before a health institution san franciscan our address. before the health institution proposes a project, it in cages in internal planning to decide for itself -- it engages in internal planning to decide for itself whether or not a project makes sense. this legislation takes the concept to the next level and simply proposes what we do not believe is a radical idea, that we, as a city, can engage in the planning with respect to the many projects that are not only before us now but are likely to come before us in the future and in so doing, we are simply doing as a city what these institutions have been doing for quite some time. a lot of things have been said about this legislation, so i wanted to make a couple of things clear because some courts have been raised, which i will respectfully submit are not entirely accurate. there is the issue of -- the point that was raised was about the appeals process, that somehow we need to consolidate the appeals process, and i just want to make sure that this committee understands that that is precise

already, we have several thousand san franciscans out there. we have folks who are formerly homeless in terms of many of the programs that are on the island, and it is separated physically from the rest of san francisco. then, we went and got to get an island resident, which is by no means -- i'm friendly with mr. stephens, but in no way is the in my political camp or a close ally of mine, but he is a san franciscan who has been active and has done good work. if you look at his seat, larry mazolla, jr. has been appointed to succeed him, and that appointment was made without any assurance to island residents that there would be an effort for proper representation, and it was not until they started e- mail in me that the mayor's office started changing their tune. and for a resident of the island to have to apply, and that seat that he has to apply for, currently occupied by mr. shoemaker, who is the expert on affordable housing issues, and affordable housing is one of the big issues on treasure island -- this is backward. if you want to make a p

i'm a fourth generation san franciscan.mother was one of six children where they regularly visited treasure island. supervisor alioto-, your family might have spoken about that. my father was an immigrant from china. he was invited by the government because he was a graduate of the naval academy. they made a visit to treasure island in 1955 and that is where he met my mother's family. in 1959, he got married to my mother. i speak in appointment of linda richardson. i take note that it is important to have resident input. it sounds like there is enough resident in put and there will be a seat reserved for a resident. i have known her for at least a decade. she is a broad coalition builder. she has professional expertise and personal attributes of listening to people and being thoughtful and methodical, and moving things forward. it is important that the project not be stalled because of appointment concerns. i think treasure island will bring back economic vitality to the city in terms of recreation, housing, and opportunity

i am a native san franciscan, born here in 1966. i could have done something much more weird than jade. ultimately, i have known chuck for a few years. we have worked on a couple of projects together. i was deeply grateful to be able to come down and help him with this particular project as well, because of all of the things you have heard. it is an incredible cultural addition to the city. i have always liked to think about the fact that for people who want to live in san francisco -- when i talk to them, people tell me they are transplanted here from somewhere else. they ask me, "do you want to be here more than anywhere else?" if they say yes, they are as sentences can as i am. this would enhance our cultural identity -- if they say yes, they are as san franciscan as i am. this would enhance our cultural identity. i have known to act as a ban of his word for many
