we are a hospice that has been in said for cisco and has served more than 1000 san franciscans. the reason we are supportive of the cpmc expansion, i have heard a lot of people talk about the lack of charity care that cpmc is providing that they feel is inadequate. i have no idea how those figures are calculated but i can tell you that my team would not have provided necker had it not been for cpmc. they sold us the building that we are and in 1995 at half its appraised value because people were dying on the streets and needed somewhere to go. we were able to provide that with their support. they have been general supporters since. i was here during the earthquake. i was in the marina. i experienced the fear, the paralysis of the city during that time. we got away lucky that time. we may not be as lucky the next. the importance of having adequate medical facilities that can care for san franciscans is really important. i look at the bay bridge. it has been 23 years since the bay bridge had a collapse. it is still not rebuilt. please, let's not repeat that mistake. let's get a ho

the ground was broken to build the war memorial in honor of san franciscans who had served during world war i. in addition to honoring those veterans, the memorial gave a permanent residence to the opera, the symphony, and eventually, the ballet. the war memorial and performing arts center has great historic significance, including housing, the signing ceremony of our united nations charter in 1945. today, we are making history erosity and support of mr. and mrs. stephen bechtel. with a grant of $1.5 million -- [applause] from there foundation and in honoring charlotte and george shultz, we are that much closer to fulfilling the original vision of the war memorial complex, which was to include a moral right in his courtyard. as a small token of our city's appreciation, i am pleased to present to you a certificate of honor. i know it is not worth $1.5 million, but maybe the personality of me added with willie brown comes close. if i may present to you, on behalf of the city, our great certificate of honor and a gracious personal thanks for your contribution. in a project -- any project on the waterfront is this idea we want to make sure all kinds of san franciscans have the ability to live in the side of the city and a waterfront does not just become the place where the wealthy can live, and while it is understood in this case there will be fees but will be paid by the developer, what consideration did you give to this idea that you want the waterfront to be available as all home for san franciscans of alsl incomes? clark'wife getting back to whate findings are, is the consideration of this is desirable. all of the various amenities the project is providing in terms of open space, those are desirable things. maybe this particular project does not provide housing we would like to see, but it is not necessarily feasible to balance all of these within one project or enter a policy question about maintaining affordability along the waterfront. this is a very close to the financial district, close to a lot of amenities, which makes it a wonderful sight for housing, but to enter the question with one individual project about how we provide affordable

it is a phone survey and asks san franciscans of them about their health services. those that are lower income are much more likely to have health issues than older persons. i will speak briefly about adults with disabilities. there are 54,000 seniors with disabilities, and 34,000 young for adults with disabilities. i want to point out the wrote showing african americans are much more disproportionate in terms of having disabilities. either as younger adults or seniors. almost half of older african- americans have some form of disability. this is where ssi recipients of the blind and disabled category lived in san francisco. tenderloin is the highest concentration. that is where there is affordable housing for persons living on ssi and accessible transportation. the needs assessment discuss a number of different populations, including veterans, homeless seniors, seniors and public housing is described at length. i do not have time today to go through all of them. i wanted to pick just one and emphasize the impact of the recession on seniors. nationwide seniors lost

we are putting san franciscans to work. we are rebuilding san francisco and we're putting san franciscans to work. back in the depression, we had high unemployment. the response from the governor was the new deal. and finding projects to rebuild this country and put people to work. in san francisco, when we had high unemployment, we looked at what we could do with our public works projects and our construction projects to put local residents to work, to make sure that we can actually fuel our local economy by hiring local people. that's what the essence of local higher has been and what it was about. we had a big change. we had to go from good faith efforts of the past to create a mandatory requirement on local hire and change was not easy. i cannot say enough about how much community and labor worked together to make local hire happen. it was the carpenters union, it was the laborers, bright line defense. there were contractors, asian contractorsant latino contractors, contractors large and small to make this legislation ha
