as you know, the port of san francisco is one of the very few that is not hidden behind fences. and so one of our primary goals is to bring people to the water front. our budget is balanced, i'm happy to say with some help from the board earlier on m.o.u. with respect to the america's cup, anticipated revenues and expenditures. it is extremely flat. we have been fortunate enough to be able to absorb our increases in fringe benefits and other such things. and we are moving forward to continue to fund some very significant capital projects. it's important, i think to see where we are today, where we think we'll go. as you can see, we think we'll still be fairly flat. the majority of our revenues are derived from our real estate commercial operations. the port manages approximately 21 million square feet of actual building space. to give you some perspective about that, i believe the airport square footage is about 14 million square feet of buildings. they obviously have much more anchorage because of their runways. but that 21 million square feet is leased out to approximately 400

fencing along the u.s./mexico border, smugglers are turning to a new and dangerous method. greg bledsoe from our san diego station reports. >> reporter: in karlsbad this morning, another example of smugglers desperately trying to find a way around increased border security. last november, this elaborate tunnel with a rail system and ventilation led agents to nearly 30 tons of narcotics. even underwater scooters have been used. one of the newest methods is happening without any swimming, digging or driving. in fact, without ever touching the ground. >> it sound like a lawn mower. >> over the phone, agents are listening for these, ultra light planes. >> it's basically like a cage-like device under the seat. >> smugglers fly over the border late at night and with the pull of a lever, drop the drugs to crews waiting below. >> either with glow sticks or with flashing lights, you know, they are able to signal to the pilots. >> last year there were 228 cases along the u.s. border, almost double from the year before. as recently as this week here in san diego, i.c.e. agents confiscated 300 pounds of nar t n

san francisco. it has 250 miles of old ranch roads and trails, and anyone can just walk in there. it's not a fenceround it. you can ride a mountain bike and so are they going to keep ranger there is to write tickets and if you do, where is your savings? there's many hard questions no one has the answer to yet. >> how much money did the administration think they were going to save from this? >> they say they're going to save $11 million this year and $22 million next year, and as we just heard john talking about the state budget deficit even with the "windfall" over the last couple of days is still $9.6 billion so the $22 million it would save next year or the $33 million total is a third of 1% so you would close a quarter of the state park system, be the first governor since the park system was created in 1902 to close a park system to save money and 99.7% of the deficit would still be there. the question environmental groups are asking are why are you doing this. political observers are saying so many of the cuts have affected the poor, they have not affected middle class voters and brown and oth
