[applause] chairperson avalos: think you very much. next speaker, please. >> good afternoon, chairman and members of the committee. i am jim salinas, a native san franciscan, born and raised in the mission district. i am now passed the half century mark and lived here my whole life. let me say you will hear a lot of lame excuses as to why this legislation cannot or will not work. that is all they are. it is the outsiders and carpetbaggers that are here telling the stakeholders' like myself, folks that have lived here all our lives. please make no mistake that the communities are not only suffering from high unemployment, but displacement as well. i know too many brothers and sisters who have had to leave their city of perth. they are living in antioch, pittsburgh, and to go. anywhere but where there were born. that is not right. i am an anomaly now. i should be the norm. everybody should go to work here. i got to work every day with the tools of the trade, buy a home, raised four kids

conditions in their workplaces are causing stress and poor health, in those conditions keep every day san franciscans from a 40 note -- from affording things and from fully participating in their communities. workers throughout southeast san francisco, where they have been hardest hit by these economic crisis, and others that have faced obstacles in the various construction trades. we believe that the solutions to these challenges begin with our local work force. we know the investment totals close to $17 billion over the next five years. we have a local work force. we know the unemployment number is much higher than the estimates. you have a recipe to strengthen our local economy and to ensure that our city dollars are investing in those communities that have been hardest hit by this economic crisis. so we believe that this legislation is a great first step, and we also believe there is more that we can do to expand these opportunities for city jobs and city contracts. at thank you very much. -- i thank you very much. chair avalos: thank you. next speaker, please. >> i am a resident, a business owne

jonathan was an artist whose personal story can inspire all san franciscans to become their best when making the most of their individual talents. jonathan was told he would not make enough money to support himself. he traveled to new york and learned the skills of photography, painting, and eventually engineering. this man became a technical illustrator who worked to design the lunar module, designed in ejection seats from fighter planes and solved numerous problems. all the while his sensational -- insatiable quest made him a collector of rare items from stamps and coins to pocket knives. jonathan moved to san francisco asking the children to search for the perfect place. he is the sort of san franciscan who not only loves the city but also understood and appreciated its unique beauty and wonderment. it is with heavy heart that his wife and two remaining sons and their family bid farewell to this husband and father. i want to say my family's thoughts and prayers are with the family. abraham is a remarkable person and someone i respect greatly, so it is with great condolence we will

vice president clyde: it looks like unemployment benefits will most likely be extended for san franciscans who are unemployed, and why that is a big deal for small businesses is because people are struggling for work, and a loss of employment for 2500 to 3000 san francisco ins would make a huge impact, so that was good to see -- san franciscans would make a huge impact, so that was good to see. and the president of chase manhattan bank, the ceo of chase manhattan bank, was quoted in "the new york times," saying that the access to capital is the number one barrier to small- business job creation right now in the country, so it is agreed and many, many levels that this barrier is important to address, so we are hoping in the new year that the banks and the federal government can work out something that will free up capital in the coming year, and the other thing i would like to mention is a homegrown san francisco company, with the assistance of the office of work force development held a conference in san francisco last week that attracted over 25,000 people. the company is committed to loc
