sal. the huge fire in southern california now forcing tens of thousands of evacuations in castaic in the grapevine area of los angeles county. firefighters are now starting to make some progress in containing that fire. it started yesterday morning, puts even more strain on resources as firefighters are still on the eaton and palisades fires. now here's a better look at where the latest fire is burning. it's right near castaic lake, along i-5, not far from magic mountain. at one point, parts of the five freeway were closed in both directions this morning. i-5 is back open, except for some off ramps. now, the fire exploded in size, reaching more than 10,000 acres in just 12 hours. after a quick ground and air assault. firefighters are starting to get the upper hand. at last check, the fire is about 14% contained. no homes were burned. however, more than 30,000 people are under immediate evacuation orders and another 21,000 are being told to prepare to evacuate. >> we're actually we're very

sal.k you. we're going to start with the newest wildfire down in southern california. and authorities are investigating this as an arson. >> yeah. the kenneth fire is burning near calabasas on the edge of the san fernando valley. the fire started yesterday afternoon. it has burned close to 1000 acres and closed part of highway 101. firefighters say they stopped the forward progress of the wildfire, and containment is now at 35%. now, police detained a man near that fire. this is citizen app video showing officers taking that person into custody. neighbors saw a man riding around on a bicycle, carrying a blowtorch, and trying to set christmas trees that had been set curbside, and garbage cans trying to set them on fire. neighbors followed him and held him down and tied him up with zip ties until police arrived. >> another helicopter showed up in about 12 tanker engines, showed up about, i want to say 25 cop cars showed up, and by then they told us we had a mandatory evacuation. we packed ou

sal. the winter holidays are behind us. many kids are headed back to school this week, and with the start of 2025, there are some new laws. california school districts will have to start working on this year. ktvu sally rasmus joins us now with a look at a few of them. ali. >> well, here at pleasant hill middle school, the school day starts just a little while from now. the students are back in session after a two week winter break. but there are some new laws that schools across the state will have to start thinking about and working on implementing. one of them has to do with homework. so let's start with that. it's called the healthy homework act. it was passed and signed by the governor this past fall. it calls for school districts, charter schools and county education offices to set rules and policies about how many hours of homework to give students per day, and even whether homework is graded and whether it should be optional or not. school districts and county education offices are
