the peninsula from pacifica to half moon bay and will be moving across 280 over toward spots like san bruno and san mateo, also moving in to redwood city within the next 30 to 40 minutes, and we are now just seeing some of the showers along the coast that will continue to move in, and become more widespread, as this storm system approaches. as far as what we're expecting today, with this storm system, about a quarter to up to an inch of rain, the flood risk will be low, but the ground is already saturated. our wind speeds up to 25 miles per hour, with an isolated thunder risk. we may see snow levels dropping to about 3,500, so that's only our highest mountaintops around the bay area. as we head over to mike, you were saying there's a problem in the east bay. >> a possible problem, yes, we have reports of a disabled vehicle on 880, tough spot out of san leandro. we'll show you the entire map. the only green we see is for the speed sensors, the majority of the map but we may see the road weather index show damp roadways starting on the peninsula and moving across. right now this is what we're

we have spotty showers and daly city, san bruno, san mateo and hayward. you can see near san leandro at the oakland hills and diablo range, snow with a wintry mix this morning. we have snow over mount hamilton at the diablo range and the santa cruz mountains. the highway 17 summit is picking up snow this morning. here's a live look at the bay bridge camera and you can see it is wet with temperatures in the 40s and low 40s to mid to upper 30s. it is 39 in concord and san jose, 40 in oakland, livermore 39, 49 in san francisco with mid 30s and santa rosa. these are the lowest snow levels we have seen in the bay area since 2011. showers wrapping up by 9 am or 10 am with sunshine through the afternoon. it will be a chilly afternoon and even colder tomorrow morning. we start out tomorrow morning with temperatures in the 20s and in the 30s. the satellite and radar view showing this cold low pressure system bringing in snow with that slower snow level. let's take you through the morning and here we are at 7 am with snow showers at the diablo range and santa cruz

we're seeing heavy to moderate rainfall across san bruno and the southern portion of san francisco and crossing the bay into heyward and fremont. a closer look at the east bay shows we have some snow, a rain-snow mix along the snow grade. we're seeing our east bay mountains with the rain snow mix and the snow in the peaks. moderate rainfall moving through livermore. up north, we are drying out. emery berkeley seeing showers. we're seeing more and more snow as this swath moves out. foothills getting snow. santa cruz mountains, you're going to see a little snow this morning as well. so kind of fun especially on a sunday. the kids get a peak of the snow or play in it if it gets low enough. a cold area of low pressure sitting offshore, it's bringing snow to seattle. and then to the peaks here. not quite on the bay area floor just yet. what to expect as we make our way throughout the day. it will be a snowy sunday morning with snow in the peaks and scattered showers and cold today. more rain moves in. we'll get a break for the first half of sunday -- more rain late monday into tuesday. here

these new remote shutoff valves put in, in san francisco, as the puc has pushed pg&e to do since the san bruno pipeline explosion in 2010? >> here is the question i have for you. you've done a lot of research into this area. how often is it a recommendation versus an order set up with the time line for retrofitting you got to get this done by this time and certainly with these lawsuits going on, and then being in the court system if you will, there must be some manates. >> exactly right. that's something i've been really coming upon again and again over the past several weeks. you come up with all these plans. you come up with the wildfire plan from pg&e. who is enforcing it? who is watching to make sure that work is getting done, so short answer to you right now is i don't know at this point. but that is a very important question. so the puc has a recommendation for them to take these steps. what enforcement has there been? have they been watching? is there accountability on them actually installing these remote shutoff valves. those are all questions that we really need to follow up on but r

you know, we had an issue in 2010 with the san bruno jail in county. our city residents and san francisco residents, rather than san bruno residents and had a lot of fun being threatened by the u.s. census bureau folks. and the sheriff -- and i'll say our city attorney herrera and staff were just amazing. and we were able to figure out together a solution to that. so in your particular district, yeah, we're very much aware of that. you have a lot of monolingual and limited english speaking individuals, really diverse in your district. not as many c.b.o.s that may be located there, but there are a lot of community-based organizations throughout the city that work and serve the people in the district, and we definitely are going to encourage them to be part of the community grants program. they will be helping us figure out the strategies. it's not like the city's going to figure this out alone. we have city departments also that serve the population, and that's why we're training everybody. you know, this preparation period's really important. a lot of c

senior reporter bigad shaban af infamous gas explosion in san bruno when it took pg&e an hour and a half to cap the line. eight people died and more than 100 homes were damaged or destroyed. two years before that there was an explosion and fire in rancho cordova in sacramento. investigation determined that pg&e failed to respond in a timely manner. in 1981, it took pg&e nine hours to shut off the flow of gas in san francisco. pg&e pledged a new training on emergency shutdown valves. nearly 40 years later, the clear question now is why is it still taking pg&e so long to shut off the gas and fire. a spokesperson told us that they have to dig through the street by hand to get to the gas line. they also want to be careful not to cut off power or gas to thousands of other people. >> they were trying to explain it the best they could. thank you. >>> some other major headlines this evening, a break in the case to find a serial killer who terrorized gay men in the castro. >>> plus, where the district says they could find millions of dollars to pay teachers more dem could go on strike later this

last week, we had one traffic collision that occurred in the 3000 block of san bruno, and this one, actually, the injuries were not fatal, but it did involve a pregnant woman, 27-year-old, and she was injured. our suspect in that -- and this was a hit and run. it was a 24-year-old man, and he was driving a 2010 dodge charger, so we're looking to investigate and hopefully bring that case to justice, as well. we also had a hit and run at st. charles and palmetto in the taraval district. this was at 4:30 in the morning. the victim was walking in the crosswalk when they were struck by the suspect's vehicle. the suspect left the scene on the southbound 280, and we did have a witness that attempted to get the plate of a vehicle and actually gave us information that was helpful. the driver has been actually identified in this case, and was ultimately booked on felony hit and run charges. our victim in this case was a 64-year-old female. so again, to the public, we're asking that you be aware, number one. this was a hit and run, but be category a cognizant of your surroundings. we're still focused o

we have it parked on san bruno mountain. the rain welloff shore. you have a window of a few more hours to get ready. secure the lawn furniture, garbages can, things like that and clearing out the storm drains as we will have a high wind watch going into effect starting at 3:00 this afternoon. and also a flash flood watch starting later on this evening. looking at rainfall up to about one to two inches for most of our valleys and also for the hills, we could see rain totals up to four inches. as we get a look at when that rain starts to move in, here we are at 10:00 in the morning, some light showers start to move in, and we could see it becoming more widespread, with mostly some light rain to begin with at 1:00 today and we start to see some pockets of some heavier rain. track this if you have the nbc bay area app and get a look at storm ranger at any time to see if there's rain moving into your location. now we're going to see the rain becoming very heavy, going into tonight, and that's also about the time that flash flood watch goes into effect.

see the red scan there on san bruno mountain, and the rain that is still for the most part remains offshore. that will start to fill in, move into the bay area. we can see this area of low pressure, that's been moving in from the north but also drawing in some subtropical moisture and some of that same energy that was with that storm that moved through hawaii will be moving into the bay area, so we're expecting intense winds, and some heavy rain that starts to become more widespread, going into tonight, starting out light, but some of the heavier rain gets here by 10:00 to 11:00 tonight, and you see the bright reds on there, that indicates where that rain could really be coming down, and it just continues throughout tonight, early tomorrow, and throughout much of the day tomorrow, into the afternoon, before it starts to taper off, but even on thursday, we're still going to be measuring some rain and adding up on those rainfall totals. one computer model is showing the potential of getting anywhere from two to over five inches of rain in the north bay, so this could cause some debris flows a
