it's the voluntary agencies, the red cross, the salvation army. earlier i was introduced to the gentleman from the salvation army and i was told what good work they do. ok. well, that's not a shock to me. it's like i go back to the good work they do in the middle of a fire in the middle of a cold night in new england 34 years ago where the first time i encountered in getting that hot cup of soup or hot chocolate for myself, but more importantly, is they work to feed and house the people who were just burnt out of their home. not new. not a new concept. the red cross. for years i started as a volunteer for the red cross. ended up before i took this job as a volunteer chairman of the board of the red cross in massachusetts. had to give that up when i took this job. but an intragoodwill part of the community. in the last two years i had traveled across the country from aalaska to hawaii and the floods in new england. to a hurricane in vermont. who ever knew vermont would get struck bay hurricane? and on the ground in joplin, missouri, 14 hours after

the salvation army, the local church, synagogue,ç mosqueç, whatever.re little bigger, who else is there? neighbors helping neighbors. ças it gets a little bigger, or even if it is a small house fire, in the neighborhoods of this city and neighborhoods across the country, if something çhappens, there is usually a local business that knows the family and been dealing with for a while and says that will help them out in some way or another. i remember last year i was traveling in the floods of north dakota. there was a family i was talking to at one of the shelters who lost their home. he said the one good thing was he did not lose his car. he had sent it to the shop the day before. the shop where it was getting fixed was not affected by the floods. then he said he went back yesterday to pick up my car. as he picked up hisç car, the y said it is ok. he showed me the bill. it was like $800 bill for repairs. it said "paid in fullñr." he said take care of yourself in your family. he picked up the tab, a small- business garage. that happened every day on s

southern baptist cooking food for 50,000 people that was then delivered by the red cross to a salvation army shelter that was served by men nice and cleaned up by muslims. with no government involvement. that's whole community. that's what it's going to take to recover from these. a lot of times people start thinking about recovery. people start thinking about it as soon as the response starts happening. some start thinking about it as soon as the response is over. that's not the time to think about the recovery. the time to think about recovery is now. one of the things we have thought about is the national disaster's recovery frame work. we work ackry thems. ackry nelms. with the ndrf. it lays out forward how we need to recover from disasters. we are going to be going around the country. we went around initially. now we're going to go around again laying it out. still i want to get feedback from folks how to best do that. it's not going to take just government but the exact same people it takes us in a response. all the people that i mentioned. they are the same people and more that's goin

if you look at who will pay the impact fees like a non-profit thing like salvation army, but a parking structure will not pay the impact fee. the reason being there is a way in which the department as an environmental review. no amount of parking will change it in any way. you will remember me discussing this with regards to the city place development. i said if you put more parking in there, there will be more. south was thing that is not true. i think your director said it is generally true but not true in the case of city place. it is generally true, we should fix it. it runs contrary to economic theory. if so, the downtown plan should not work. sf park should not work. classical economic should not work. the problem is if you make the assumption that the 10,000 parking space garage will not generate any additional vehicle trips, still no feet. we really need you to fix this. you will get a logjam of stability -- stupidity behind this. the amount of parking does affect parking behavior. plan accordingly. this plan will give you a discount if you do less parking. we need the commissi

as the salvation army began doing some more of the services, we were able to drop some of the services we were doing but that was after coordinated efforts wall of the community-based organizations. and any of the time i have been talking in san francisco about disaster preparedness and what we saw in watsonville was that the first night of the -- after the earthquake we found over 3,000 people in parks and open space and we ended up with thousands of people continuing to be in parks and open space for months ahead -- after the earthquake. and so in a concentrated place like san francisco with the housing shortage i'm always pressed to tell people to learn how to shelter people for a long period of time, how to deal with the fact that -- especially in san francisco, at least in watsonville people were living in their back yards and front yards for months at a time. here in san francisco we do not have that luxury so open space will be prime housing for a period of time. we also work with an international community and like in watsonville we had a very difficult time convincing people t
