of folks in san francisco, having served for many years, many decades on the labor council in san and cisco, having chaired the law and legislative committee, being involved in this particular district for the last 38 years, i can tell you what some perception of the public are about the budget, this $6.8 billion. 52% enterprise money, 48% general fund. that is a huge number for the general fund, yet, the parks budget, if i'm not mistaken, will get $33 million this year. and i as a stand it, it was good to be cut by $3 million. but at the same time, our administration felt very comfortable giving larry ellison pledges of a huge amount of money for the america's cup regatta race for the billionaires, when in fact, there are a whole lot of people that will not show up for that. most of the money would be a trickle-down money that would come in from taxes and so on. the reality is, there is a perception that i certainly share, which is that we, as a city, feel comfortable giving money to wealth, and are really cheap when it comes to things like parks and the poor, as several speakers here have

it addresses a very important role that we need in san for cisco related to the hospital. these are, in some cases, first responders in the event of an earthquake or other tragedy. much like i am concerned that a good portion of our police department or fire department does not live in san francisco, this is a way we can help ensure at least one sector of first responders are in the city, not depend on bridges, ferries, tunnels. that aspect alone is a huge idea. i hope there are other opportunities within the agencies i mentioned to try to absorber that as well. commissioner sugaya: i apologize, commissioner antonini, for jumping in there. anyway, i still go back to my -- it is going to be a comment. that is all. my other argument that the city should have negotiated for the 73 million in the first place. then we could have decided how to divide it up, whether it would have been 29 still for the assistance program and the rest for building housing or whatever it is. i still do not understand why we are dropping below that number. also, it bothers me, as commissioner moore

[laughter] this has been probably the most interesting ride for the last four-seven months around implementation of transitional kindergarten. what i am hoping to do is provide some context as to why this ride has been interesting, due to the governor's budget that, quite honestly, was not very helpful. but also how we have been able to take that information and still be able to implement transitional kindergarten within our own community. before i get started, i want to thank some people who are not here. to actually implement a brand new grade for 25% of a population has been quite interesting when you think about the education system set up on 12-month cycles and it has been for at least 100 years. to do this brand new thing for a quarter of a year actually has put a lot of districts in turmoil. i will talk about how we have
