thank you, secretary salazar for being here and for your patience and responding to all of the questions and concerns that we are raising. i actually have a little bit different question i think them the ones i've heard anyway. as we are looking at legislation to address concerns about permitting and drilling, one concern i have is that we not repeat the mistakes of past. and i know that i was quite surprised and as i think many of us were last year during the bp oil spill to find out the technology is for cleaning up that spell hadn't changed much over the decades preceding, and that while after the exxon valdez spill there was supposedly a process and people put in place to try to address the oil spill that they really had not been effective and that the funding hadn't been there. and my concern is that as we go forward and look at how we improve the process for permitting and eqecat our drilling in the future that we are able to develop the technology to make sure that if there are deep waters bills that we have technology to clean those up. and i know that the president in his 2012 b

one of the early moves of the secretary of interior, ken sal gla my colleague and -- ken salazar, my colleague and dear friend, was his controversial withdraw of energy leases that had already been auctioned off and paid for by energy developers after years of jumping through environmental hoops. years. some estimate about seven years, maybe longer. jumping through environmental hoops. and then just by a stroke of a pen, they withdraw 77 leases that had been paid for. mr. president, this is a terrible signal to our domestic energy producers and companies are now leaving our federal lands in droves seeking a less hostile regulatory environment on private, state and foreign-owned lands. get that foreign-owned lands part. they're finding it's easier. they don't have all the rigamarole and red tape to go through to develop oil on land and overseas. in the absence of federal constraints, energy companies would be investing an additional $2.8 billion in the rockies if they didn't have all these constraints and all of this rigamarole to go through. and, mr. president, s. 940 is terrible pol

when i asked secretary salazar in the natural resources committee, he said the same thing. then i asked someone else and they gave the same answer. the truth is, mr. speaker, that the oil production off the gulf of mexico peaked at 1.7 million barrels a day. and it is now down to 1.5 million barrels a day. and in the next year it will decrease by another 225,000 barrels a day. and even if we restore drilling permits at the level they have been previously, it will continue to decline over the next several years. so i think we can ill afford, mr. speaker, at a time when our gas prices continue to go up, to continue this activity that we have, this ruse, where we have a sloritorium. i think we are up to 12 permits in the deep water, and i was speaking with the gentleman, an expert yesterday, he said that we normally pace about 40 or 50 permits per year. that means we are at a fraction -- fraction of what the actual permitting process would normally be in the best of times. some would say, well, we haven't proven that it's safe. if that's true, why is the administration releasi

thank you, secretary salazar, for being here, and for your patience in responding to all the questions and concerns that we are raising. i actually have a little bit different question than the ones i have heard. as we are looking at legislation to address concerns about permitting and drilling, one concern i have is that we not repeat the mistakes of the past. i know that i was quite surprised and i think many of us were last year during the bp oil spill to find out that the technologies for cleaning up the spill had not changed much over the decades preceding after the exxon valdez spill, there was supposedly a process, and people put in place to try to address oil spill are indeed, that really had not been effective and the funding had not been there. my concern is that as we go forward and look at how we improve the processes for permitting and look at drilling in the future, that we are able to develop the technology to make sure that if there are deep water spills that we have technology to clean those up. and know that the president in his 2012 budget included an increase in fun

salazar, the interior, mr. brown witch, just the other day mrs. water man chicago bulls just said the same thing. why are you saying this? very clearly right now we're producing oil at a level of six million barrels a day, down from a high in 19972 of nine million barrels a day -- 1972 of nine million barrels a day and off the gulf coast, where you claim production is the highest ever, we're down from 1.7 million barrels a day last year to 1.5 million -- 1.59 million today and going down by another 225,000 barrels of oil per day by next year. so for heaven's sakes, there's a reason why we have a structural increase in costs of our energy. it is very simply we're constraining the output of oil. so let's get on it, let's start producing oil finally in this country. and let's become energy independent once and for all. but louisiana's being hurt in two ways. number one, of course, is the increasing price of gasoline. but also jobs, as the gentleman just mentioned, mr. johnson dr. joseph mason from louisiana state university from my home state, said t

interior secretary sal gla when he was a member of this body -- interior secretary salazar, said when he was a member of this body, that you would not support more offshore drilling, he said, even if gas prices hit $10 a gallon. even secretary steven chu, who's the energy secretary, was quoted that same year as saying, "we have to figure out how to boost the price of gasoline," he said, "to the levels of europe." gas prices in europe routinely hit $8 a gallon. well, with these sorts of individuals in charge of our energy policy, it's no wonder that prices are way up, up over a dollar from where they were a year ago. this administration's shutting down of drilling in the gulf of mexico is going to drive american oil production down by 20% in 2012. you know, even former president bill clinton called the continuous shutdown ridiculous. and to make matters worse, president obama appears to be more enthusiastic about importing oil from other countries than he is in terms of using our own. you know, brazil has discovered huge reserves of shale oil and the president recently visited brazil.

that's what the secretary, ken salazar, said last october 12th. unfortunately those of us who live in louisiana and along the gulf coast know that that's not true. what he should have said is, the policy position that we're articulating today is, we're open for business as long as you don't need a permit from the interior department. because that second federal moratorium was lifted, but that brought us to the initiation of the third moratorium, not an official moratorium, but a de facto moratorium, a complete logjam in this administration and at the department of interior. again, this has been commonly and accurately referred to as a de facto moratorium, an absolute logjam and secretary salazar has per pep waited that and -- perpetuated that that repeatedly stated that it doesn't exist, but the facts, the statistics, the numbers make -- now it wouldn't be until four more months until february 28th of this year that the interior department would issue the very first permit to drill in deep water, an explorery well. so, again, big celebration, big
