back with former georgia senator sam nunn. nunn, you made a very interesting suggestion a few moments ago. okay. if congress is bound to kick the can on a decision about cutting spending and deficit control, change the can. come up with a condition for not making a deal that is actually palatable and not horrible for the economy like the current situation that we have. tell me how that would even happen? are there enough people like you and those who you are trying to work with who are actually still in office in washington to hammer out a more perfect compromise? >> i think those kind of people are in the house and the senate. i think they are talking with each other, but the problem is, ali, they're not getting support from their own leaders in the congress, republicans or democrats. they're not getting support from the white house. they're not getting support from the party base who insists on 100% solution in their favor, and the american people, the common-sense americans that i think are in the great majority have to rise

neil: we have former senator bob bennett, former senator sam nunn debating what we do now on the debtis comes up in detail after an election, but senator nunn, if barack obama is reelected, argument we hear a lot of democrats are planning a spending initiatives much their own to keep the spigot spigotting. nothing changes. and if mitt romney were to win, republicans are planning more military and the like spending, how do we disavow each side of its knee-jerk inclination to spend to industry's favored to its party. >> i thought hope that debate will produce more honest dialogue. and then right after the election, whoever is elected, we face the fiscal cliff in january, and almost all economists left or right or center, say that it would cause a high-risk of another recession. so what i would like to see instead of a fiscal cliff that we face, instead of kicking that can down the road 6 months, let's change cans, use simpson-bowles or a combination, and substitute is say you have 6 months overturn it you may not like it, but this is better than what we face right now, why not substitut

sam nunn was correct, you have to cut government spending. that has to happen, especially entitlements where you pay people not to work. there are other ways of bringing the debt down. cool ones. for example, how about a federal state, local, tax amnesty program? there are a lot of people in the underground economy that would be brought above ground with amnesty program. i estimate a federal, state and local tax amnesty program would raise about $800 billion in 90 days. you can also sell some assets off. camped person -- camp pendleton is 500 square miles in california. why not sell it? >>neil: my point, when you say it is too big to handle, you are missing the point, you cannot cut $16 trillion debt but you can boom your way from it. we are losing sight and what bill clinton learned in 1993, 1994, if you present a plan that looks credible like you want to reverse the direction, sometimes that creates a boom in and of itself and inspires confidence in the market that has little confidence right now. i blame both parties, by the way. if you gi

can you tell us tonight why you have rejected the wisdom of people as diverse as sam nunn, henry kissinger, al gore, people in both parties, and what type of land based missile would you consider? >> well, andrea, today we have 13,000 strategic nuclear warheads, on land, on air and in the sea. that's an incredibly powerful nuclear deterrent. i don't rule out modernization, and there are discussions going on now in the congress, i know with the pentagon, about a less expensive modernized land-based leg of the triad. but there are limits to what we can spend. there are limits to this nation's ability to finance these weapons systems. and one of the things that the vice president either ignores or won't address is the fact that you can't divorce our military security from our economic security. how can we build a strong america militarily that's teeter-tottering on a mountain of debt? and if we go forward with the kinds of policies that the vice president is suggesting tonight and has in the past, that debt is going to grow bigger and bigger and bigger. so military security and economic secur

we've talked to even someone like dave cote of honeywell who was here along with former senator sam nunness in the lame duck session or just ever agrees to a simpson-bowles type of sequestration six months from now if they don't reach a better compromise between now and then. simpson and bowles will say you can't raise taxes now. you have to push that a couple of years down the road. all of this is setting up something that maybe we see actual changes two, three years from now? is that the best we can hope for? >> no, i don't think that. first of all you were right, the only person who says we can raise taxes now and not hurt the economy is president obama, who for four years repeatedly said we can't raise taxes in a weak economy and we have a very weak economy going 1%, 1.5%. >> people say under 250, no. they love those bush tax cuts and they somehow make this tortured argument we got to keep those or it's really bad but we got to make sure -- it's so bizarre to think they know anyone over 250 saves it and doesn't spend it, they know there's no small businesses that could be impacted? >
