being a native san franciscan, i always enjoy working with native san franciscans.e have something in common. we understand. like i told someone earlier today, you do not know someone in the city, he will not get anything done. mike was not influential in taking any of my ideas or anything, but he sure gave me an opportunity to vent and keep me in touch with what was going on. the my connection with fish wag, i have a little bit more interest. my areas of concern are broader than the restaurant. it has been a pleasure dealing with mike all these years. just because he is leaving the port does not mean he is off the hook. he still coming down to smoke a cigar. we will have other things. thank you very much. services that san franciscans need to maintain sobriety and make changes in their lives. because we have continuously been fighting this fight to restore services, there was an effort to hear from the voters in their treatment on demand services as approved by the majority of san franciscans for those that are seeking support around substance abuse and alcohol related issues. when it was passed, the city had not really traded out the mandate. in a way it was difficult as the mandate did not have funding that was attached. this legislation here, the alcohol cost recovery fee is an effort to have at least partial funding for that mandate. so that we can call it partially funded as a mandate that we were able to achieve in the legislation. originally this legislation was looking at 0.07 6 cents. we have actually changed the amendment today, it is to apply the feed in a different fashion , breaking out for a beer, wine, and spirits, they would each have different types of four levels of fees based on the alcohol content. for those that could be opposed to this legislation and

one of the things i am most proud of as a san franciscan, and i have had the beneficiary of having been here all my life, having grown up in san francisco and around the bay area, having a father and grandfather and great- grandfather that have all grown up here in this city and county of san francisco, is to become part of the fabric of the values of this city, the values that transcend time, that go back to the beginning and the origins of this great city. you think back at the history of san francisco. we were a very small, very modest bill which, primarily a fishing village, and the sort of early part of the 1800's, until the discovery of gold, and the subsequent realization of the opportunity to mine silver. it was from there, literally almost overnight, san francisco with just 15,000 or so people just overnight turned into an international destination where people came from every point of the globe for riches and new beginnings, where people literally descended upon san francisco and builds san francisco and so much of it was literally build on what is left behind as people came o
