she may have gotten away with it had it not been for a good samaritan.with prosecutor john mccarthy. >> this was an execution killing where she brought to a location she purposely made love to him and then brought the handgun to that same location knowing she was going to kill him. >> reporter: the scene, the sixth floor of this apartment building in silver spring. the victim, 34-year-old eric samoa. he worked for a car dealership and when he didn't show up for work, his friends and family got worried. he was found dead in his bed, shot in the head. there was a bullet casing found nearby. police interviewed a number of neighbors including katrina ben. she said she was involved in a romantic relationship with samoa, but denied any involvement with the murder. she said she didn't even own a gun. shortly after the murder, a good samaritan driving along the beltway near colesville road, cease this partially dismantled gun and gives it to the cops. turns out this was the gun that killed eric samoa. the detective on the case traces the gun to its five previous

vehicle, not knowing that he was the carjacking suspect, the suspect actually fired upon the good samaritan, and narrowly missing him, and then, and the others coming in and so there was about a two-minute, pleading from the officers for him to drop the gun, which he did not, at one point and about the end of that two minutes he turns the guns on the officers and they fired upon them and he did not survive his injuries and we had a town hall that has been our practice and i appreciate the members of the commission that attended and on monday at noontime, there were some members of the community that had attended and members of the press and some are present today that attended, and you will hear more about that later on. an event that happened, and was ended without the use of lethal force occurred on saturday night. where there was a person who was threatening to harm himself with a knife to his throat, in a car on park procidio and the officers were able to stop the car and then, over the course of a couple of hours, and some pleadings from hostage neglect a tores and intervention, and en

at the end of the day, there's one thing we can do and that is pass a good samaritan law. thousand it was peoples lives would be saved because people would not be afraid to inject someone or to give them the help that they need for fear that they would be sued if something went awry. we know that most people would just thank god that the fear is gone. i think firefighters across the country, policemen across the country, they would be more willing to rush in and apply -- if do you it in a timely fashion, you save the life. then you need to deal afterwards with what happens to the person. do you have a bed for them? do you have the treatment for them? at least you kept them alive. then we have a responsibility subsequently. we don't have either right now. until we put both in place, i think this problem is just going to continue to escalate. thank you. >> thank you, senator. just in conclusion, three things jump to me. of course, that's the pill mill. what proportion of the problem is the pill mill? >> i think -- we always say that 99% -- 99% plus of the practitioners that
