the salvation army facility. this is one of two alcohol and drug rehabilitation centers in san francisco. it is part of a myriad of programs we operate in the city. at harbor lights, a veterans can break free from the chains of addiction 3 comprehensive treatment program that offers progressive care, education, work force development, and character-building elements. that is combined with top not counseling and resources offered by the veterans administration's. our graduates have the opportunity to acquire the tools they need to achieve independence and lead healthy and productive lives. the salvation army has a long history with veterans dating back to world war i where our volunteer lassies provided care and aid to those serving on the front lines. i also have memories of my uncle who was in the salvation army during world war ii. he was assigned to oahu where he would show movies in the fields to servicemen. today whether they are newly enlisted, serving at home, or discharged, the salvation army is there to

it's the voluntary agencies, the red cross, the salvation army. earlier i was introduced to the gentleman from the salvation army and i was told what good work they do. ok. well, that's not a shock to me. it's like i go back to the good work they do in the middle of a fire in the middle of a cold night in new england 34 years ago where the first time i encountered in getting that hot cup of soup or hot chocolate for myself, but more importantly, is they work to feed and house the people who were just burnt out of their home. not new. not a new concept. the red cross. for years i started as a volunteer for the red cross. ended up before i took this job as a volunteer chairman of the board of the red cross in massachusetts. had to give that up when i took this job. but an intragoodwill part of the community. in the last two years i had traveled across the country from aalaska to hawaii and the floods in new england. to a hurricane in vermont. who ever knew vermont would get struck bay hurricane? and on the ground in joplin, missouri, 14 hours after

as the salvation army began doing some more of the services, we were able to drop some of the services we were doing but that was after coordinated efforts wall of the community-based organizations. and any of the time i have been talking in san francisco about disaster preparedness and what we saw in watsonville was that the first night of the -- after the earthquake we found over 3,000 people in parks and open space and we ended up with thousands of people continuing to be in parks and open space for months ahead -- after the earthquake. and so in a concentrated place like san francisco with the housing shortage i'm always pressed to tell people to learn how to shelter people for a long period of time, how to deal with the fact that -- especially in san francisco, at least in watsonville people were living in their back yards and front yards for months at a time. here in san francisco we do not have that luxury so open space will be prime housing for a period of time. we also work with an international community and like in watsonville we had a very difficult time convincing people t
