they should also prioritize the need of san franciscans. currently they are drawn to specialized care to be competitive on a regional, international, and national basis. it places an increased burden on the department of health. thank you for your time. >> next speaker please. >> i am with the chinese grants student association, and we work with a lot of community residents in the southeast. one impact of not having a master plan is that in the southeast where the members bear the biggest brunt of pollution from the freeways, whether the community has the highest asthma rate, the highest hospitalization, there is also the least access to health care resources. that is part of not having the tools for your -- having the tools. everyone supports the plan, but not everyone wants to go along with it. and when i hear the planning processes could but the determination is bad, i hear that it is great to have something on important new -- on paper, but it is not important. it is not necessary for institutions to go along with the. i have a problem,

before a health institution san franciscan our address. before the health institution proposes a project, it in cages in internal planning to decide for itself -- it engages in internal planning to decide for itself whether or not a project makes sense. this legislation takes the concept to the next level and simply proposes what we do not believe is a radical idea, that we, as a city, can engage in the planning with respect to the many projects that are not only before us now but are likely to come before us in the future and in so doing, we are simply doing as a city what these institutions have been doing for quite some time. a lot of things have been said about this legislation, so i wanted to make a couple of things clear because some courts have been raised, which i will respectfully submit are not entirely accurate. there is the issue of -- the point that was raised was about the appeals process, that somehow we need to consolidate the appeals process, and i just want to make sure that this committee understands that that is precise

already, we have several thousand san franciscans out there. we have folks who are formerly homeless in terms of many of the programs that are on the island, and it is separated physically from the rest of san francisco. then, we went and got to get an island resident, which is by no means -- i'm friendly with mr. stephens, but in no way is the in my political camp or a close ally of mine, but he is a san franciscan who has been active and has done good work. if you look at his seat, larry mazolla, jr. has been appointed to succeed him, and that appointment was made without any assurance to island residents that there would be an effort for proper representation, and it was not until they started e- mail in me that the mayor's office started changing their tune. and for a resident of the island to have to apply, and that seat that he has to apply for, currently occupied by mr. shoemaker, who is the expert on affordable housing issues, and affordable housing is one of the big issues on treasure island -- this is backward. if you want to make a p

. >> my parents are native san franciscans. my aunt published a book that is in the library of about the architect. we are requesting that sacred heart be preserved. thomas john welsh was a prolific architect and my aunt says, please do what you can to save the church. its architecture is unique and is only one of two buildings left of its kind. it is one of the few remaining churches designed by my great- grandfather. in the late 1800's, he was one of the pioneer architects having lived in the city since he arrived at the age of eight. he worked his way up to become a prolific architect designing over 700 buildings in california. the majority of these buildings are in san francisco. he designed schools and many homes for the common person. he also designed 10 of the early churches. it is the only one still standing in san francisco. all of the other churches were destroyed by the fire and earthquake of 2006. he dedicated his life to designing buildings -- [chime] supervisor maxwell: those of you without a seat will have to go

i'm a fourth generation san franciscan.mother was one of six children where they regularly visited treasure island. supervisor alioto-, your family might have spoken about that. my father was an immigrant from china. he was invited by the government because he was a graduate of the naval academy. they made a visit to treasure island in 1955 and that is where he met my mother's family. in 1959, he got married to my mother. i speak in appointment of linda richardson. i take note that it is important to have resident input. it sounds like there is enough resident in put and there will be a seat reserved for a resident. i have known her for at least a decade. she is a broad coalition builder. she has professional expertise and personal attributes of listening to people and being thoughtful and methodical, and moving things forward. it is important that the project not be stalled because of appointment concerns. i think treasure island will bring back economic vitality to the city in terms of recreation, housing, and opportunity

i am a native san franciscan, born here in 1966. i could have done something much more weird than jade. ultimately, i have known chuck for a few years. we have worked on a couple of projects together. i was deeply grateful to be able to come down and help him with this particular project as well, because of all of the things you have heard. it is an incredible cultural addition to the city. i have always liked to think about the fact that for people who want to live in san francisco -- when i talk to them, people tell me they are transplanted here from somewhere else. they ask me, "do you want to be here more than anywhere else?" if they say yes, they are as sentences can as i am. this would enhance our cultural identity -- if they say yes, they are as san franciscan as i am. this would enhance our cultural identity. i have known to act as a ban of his word for many

those members are not protecting the interests of san francisco ans, we have a responsibility -- san franciscans, we have a responsibility to too what we were elected to do, which is to make sure that all san frans a -- san franciscans have access to health care. the final point i will make is that, and i will hand out this -- a revised version of the legislation, actually, some copies, and i know that there are copies that will be made available to members of the public, that incorporates a number of changes that are actually made in response to some of the issues that have come up. in this long legislative practice that has included a number of hearings at the planning commission and at the health commission. the first change that i would simply briefly high slight that on pages -- on page -- highlight is that on pages four, the definition of medical institution has been replaced with the definition of medical use, to mirror essentially -- when it exists in a planning code, there are other changes on pages seven and nine that make that change, to make that consistent. and then there are some s

we have an obligation to make sure the interests of san franciscans are addressed. that is underlying this legislation, which is why i request that we move as quickly as we can. the body that is responsible for having to make these decisions -- the planning committee voted 5-1 for a reason. they are ready to act. the longer we wait, the more difficult it becomes. the one comment that resonated was the appointee of mayor newsom who said she could not understand why there was opposition because if not actually require anything. it said you need to take health care needs into consideration, and even if there is inconsistency, the planning committee still has the ability to approved a project. nothing changes in the authority, so we need to move forward as quickly as possible. >> i would like to know why we are going to continue this. i know there has been a number of amendments. i did kind of meet with someone from kaiser and understand some concerns, but i think supervisor compos has tried to integrate some of the language. my conversation -- i do sense that you want
