from samhsa's point of view, our audience is america. we don't have subsets of america to look to, so i-i will collect them-bring them all together. collaboration is the key. if you hear about messaging that will-everything we've been talking about is about messaging. and we-if you could see-this is not a sprint. this a marathon. this is going to take us years to do. but we have to get ready, and to get ready, we need to begin to help collaborate from the federal government where our role can be to help the states and the communities collaborate together. youth, peers, young people that are-are in our recovery and are going to be peers, they-they're far better and their reach is much more when connected with a prevention program. that prevention program can fair far better when connected with a treatment program or the families of treatment that are supporting someone in long-term-in treatment before they get into long-term recovery. and then, lastly, we need to be having a collaborative relationship with insurance companies, with health

for instance, samhsa just sponsored, just finished sponsoring, 9 months' worth of a parental message around underage drinking in times square. nine full months. we had millions of-of hits on that because every 15 seconds was a message. that was shocking for some to look up in times square and see a message around underage drinking. though every little piece has its part and that's why we do multiple messaging; we're using multiple people with multiple targets. and arthur, the-the messaging, we-we're all talking about we need to message, message, message. what is it that we need to say because there-there're various tiers? for example, there's-you're in a state, you have to work with your legislature or else if you don't get resources, you're not going to get it. you-you're in a state where you need to talk to other policy people because you're trying to sustain a recovery oriented system of care for both mental and substance use disorders that needs to get people coordinated. and what is-what is the primary message? well, i think that there are multiple audiences and that there are m

samhsa provides grants to travel organizations for primary care.e have a residency grant program that includes screening for prescription drugs and reid support prevention and intervention and the block grant programs targeted to funding to states and territories for there prevention and treatment and services. the strategic prevention framework for success program is designed to address to of the top substance abuse parties including underage drinking and prescription drug issues among persons aged 12 through 25 and rework with the drug free community ever in collaboration to make sure the community can prioritize prescription and drug abuse and we're working as other federal agencies to look at the increased accessed in rural settings in a strategy to reduce prescription drug misuse includes the food access to treatment of drug addiction treatment act for qualified physicians to have certain medications for the opioids addiction and also regulate treatment programs that are approved by the fda and worked in collaboration with these and other effo

clark, are the resources for my community from samhsa?so those are the questions. >> congressman, we find these grassroots program to do prevention. and, of course, oftentimes that local voice is more powerful and more important to people about prevention. and we have worked with them to help them understand and become more knowledgeable. we find almost 700 of them around the country. to become more knowledgeable about this neonatal abstinence syndrome. because we are seeing in a number of states, florida, and i attended the first meeting of the advisory committee that has worked so hard under the attorney general to reduce that problem. it's a complex problem because there are women in pain but also pregnant that are being treated. there are women in drug programs at the same time, and so there has to be a very careful balance. but i would also tell you i would be happy to visit the tampa bay area with you and examine this more closely. >> thank you very much. i appreciate that very much. anyone else wish to comment? >> we have targeted
