cruz and you really have to get into the bay area is to use 152 and come up this way to 101. i know that's a long way around. trust me. done it. it's not good. but that's just your only alternate right now to this horrible crash. it's going to be there for a while. let's take a look at the 88ty freeway northbound. that traffic is slow. southbound at winton clearing a crash. bay bridge toll plaza has improved. remember the

let's bring sal back. how see everyone is banking on the roads. >> we're looking at a commute that is right at the full peak here for the next half-hour or so. 24 still looks good driving to the tunnel if you are driving from pleasant hill road to the tunnel, it's only about an eight-minute drive. we like that. average speed, just below 65 miles an hour. we haven't had any major problems here. we continue to be in good shape when it comes to this commute and also the nearby commute. 680 through walnut creek and 24 heading eastbound. this is a look at weekend bay bridge. that's already improved from the last time we saw it. this is more like a 15 to 20- minute drive time into san francisco and there are no major problems. of course, i always check public transportation and b.a.r.t. and muni and caltrain are reporting on time. i do have some slow traffic for you. 580 if you are a livermore valley commuter. most of the traffic in livermore is slow. i want to zoom in here on 880, it's backed up from 238 and yo

here's sal. >>> we have a lot of slow traffic here along the east bay commute as you are driving. we'll start off with the eastshore freeway and traffic is moving along pretty well as you drive in berkeley but the entire trip is making 25 minutes. your average speed is about 45 miles an hour. so you will see definitely slow spots. bay bridge toll plaza, we have a look at the toll plaza, it's a 25, 30-minute drive unless you are in the carpool lanes getting across to the san francisco side. i do want to mention that we have a problem on northbound 101 reported at embarcadero road. it's a motorcycle crash in the lanes and traffic is beginning to get slow in this area in palo alto. you might want to think about using 280 as an alternate route. northbound 101 near embarcadero. this could affect the sunnyvale and mountain view commute as well. traffic is still slow on northbound 880 near 98th avenue in oakland following the death of a woman on the freeway. the 911 call came in around 4:20 this morning

>> reporter: sal, good morning to you. out here are making pretty good progress on the demolition portion of this project. let meet give you a look at what's going on behind us. these are the northbound lanes of 280 and crews are using jack hammers right now to tear apart a 24-foot wide section of the freeway and then once they remove all of the concrete in this area, workers will replace an important seismic safety hitch. this is critical work, but, of course, as we know this could cause a traffic mess during the long 4th of july weekend. caltrans says to prepare for drays up to an hour -- delays up to an hour. it's best to avoid this area or to use public transportation. the freeway closure began last night at 9:00. the work goes until monday morning. no cars will be allowed on the northbound lanes of 280. that will likely mean a lot more drivers using 101 to get into the downtown area. caltrans says this work needs to get done now. 280 has been beat up. it handles about 130,000 cars a day. so far, this morning, things h

let's go to sal. keeping an eye on traffic this morning. major problems in livermore. >> that is right brian westbound 580. we have an overturned truck that was carrying bananas and westbound 580 traffic is slow even though it's not completely blocking lanes but some lanes are blocked. as you might imagine it's an eyesore. peopling taking a slow drive past the scene. we found out that the lanes are going to be blocked until 7:00 or 8:00 in the morning. it will make slow traffic for you. most of the activity is off the freeway since the truck went down an embankment. people will be looking at this. this will be a tough commute. if this is your drive, you should get out on the roads early. the alternates will fill up and not really recommending it. also we do have a look at the bay bridge. this traffic looks good getting into san francisco. and if you are drying on the nimitz freeway 880 north and southbound that traffic is moving well. as we take a look at the coliseum. i do want to mention the traffic is doing well on the san mateo and dumb

here is sal. >>> steve, good morning to you. we are looking at a decent commute to start off this monday. as we look at the east shore freeway westbound 80 traffic does look good. average speed 64 miles an hour. and you are in good shape as you get to the toll plaza. for the most part you won't have any major delays getting into san francisco. there are no major problems. if you're in the south bay, the traffic continues to look pretty good all over the place. there are no major problems on 101, 85, and 280. a car crash on highway 13 killing the driver. tara moriarty sat the crash scene near the redwood road off ramp. >> reporter: witnesses say this driver was speeding and swerving all over the roadway from contra costa county all the way to alameda county. it's underneath where the crash happened in the southbound lanes. the freeway is back open. that is after being shut down if for two hours. there is still quite a bit of glass out here. the car has been taken away and so has the body of a man that witnesses say was in his 30s

good afternoon, sal. >> reporter: tori, good afternoon. many who are advocating for the law say the streets of conviction will be much safer because of it. the mayor signed a law this morning which will force some mentally ill people to enter outtreatment. the mayor and other leaders say this is an important step to get people the help they need. those termed mentally ill who have been jailed or hospitalized twice could be forced to enter treatment. a judge under the advice -- under the advice of a doctor would derm the course of action. >> laura's law does not force medication on the back end. it simply produces a court order that says you need to take it. the results if you don't do it are some type of psyche ward, incarceration or what have you. not forced medication. >> reporter: but many who advocate for the homeless or mentally ill are against what they call the criminalization of mental illness. they say this law goes too far in taking away the right of people to determine their own treatment options. more treatment on the front end
