nbc bay area's bob redell live in san bruno. bob, four years ago, the blast destroyed dozens of homes and it's been very busy ever since. >> reporter: you are correct, scott. right over there, that was ground zero. that's where that pipeline exploded, killing eight people, destroying 38 homes, and four years after that awful day, you can see, there are still some people who are rebuilding their homes. there's been a lot of construction, disruption, and noise. and as you can imagine, neighbors just want it to end. they want their lives back. the more they are unsettled, the more they are reminded of what happened here. but now, they are hearing about a new development in their neighborhood, in an area that was not damaged or destroyed by the blast. the city of san bruno might allow a developer to build up to 30 new homes on a vacant lot, on the site of an old church, a couple of blocks up the road. the fear among neighbors is that they just will bring more noise and unrest to an area that is still trying to get back on its feet.
