we've served 1000 san franciscans. most of them lost their life under our care, 24-hour nursing care compassion, no judgments. i want to share that with you that we are seeing a change in san francisco. we are not filling our beds with people who are there to die optimistically and encouragingly. we are starting to see quite a waiting list of san franciscans who have had hiv quite a while, but are developing cancers, organ disfunctions, bone density challenges, all things that require medical care and in our case 24-hour eventual care. this is a growing -- this is the next earthquake. we talked about the need for increased hospital facilities for earthquakes and i was here in '89 on fillmore street. i remember. but also we have this growing coming hep dim i can change in hiv where you have people who survive because of the effectiveness of antivirals who are in need and will be in increasing need of hospital facilities to deal with these ancillary problems. so, i really support this from that per spec if i have and also

i am a born and raised san franciscan. more important, i represent district 2. i grew up in the marina district close to the palace of fine arts. my parents still live in the same set of plants that i live in. i went to grammar school here. i went to st. ignatius here. i am a proud wild cat. i went to college at loyola- marymount university in los angeles. i had a scholarship to play baseball. i remember coming down here to christie field, when my dad was in the military, seeing how the beaches have transformed into but we have today. you cannot beat the views, of course. it just holds summoning memories and i can come here with our kids, our family. i ended up going to ireland to get a master's degree at the university college of dublin. i went back to the states and went to law school at university of pennsylvania. then i came back, and choosing to live in san francisco was natural to me. when you are a child, you do not realize what you had until you leave home. i had the opportunity to live in los angeles, abroad in ireland, and there is no place like home,

we, as part of san franciscans for health care, housing, jobs and justice, as a member organization we are very thankful for and very heart ened by the vast improvements on this development agreement that we see from what it was last year. and, so, we want to thank you, supervisors, and the city staff for working really hard and the cpmc, too, in making this happen. and there are a couple of things that are still questions to be answered. and thank you, supervisors, for asking and raising those issues. one is that 1500 medi-cal [speaker not understood] that will come from the tenderloin. and everyone, a lot of the seniors that we talk to that i work with are either they don't have health insurance or they are going to be receiving benefits through medi-cal and we want to know and they ask me, how am i going to be able to access this? hospital? how am i going to be able to access the services? one of my tenants was here, he wanted to speak, but had to leave. he is at st. luke's. he lives in the tenderloin and want to see can he go to that hospital. in work force development, there are a

a continuation of the baseline level of care for 30,000 vulnerable san franciscans. hospital care for 5400 new medi-cal managed care beneficiaries. $9 million innovation fund managed by the san francisco foundation along with the department of public health as well as with cpmc. and this will provide primary care network for tenderloin. this is going to allow for one of the clinics in the tenderloin to really step up to be able to provide more for medi-cal managed care patients. through our work with the san francisco clinic consortium. we also will provide dollars for the expansion of mental health services for the community. and there will be other community based services that our community agencies can apply to for this innovation fund. the oversight and the continuation future of this agreement will be audited annually by independent third-party for the medi-cal patients to ensure that we do meet those numbers. the innovation fund will be managed again by the san francisco foundation along with cpmc and dph. we worked out many of those agreements in the previous

and as a native san franciscan, i've seen things change over and over again. and if you don't put control on certain thing that's market force at the time, it's going to drive a community into a direction that becomes an entirely different type of community. and when it comes to entertainment, it is the highest concentration down there. but then again, there is entertainment in many other districts and in some other districts probably should have more entertainment so that we could reduce the carbon footprint and not be leaving our districts and just staying where we are. but i think partially, my comment is that i'm going to be supporting this because i understand the difficulty of doing this and there's going to be some tweaks that we be able to do, as you mentioned, supervisor kim, around the entertainment issue. and the other -- my last comment is this is a plan, this is a snapshot of a vision by a group of people for now. and it was 20 something years ago that they had a different vision. so, this is not forever. and i fully support it. >> president chiu.
