san francisco where the average rent is more than $3,000. what that means in high cost living cities like san francisco, many san franciscans as much they want to buy health insurance will simply not be able to afford it. in fact, we have spoken with several covered california enrollment counselors who have told us countless stories of people who have met with the counselors to try to buy insurance and once they find out the cost, they simply walk away without signing up for conversation because they simply cannot afford to buy it. in fact, there is a study and it's one of the most studies on the subject that projects that without access to the financial resources that are made available by our local law that in san francisco 40 percent or more of uninsured san franciscans who are eligible for subsidies under the affordable care act would not take it up by 2019. again, 40 percent of san franciscans who would be otherwise eligible to receive insurance under the affordable care act would not sign up because of the issue of cost. my legislation is designed to make health insurance more affordable for san francisco workers and residents. there a

homes they have kids going to school in the city of san francisco unified school district and they go to school with my children and there are everyday san franciscans and they deserve the right to housing in this city. we should be looking at how we can make sure of that right can be extended. and not just extended through whatever dilapidated unit we can provide but how we can bring units that are dilapidated up to code. i believe this legislation is going in the right direction towards that end. more needs to be done for that. i appreciate there are principles that i talked about this year or last year when i was looking at doing legalization of in laws that we are trying to an abide by making sure that housing can remain affordable and extending protections to tennants and making housing more habitable and healthy and looking to homeowner stabilization and working class families that supervisor breed was talking about who own their homes and have their homes for decades who are maybe janitors or sector teachers and this is one way to carve out their income to pay for their mortgage. we have seen in parts of san francisco a huge number of default

forefront of supporting efforts by the city to make legal services available for low-income san franciscans. through our jdc, we provide legal representation to low-income san franciscans with a particular focus on eviction defense, family law, and federal benefits advocacy. our eviction defense services are provided by volunteer attorneys as well as our staff attorneys. what is happening in san francisco? last year, our staff and volunteers provided services, eviction defense services to more than 1300 households. what do those numbers tell us? two things. the first is that legal services for low-income households facing eviction are desperately needed in the city. but there is one other thing that those statistics don't tell us. how many of those household were provided full-scope representation? full-scope representation only was provided in 25% of those cases. that means that 75% of those folks did not have an attorney who was qualified and available to take their case to trial if necessary. we did what we can and we leverage our volunteers to make the biggest impact that we can, but qualified legal services staff are really necessary to make a differen

city to invest in public service and workers that represent. thank you. >> thank you. supervisors. i'm a san francisco resident for the past 22 years. i love san francisco and san franciscans. i'm a daily muni patron and daily pedestrian and i interact with these buses everyday. i strongly support and environmental impact because we have a cal trans system that runs through the south bay. if we have such a great demand why don't we invest in that so all of us can benefit and take in that reward rather than having a separate and unequal system. i have been blocked by these buses. they block the stops. with my health and safety and people too high to see people with disabilities. i beg you to not reward on going flag rant violation of the law. environmental impact is real. to indicate in private that it's not is quite offense iv to me. finally i did a study back in 2012 and shows that houses around these bus stops sold 20 percent higher. there is data about the displacement impact and how people can come in and displace the people that can't. we have a lot of different people of a lot of different economic backgrounds and it's really fortunate -- important to me that we main
