in fact, we do have a faith-based program at samhsa. the objective is to educate members of the faith community about a wide range of issues-mental health issues, substance abuse issues, and trauma- because we find that the ministers, the rabbis, the imams, the religious leaders do want to know because they're unable to have a positive impact if they're not aware of some of these issues. we don't ask people to change their philosophical or theological beliefs. we do want them to be familiar with some of the negative consequences that do result from physical abuse, sexual abuse, a violation of trust that happens in households, as miss cain pointed out. and i think it's significant what happens when you tell. were you believed? were you told to keep those dirty little secrets in the house, as dr. harris said, and how you were soothed when you told. there's many folks that we've worked with, many women in the criminal justice system were very clear when they were told they were not believed. they were told to keep that secret in the house.

well, we have eight strategic initiatives at samhsa. one of them is indeed trauma and justice, making it clear that we believe that we have to deal with trauma as an integral part of the behavioral health strategy to assist people in need of services. so the strategic initiative lead is lar quong dr. lar quong, appointed to that role by pamela hyde, the administrator of the substance abuse and mental health services administration, with the focus on working not only with issues of domestic violence but also working with the issues of the criminal justice system because, indeed, as i mentioned, it's not the abuse excuse, it is trying to break the cycle. we spend a lot of money reincarcerating individuals who have primary issues that have never dealt with, so especially in nonviolent situations. we wanted to break that cycle and, as dr. harris pointed out, we also want to create a workforce that has a stable appreciation of traumatic phenomenon so that, again, we don't blame the child, we don't blame the wife, we don't blame the spouse wh

we are trying-samhsa is actually is being quite the leader in helping our general health field and ourinsurance companies to be able to see that family therapy, educational classes, other medical and psychological services are indeed very appropriate for the consumers and the patients and the family members and people that are in long-term recovery, as it were, to get all of those services covered. we have a long ways to go, but we are working very hard to get the country ready for 2014 when health reform will actually take hold in a bigger way and we'll have so many more thousands of americans that will have health insurance coverage that they've never had. we know from the research that when family therapy is integrated with substance abuse treatment, outcomes are enhanced. we know that we have better rates of engaging people in treatment, better rates of keeping people in treatment when they would otherwise drop out, improve long term outcomes, lowering societal costs of addiction, actually decreasing rates of domestic violence in families and decreasing or lessening the effects of

[music playing] the prevention field has really changed in the last 20 years since samhsa has been in existence. we understand much more about prevention science. we also understand that, frankly, children who begin having problems before age 14 are much more likely to have problems as adults. and children who use alcohol before age 21 are much more likely to have problems as adults. so we've also learned that there are risk factors and protective factors. it is not just what happens to a young person that may lead to substance abuse or suicidal thoughts or depression or anxiety but it's also the kinds of protections they have in their family and their community and in their social-in their school and others. it involves multiple parts of the community and all of those things have to come together to assist kids in getting the kind of assistance they need to be the best decisionmakers and be able to manage issues as they go through adolescence and into adulthood. when we look at young people today, we understand that they have an advantage over people in earlier generations. they have

samhsa has not focused on the series mentally ill and they have not provided any serious leadership and that is one reason why president obama's response has been particularly weak. host: the list of programs include medicaid, medicare, supplemental security income, and social security disability insurance. our next caller in harrisburg, pa. caller: i have a nephew who smokes marijuana, he drinks, and he is on schizophrenic medication. how can i get him help? he has violent tendencies. every time he's been admitted to the hospital, like 10 or 12 times, they have him for five days and they send him back home. host: what has he been admitted for? having psychotic episodes? caller: having psychotic episodes, yes. he laughs out loud. he says he hears voices. he needs help. caller: hearing voices is a typical symptom of a schizophrenia. about three-quarters of people experience that. this is what we're looking at all over the united states as part of the failed system. wheat closed down so many beds. 19 out of 20 that existed for the seriously mentally ill 40 years ago do not exist anymore.
