isn't the goal to try to strengthen the inclusion of san franciscans who are not necessarily accessible to this information? >> that is correct. that is why the large majority of this funding is going to our community-based partners, to provide the training, access to computers, to develop interest and awareness of broadband, to help these individuals understand the importance of broadband and encourage them to participate to use broadband in their daily lives. things like -- things like how to find a job online, how to access city services online, how to communicate with family members. those types of things will be handled primarily by our community partners, but in the department of technology, we need administrative personnel to help us manage that and make sure they are doing what they are supposed to be doing under the grant. supervisor mirkarimi: that sounds great, but to me, it is just a question of growing government more so and not really understanding what the total objective is. when we benefit from these federal grants, i am not seeing what the goals are, at least not in wh

have jobs -- ensures 40,000 san franciscans have jobs. we have an opportunity to get paid not just for this year and future projects, four years in the future. i know many people who have been advocating that program. and thanks to many of you have worked closely with me to close one of the state's biggest tax loopholes, proposition 13. none of the people in this office are shocked, but i am shocked at how few people realized that every single building gets subsidized by proposition 13, regardless of how big or small they are. unfortunately, we have had to pay the price. we have seen a huge shift from who pays property taxes. 30 years ago, over 60% of property taxes were paid by commercial retailers. today, it is 43%. so the thing that we passed to protect home owners is now subsidizing somebody else. we felt that a fact. that meant higher fees at the university of california, state university, university college. it has meant fewer classroom -- larger classroom sizes for people k-12. it has also meant that we have cut our social contract

creating that access to the streaming audio for san franciscans, i am happy to hear that it may come into reality. but when a grant of $7 million is now within our grasp, here in the city, and great efforts have been made by president david chiu and others, yourself, into modernizing and sympathizing through the coit process, department of technology, these are the kinds of leftovers that i want to make sure do not get left out. that is why i am pushing this point here. so i am glad to hear is a possibility. the other request is, what i was asking earlier, when we get grants of this kind, it iwould e nice to get a better measure as to what the money will be applied to. how it endeavors to help you all achieve the desired result of whatever that is. none of that information is in here. it does not speak to community interest, how many organizations we are necessarily try to reach out to, and we hope to get in return, other than the fact that we are just hiring more people. >> part of that may have been a function -- as i said, there were three grants that provided a comprehensive appr

my are recognizing the importance of providing jobs to san franciscans, providing business opportunities to san francisco businesses, and recognizing that we are an economic engine for the bay area and located in san mateo county and need to be a good neighbor there as well. the airport has $124 million in projects directly subject to the local hiring ordinance in the last five years. $78 million of those projects are in the next 18 months. we have $147 million in additional projects that have grant funding over the next five years. will be seeking to maximize local hiring under those projects, following closely what mta does in being able to segregate the funds. we think there may be ways in our power and safety areas to do the same thing. we are both part of the department of transportation. that will likely set a standard we can follow. i will be careful not to repeat things my fellow department heads of said. at the basic level, the partnership is really key, the partnership we have with oewd and the working group, and working with partners on the contract inside, labor unions from s

we have developed a joint partnership to train more san franciscans so they can become successful in gaining not work. the last item, as rhonda simmons mentioned, we have fresh and easy coming to san francisco with two stores. one is opening in the bay view, and one out in the richmond district. because of the size of the square footage, they are subject to first source. working with that employer, we're trying to alleviate their concerns. we will not ask them to hire unqualified individuals. whatever their qualifications are, our network of community- based organizations match residents with an employer. if you look at our successes to date, employers are truly understanding it is a great service that san francisco offers them. we want to continue the partnership with employers to increase the number of san francisco residents on non- public work projects. with that, i would be happy to answer any questions. >> i would like to ask a couple of questions. what is the difference between first source and the public works construction ordnance? they are different creatures. there may be s

examples, but it gets real when we get our bill in the mail, and what of the good things for san franciscans, we have very affordable water and sewer rates, but part of the reason is that we have deferred maintenance over the past 25 years, and now, it does have to be some fairly large numbers. we have run the scenarios but look at the average bill and looks at how rates would have to change as well as the affordability index, which is similar to what the u.s. environmental protection agency does when they determine affordability for water and sewer improvements, so keep in mind, our average monthly water right now is about $32 a month, and our average monthly super bowl xli family resident is about $51 a month, so as we walk through these slides, that will be a helpful frame of reference. the average monthly water bill would be $32 a month. and the average monthly sewer bill would be $51 a month. so about $1 a day for 24-sloven water and less than $2 per day for the past 24/7 sewer. we have done a similar analysis, but we have shown what that means for rate changes every year over the next

it is very difficult for many severance siskins to get a taxi cab -- for many san franciscans to get a taxi cab. i know supervisor winner has a couple of items i support that would send a signal to the mta that this enforcement approach is not going to do the trick. i think many of us are committed to working together to hopefully improve customer service for taxi patience. supervisor wiener: thank you. i would like to thank president chiu for working together on some amendments. when i initially saw this legislation, i had been intending to simply strip out all of the provisions related to enhanced enforcement against nonpermanent cat -- non permitted cab companies. his remarks 3 diplomatic, as always. the state of the cab industry in this town is unacceptable. several years ago, we provided this mta with follow-up legislation from this board with the tools to transform the cab industry in san francisco. in a way we have been unable to do in the past. several years later, very little progress has been made. i want to stress that the staff working on this at mta have been doing a ver

now, all san franciscans recycle, but there is still a desperate need for more redemption centers in san francisco. state law requires that consumers be refunded their deposits for beverage containers. sustaining the earth's biological system cannot be accomplished without native plants. therefore, a native plant nursery was created at the recycling center. we propagate over 60 species of san francisco native plants to support native birds, insects, and other wildlife. the nursery supplies plans to numerous gardens and habitat restoration projects throughout the city, including green schoolyards, mission greenbelt, butterfly quarter, and many reckon park projects. we have planted over an acre of native plant gardens adjacent to the recycling center and keysar , and we are helping -- hoping to do more. soil is made from compost on site. monthly workshops along with tours for school groups complement the nursery. supervisor mirkarimi: thank you. >> we need more negotiations. there will be over 3000 jobs created as a result of the lalre our local hire san franciscans.es a long way to one of -- hiring more of our great people in everything we do. over 10% of the contractors are local businesses already working on the contract, with more to come. this hospital is the busiest emergency room in the city. and because of this rebuild, it will triple in the size of a number of emergency rooms that it has, and it will be equipped to double the capacity of to 120 beds. with the size of the hospital being rebuilt, with the seismic standards it will have, with the way we approach that as a city family with our great private leaders in the sector joining the city, i cannot but repeat to you -- this hospital and the foundation that it has had to help it is the heart of the city and county of san francisco. that is why i enjoy this. if there is anything i know this year even these first few weeks on the job, my love for the city has grown even deeper. thank you very much for being part of this. the business has a responsibility to san franciscans. word that there are times to make sacrifices. we will be renaming our city "madison." thank you. president chiu: next speaker. >> i am a resident of san francisco, today i am here as a taxi driver spearheaded -- driver. item 36, i support it. but i want to make comments. i am probably one of the few cabdrivers' that will support the idea that you can't separate cracking down on illegal taxis whitout -- without addressing the need that is creating illegal taxis. there are some problems. it is most likely going to involve using spare cabs or older cars. what i have done is offered a summary of a plan that i introduced in 2009, a single operator taxi. it would allow a small number of taxi drivers to buy their own vehicles and operate them as proprietors. i would like the board of supervisors to support the resolution. but supported with the inclusion of single-operator taxis. urge them to include that in their overall peak-time solution. i will share my plans in further detail, and thank

we can give san franciscans and ability to choose a supplier.have begun preliminary discussions, and shell is the supplier. in additio. in addition, we are starting negotiations with energy solutions, the back-office support. there is data communication between us in terms of kilowatt hours. those conversations are underway. on a parallel track, we're starting to figure out how to roll hall for the procurement of development of a new generation services. and having that dovetail well with the special supplier. for the development of resources, we will look to the existing city policy in determining the preference for various types of resources with a clear preference. we will be sure that they stipulate that for in-city renewables. as i mentioned, we will try to make sure the resources as we fold them into the program lineup with the overall energy mix. this commission has been interested in some solar projects. there were presentations on petro-solar. we have had some technical discussions with folks on the street by its division -- streetlight

that is something that meets san franciscans intent.mocracy that many can participate in. that was the spirit of the legislation that supervisor mirkarimi worked on for many months when the campaign finance program was extended to mayors' races. i want to thank him for his work on taking it to the next step. the board of supervisors had harmonized the different programs between the board of supervisors public financing program and the mayor's public financing program. it gives us an entire package to work from. it gives us the context of the mayor's race. it is a bit complicated because we are working at three fiscal years for this program. it is looking at three fiscal years for the financing program. for the 10-11, 11-12, and 12-13. look at the longevity of the program. i really feel that we have to have full funding for the program in the air. -- in there. we will still be very short of what the mandate for ordnance established in the fund provides, which would be far short of that. it would be close to the breaking point of whether
