only kansan choice armstrong and right now i'm going to if i ask for a round of applause for the san cisco housing authority's executive director mr henry alvarez the third good morning everyone. for those of you who don't know me i'm just henry when i'm running around in our communities no one no one's running around calling me henry alvarez or mr alvarez most folks i get the shake their hands and see what they're doing i just am so excited that you're here today rosa parks we've been working on this center for some time and today we get to give it back to the residents in this community and say thank you absolutely i think it's stellar it's awfully exciting we have a lot of dignitaries here this morning and i'm going to try to get out of the way so we can get the program moving along so i want to take a moment to introduce the best mayor i've ever worked for our mayor ed lee. good afternoon everyone welcome the rosa parks community center. it's my pleasure to join with our police chief with our housing authority commissioners and the great work they're doing with henry alvarez our direct

without any further ado, the mayor of san for cisco, -- san francisco, edwin lee. >> i had a chance toew this as well. the one that touches me is, i am a san francisco police officer. i am there for you and i will help you. it will get better. those are the ones that stand out. masterfully placed in this video by some of those who just started appreciating and led by the chief and commander, having the officers really unveil their own personal stories. it is, for me, a moment of being proud of our department and everybody in it. it is hard for people to come out and say where they have been. but this police department, with this video, how it is put together, is now joining a worldwide campaign. a campaign that we have been forced to acknowledge. it has to be done because of the numbers of stories that we have heard across the country. in cities like ours. bullying, harassment, discrimination have caused young teenagers to consider the worst of life at their age. that isolation and loneliness that accompanies that, the have not been heard by adults and people and had not seen partners

this certificate of honor reads, for being and i and sonhero -- an unsung heroine of san fran cisco, for protecting san francisco workers by enforcing the health care security ordinance, for educating the public about how to comply with the universal health-care law, for having obtained health benefits for about 1000 workers in the last few years and for being able of the district resident. i have had the opportunity to work with her for the last couple of years. and the work closing that loophole was very important, we could not have done it without her support and expertise into the work of so many people. i wanted to give you this certificate. making my first trip to china in november, my official trip to china as the first asian mayor of san for cisco. i want to use it not just to celebrate, but also bring technology companies that represent san francisco colter to create those relationships that you do not have. you do not have them in beijing, shanghai, some of the largest metropolitan areas of china. we can help you do that on this trip. i would love your participation. and i would like your participation to adjust the quality of life in our city. i am a big fan of our bicycle community. i am sure there is a large percentage of you that bike to work because, obviously, there is no parking around here. transportation is important to you. it is important to the whole region. i am working really hard on getting our central subway started just a few blocks up. you can see the start as you go up fourth street into chinatown. that will be a great connector to the light rail we have are the established. we are great supporters of high- speed rail just a few blocks away from here. we will have a transbay terminal hopefully with a high-

of folks in san francisco, having served for many years, many decades on the labor council in san and cisco, having chaired the law and legislative committee, being involved in this particular district for the last 38 years, i can tell you what some perception of the public are about the budget, this $6.8 billion. 52% enterprise money, 48% general fund. that is a huge number for the general fund, yet, the parks budget, if i'm not mistaken, will get $33 million this year. and i as a stand it, it was good to be cut by $3 million. but at the same time, our administration felt very comfortable giving larry ellison pledges of a huge amount of money for the america's cup regatta race for the billionaires, when in fact, there are a whole lot of people that will not show up for that. most of the money would be a trickle-down money that would come in from taxes and so on. the reality is, there is a perception that i certainly share, which is that we, as a city, feel comfortable giving money to wealth, and are really cheap when it comes to things like parks and the poor, as several speakers here have

it addresses a very important role that we need in san for cisco related to the hospital. these are, in some cases, first responders in the event of an earthquake or other tragedy. much like i am concerned that a good portion of our police department or fire department does not live in san francisco, this is a way we can help ensure at least one sector of first responders are in the city, not depend on bridges, ferries, tunnels. that aspect alone is a huge idea. i hope there are other opportunities within the agencies i mentioned to try to absorber that as well. commissioner sugaya: i apologize, commissioner antonini, for jumping in there. anyway, i still go back to my -- it is going to be a comment. that is all. my other argument that the city should have negotiated for the 73 million in the first place. then we could have decided how to divide it up, whether it would have been 29 still for the assistance program and the rest for building housing or whatever it is. i still do not understand why we are dropping below that number. also, it bothers me, as commissioner moore

also have the honor of seeing carlos, the associate superintendent for early education for the san for cisco unified school district. we welcome our associate superintendent. >> thank you. i have to say this has turned out to be one of my favorite conversations, wink. [laughter] this has been probably the most interesting ride for the last four-seven months around implementation of transitional kindergarten. what i am hoping to do is provide some context as to why this ride has been interesting, due to the governor's budget that, quite honestly, was not very helpful. but also how we have been able to take that information and still be able to implement transitional kindergarten within our own community. before i get started, i want to thank some people who are not here. to actually implement a brand new grade for 25% of a population has been quite interesting when you think about the education system set up on 12-month cycles and it has been for at least 100 years. to do this brand new thing for a quarter of a year actually has put a lot of districts in turmoil. i will talk about how we have
