meanwhile, the lawsuits against pg&e keep piling up in connection with the san bruno disaster. the daily journal says seven new suits were filed against the san francisco-based utility in the days just before christmas. the lawsuits accuse pg&e of negligence and nuisance among other things. another thing that's going on today here at utilities across the country because of the disaster here in san bruno, they are checking out the records on their own pipelines. federal officials have issued a nationwide bulletin on pipeline safety. the administration found pg&e had inaccurate records about the pipeline that exploded last september. even down to what type pipe it was. and now there are questions about pg&e's inspection techniques and whether the pipeline's maximum pressure was set too high. so yesterday's bulletin is urging all natural gas pipeline operators to check their records and reduce pressure on lines if those records are in question. the bottom line from the feds, better safe than sorry. and nobody knows that better than people here in san bruno. >> no other community wa

residence of san bruno.g&e says this is a standard operating practice the utility did on all its pipelines. it does it every five years but now the practice is being called into question. people want to know if it compromised the pipeline in san bruno that burst in september. that killed eight people and destroyed 38 homes. three years ago pg&e tested the pipe by pumping the gas through at maximum legal pressure. it normally runs in about 375 pounds. experts call that move a huge gamble and congresswoman jackie spear even takes it one step further. >> that's gross negligence. that's what hydrostatic testing is about and yes it's expensive and somewhat inconvenient but you don't put people at risk like that. >> this isn't the only bit of news residents here in san bruno are focussed on. there's also anxious to hear what will be announced tonight. this is video last week when about 100 people showed up to confront council members about the $400,000 donated to help victims. the city hasn't handed the money out

jackie speier said this came to a head for her when she was shown a piece of pipeline from the san brunoplosion. amy? >> eric, she tells the san francisco chronicle she saw the pipeline herself and the flaws were so obvious it was astonishing. now, jackie speier represents san bruno but she is thinking about the bigger picture here. she picked up the phone and told pg&e's president he needs to order tests for pipelines all over the state. she was not only upset about the workmanship on the pipeline that exploded in san bruno but also by the fact pg&e can't find records on a third of its pipelines that run through populated areas. so in her words, pg&e doesn't know what's underground. pg&e must do some pressure testing on lines throughout california in order to truly know what's going through people alleys neighborhoods. this is all in response to what happened in san bruno in september when that pipeline explosion killed eight people and destroyed 38 homes. now, testing can be expensive. it can cost anywhere from $125,000 to $500,000 a mile. speier says it must be done. amy holyfield, ab

the wait is over today for survivors of last fall's san bruno explosion and fire.he city will finally begin handing out checks from donations made from all right sir vivor's funds. amy is live with the details. some people waiting a while for this. >> four months, eric. it's been quite a contentious issue but when city hall opens victims can come here and pick up their checks. there is no rush. it's here for their convenience. they've decided who gets what. they have about $395,000 to hand out. the 39 homeowners will get $6,000. several had moderate damage. they'll get $4,000. and 45 homeowners had minor damage and they'll each receive $1,000. at a meeting a couple of weeks ago, the vice-mayor explained why they waited four months to hand this money out. >> we really weren't aware of any definitive need. we were under the assumption pg&e and red cross and the other agencies were fulfilling some of these needs. >> but they found out at public hearings that the victims had plenty of needs and wanted the money right away. this is money donated to the victims through t

live in san bruno, amy holyfield. >> thank you. sco residents are back into their sunset district homes this morning after they were temporarily evacuated overnight because of a gas leak. firefighters and pg&e went out to a home near ortega street to check on a resident reporting a gas leak. pg&e shut off the meter but that didn't stop the leak. crews evacuated that home and four others on the same block while they jack hammered into the street to locate the pipe and repair the leeks. the residents were able to return to their homes around 1:30 this morning. >> both administrators and state agencies are crunching the numbers trying to figure out how badly they're hit by jerry brown's $12 billion budget cuts. health, education could get the worse of it. >> they're cutting all of those above and more. governor jerry brown is proposing 12.5 billion in state spending cuts. they include cuts to the state prison system. the governor wants to move juveniles and low level owe fendsers to the low lying county jails. brown wants to eliminate

that was the exact same situation in san bruno last september.hat transmission line was 30 inches. it killed eight and destroyed 37 homes. local lawmakers are demanding answers and better record keeping. pg&e didn't realize there was a weaker type of pipe underground. >> if you don't know what type of pipe you have, you can't do the right risk assessment. >> the san francisco chronicle is reporting this morning that pg&e temporarily increased the pressure on 11 transmission lines since 2003, including the san bruno line. pg&e said it was required by federal law to increase gas efficiency but later backtracked and said there was no such law and had increased the pressure to observe operational flexibility. no word of the spikes having anything to do with the san bruno explosion but it's something federal investigators are still looking into to determine the exact cause of the explosion. the cause of the one in philadelphia is also unknown at this time as whatever the cause, people are demanding inspection of the 325,000 miles of main transmission
