as many of you may or may not know, san franciscans -- san francisco is one of the city with the most artists per capita. our government agencies spend more money on arts than any other government agency per- capita, and the foundations that work in san francisco spend more of a percentage of their money on art in san francisco, so with that -- for them, we're all grateful, and we will talk more about them. without further ado, supervisor david chiu. >> hello, fellow travelers. i go to a lot of events every day, and i have to say, this was the event i was looking forward to all week. yes, and one feel that way? happy friday, by the way. i'm going to say a couple of things that elected officials probably should not. when i was a kid, one of my favorite pastimes was to launch off bottle rockets. and if i had gotten some better grades in physics, i might be helping to build these things as opposed to major in political science and becoming a politician, but at the end of the day, this is part of what is so special about san francisco, and one other thing that i'm going to say that i prob

being a native san franciscan, i always enjoy working with native san franciscans.e have something in common. we understand. like i told someone earlier today, you do not know someone in the city, he will not get anything done. mike was not influential in taking any of my ideas or anything, but he sure gave me an opportunity to vent and keep me in touch with what was going on. the my connection with fish wag, i have a little bit more interest. my areas of concern are broader than the restaurant. it has been a pleasure dealing with mike all these years. just because he is leaving the port does not mean he is off the hook. he still coming down to smoke a cigar. we will have other things. thank you very much. there's not a lot of san franciscans doing it but when you have more work there's more opportunity for san francisco people to work. like some of the commissioners have said, it does look beautiful out here. and we know there's a change coming and there's a change happening. as long as we keep building and it will keep looking more and more beautiful. people will appreciate the city more and it will bring more revenue, more tax revenue. thank you. and i appreciate mr. william, commissioner william lee. and i hope everybody could be influenced by his good work. thank you very much. president miguel: thank you. miguel gomez, leo -- can't quite make out the last name. >> good commissioners. my name is miguel gomez and i am a local 22 member for 22 years but i also come here today to thank commissioner lee for his service here to the city. without you, i mean, i bought my house, you know because i was able to come out, you know, from -- i mean, there's a lot of people that are unemployed right now due to being a minority, you know, i was lucky to buy a house there. 's not too many people.

are really celebrating the health-care services that we are going to be able to provide to all san franciscans. as the only trauma center in the city, we will continue to bring life-saving trauma and emergency care. we will also deliver the best geriatric care and award winning maternal child care and so much more. the new building is going to be filled with original art for the entire community to enjoy. we are really trying to create an asset to the neighborhood and be a center for well this and -- wellness and be a healing environment for the patients, staff, and visitors. as we celebrate the beginning of construction, i am really proud to tell you that the building design has been honored with a design award of excellence by the california council of the society of american registered architects, and there is a model in the hospital lobby that i invite you all to come and take a look at that will show you what our new hospital is going to be. thank you all for coming and helping us to celebrate as we embark on this journey together. thank you. [applause] >> thank you. next, we would like to hear from the chairman of the bicycle advisory committee, burt hill. >> one of the important things about this network is that it is truly a network. it not only covers the downtown city of san francisco, but it also applies to the west side where everybody lives and a lot of people drive. from my house, from there to park for free in this facility was 20 minutes. cheaply with the bike lanes, safely, healthy, at very low cost. all the economics and time and efficiency support that, and that is what this network is all about, offering multiple forms of transportation to get where we want to get easily, quickly, and healthy. thank you very much. services that san franciscans need to maintain sobriety and make changes in their lives. because we have continuously been fighting this fight to restore services, there was an effort to hear from the voters in their treatment on demand services as approved by the majority of san franciscans for those that are seeking support around substance abuse and alcohol related issues. when it was passed, the city had not really traded out the mandate. in a way it was difficult as the mandate did not have funding that was attached. this legislation here, the alcohol cost recovery fee is an effort to have at least partial funding for that mandate. so that we can call it partially funded as a mandate that we were able to achieve in the legislation. originally this legislation was looking at 0.07 6 cents. we have actually changed the amendment today, it is to apply the feed in a different fashion , breaking out for a beer, wine, and spirits, they would each have different types of four levels of fees based on the alcohol content. for those that could be opposed to this legislation and

one of the things i am most proud of as a san franciscan, and i have had the beneficiary of having been here all my life, having grown up in san francisco and around the bay area, having a father and grandfather and great- grandfather that have all grown up here in this city and county of san francisco, is to become part of the fabric of the values of this city, the values that transcend time, that go back to the beginning and the origins of this great city. you think back at the history of san francisco. we were a very small, very modest bill which, primarily a fishing village, and the sort of early part of the 1800's, until the discovery of gold, and the subsequent realization of the opportunity to mine silver. it was from there, literally almost overnight, san francisco with just 15,000 or so people just overnight turned into an international destination where people came from every point of the globe for riches and new beginnings, where people literally descended upon san francisco and builds san francisco and so much of it was literally build on what is left behind as people came o

and we need more information about the needs of all san franciscans. we need to do a better job of assessing and equitable way the distribution of health care services in the city. this legislation would provide that legislation. it would create process for taking those needs into consideration. again, i want to think the co- sponsors of this legislation, my colleagues on the board of supervisors. i also want to think a number of individuals for their input in putting together this legislation, for their suggestions and their critical thoughts throughout this process, and those includes the neighborhood center, the chinese progressive association, the coalition for planning, san francisco, the hospital council, the clinic consortium. i also want to note think the input of dr. mitch katz, the director of public health, and also want to thank other members, including other commissioners and i want to thank others, including one from the planning department. this is legislation like any legislation. this is a work in progress. i look forward to meeting wi

potential to have a huge impact for an insured worker in san francisco, 82,000 at the time of san franciscans who were uninsured, a majority of whom had jobs. she on her own did hundreds of presentations, usually to hostile audiences with employers and employee groups, insurance brokers, the chamber, the golden gate restaurant association. i cannot count the number of emails that i remember reading that came with appreciating her work from the fiercest critics of the law. appreciating how clearly she explained what was complex that they could not possibly comply. i appreciate the time that she took one on one with each individual. she answered thousands of emails. she still lead the enactment of the legislation and frequently asked questions in solving the stakeholders in the process and creating rules and regulations that relied upon the success in beating back the challenge that we were on the way to the u.s. supreme court. she began enforcing the law. she laid the groundwork for the work that we do now and will do for many years to come to make this law meaningful for workers in san franci
