and again, that kind of harkens to san bernadino where these folks had lots of rounds of ammunitions in pipes. it looked like they had other darker plans or follow-on attacks being planned. is that in existence here, of course, always the connections. who is in his contact list, how often has he been in contact with them, was it yesterday, also night right before this happened, was it while the events were on going? who are those folks? and those folks if somebody is like that out there they need to be coming in to law enforcement, putting their hand much say you need to talk to me. >> ron, we've seen mass shootings where the suspects, the gunman goes on mass shooting, of course, there is no hostage situation. knicks for couple of hours there was hostage situation there inside the club, what does that say about his intentions? >> it's interesting, keenly interested to have law enforcement peel back the layers of that. because it did sound like there was at least some engagement between him and law enforcement while this was going on. part of the role of crisis negotiator is to slow t

a third example was san bernadino. san bernadino, that horrific terror attack. once again, we had ample information about the individuals in question. the female terrorist who came to san bernadino had given the administration a fake address in pakistan, and yet the so-called vetting that this administration tells us they do had failed to discover that it was a fake address. she had made calls for jihad, and yet the administration failed to discover that. in san bernadino, we saw yet another horrific terror attack. and how about orlando? let's talk about what the facts are in orlando. now, we're only five days in. the facts will develop further as they're more fully developed, but here is what's been publicly reported. what's been publicly reported is that omar mateen was interviewed not once, not twice but three times by the f.b.i. in 2013 and 2014. that one of the reasons why he was interviewed by the f.b.i. was because he was talking in his place of employment, which ironically, which shockingly enough was a contractor to the department of homeland security,

so, there are some similarities here already shaping up between the san bernadino investigation, the investigation into the theater shooting in paris, there are some similarities here forming. and we're starting to get a better idea of why investigators early on came out and confirmed that they are investigating this as an act of domestic terrorism. so, the pieces of this puzzle are coming together, if you will, as we get a better idea of who this suspect behind this mass shooting was. elaine? >> what can you tell us about the weapons that were found on the shooter? >> well, he was heavily armed. we know that. because there was a sustained gunfight between law enforcement and this suspect, that's what we're hear can from our source. we know that he had an assault-type weapon, an ar-15 is what has been reported. also know that he had a handgun and some concern that he was also wearing some sort of explosive device. our source are telling us that there was no explosive device. but he was still heavily armed and was able to engage law enforcement in a sustained gunbattle as law enforcem

and we saw another example of that in san bernadino, california. we have got to address this major policy gap. i hope the senate has an opportunity to consider an amendment i introduced to a bill that would update the electronic communications privacy act. it would help f.b.i. agents get access to critical information faster to prevent terrorist attacks. the f.b.i. director has made clear this is his top legislative priority, and it's also supported by president obama and his administration. so i believe it's our duty now more than ever to do something about it, to make sure that the f.b.i. has critical counterterrorism tools to be able to identify potential threats before they commit horrific acts of violence like we saw in orlando. it's clear that the threats are on our doorsteps, and we should be willing to give those on the front lines of the counterterrorism fight faster access to critical information so they can identify terrorists and thwart those attacks. i would just say, mr. president, that i'm not talking about -- i'm not talking about c

the san bernadino mass shooting in san bernadino, california, in 2015. 14 dead, 21 wounded. the kalamazoo shooting spree in kalamazoo county, michigan in 2016. six dead and two wounded. the excel industries mass shooting in hesson, kansas. 2016. three dead, 14 wounded. the orlando nightclub massacre in orlando, florida. this past sunday. 49 dead, 53 wounded. what will it take? how many times do we wake up to these tragedies? now, i have the honor of representing the state of wisconsin, and as you heard me read through that list, you heard that my home state that i love is not immune to these acts of violence, and i just wanted to talk about some of the mass shootings in wisconsin in recent years. in november of 2004 during hunting season in sawyer county, six hunters were killed and two were wounded. in march of 2005, a gunman burst into church services at the church of living god congregation and fired 22 rounds, killing seven, including the pastor and his family. in june, 2007, five people were killed by a gunman, including twin infants, their mother and two other victims
