san franciscans during campaigns read everything they are sent in the mail. love to meet candidates. a gauge with them in conversations. i also learned how important it is to build bridges between communities, particularly communities of diversity we have. i was just incredibly honored to have been elected in november 2008. my district really encompasses the ethnic and economic diversity that exists throughout the city. as a result, i think my district is really emblematic of the entire city. you can find every political perspective that you could possibly want in district 3. so oftentimes, the interest of my district and the city really are quite a line, so i do not have to think about this difference is probably quite as often as some of my colleagues may have to. i in particular want to thank the mayor for his decision to protect our nutrition programs. this is something that i think we all believe is incredibly important at a time when we have seen massive federal and state cuts, for us to hold the line locally and stand up in the city of st. francis for

and understanding your commitment and desire for san franciscans to be hired, our presentations also conducted a presentation with the office of workforce development, asking for businesses -- since the city is bringing this economic opportunity to you, to also make a commitment to hire local san franciscans and to work with our workforce development department should they be expanding their work force as a result of america's cup. so i just wanted to let you know that that is a dual commitment and message coming from both our office in the event authority as well. supervisor avalos: thank you for your presentation. we can go into public comment. then we will probably have a few questions. i am hoping that we can get to where we want to get to. and i think we have a lot of resources in the city. the city is putting forward a lot of resources to be able to develop our pipeline of workers. we have community and labor partners that can make this happen but i am hoping that we can be successful in that. supervisor chu: let me acknowledge supervisor kim. supervisor kim: thank you. i had a

while we were talking about about local hire ordinance, there was a great deal of talk about san franciscans getting jobs in the america's cup rollup and as it was going on as well. that was significant to me. i think that everyone felt that this was going to be an event that was going to be beneficial to so many parts of san francisco and so many communities, from the business community, sailing committee, arts community, construction workers, folks from all different neighborhoods as well. so this hearing is really to get a sense of where we can still get to. to also acknowledged the movement that has happened. i know we have mike martin from the office of economic and workforce development, and i know there is a presentation today. before we start, i know one of the last remaining things that we talked about is extending the spirit of the local hire ordinance to this event. another has been a great deal of talk about what we have, a goal of hiring local residents, and we have steps to get there. but the goal has been -- it resembles very much our first source program, based on good faith

less than one-third of san franciscans fall into this category. this is low and reflects the hollowing out of our middleclass. we need to reverse that trend. moreover, less than 20% of are affordable housing spending goes to moderate and middle-income affordable housing. the lack of moderate-middle- income affordable housing undermines our economy, our budget, and the city generally. how can we ensure the housing trust fund that comes out of the process you have convened will meaningfully addressed the need for moderate-middle-income housing as opposed to paying lip service to it? mayor lee: thank you, supervisor, and thank you for your attention to trying to get all -- housing to all income levels in san francisco. creating housing in all san franciscans, the 100%, is the priority for this year. i have assigned a mayor's house -- the mayor's office of housing the challenging task of bringing together a broad sector of our stakeholders to create a housing trust fund. that will address housing needs for a broad range of household, including househo

i am a native san franciscan, born and raised in the mission district. i want to welcome commissioner cindy wu and congratulate the new president, commissioner fong. and also commissioner wu on the vote of confidence you just received from your fellow commissioners. i am here this afternoon in the hopes of sparking one other item that comes before you, before this commission, and on a regular basis, although it is not always addressed as tightly as we would like to. i speak to the issue of of the jobs that come before this commission to this commission cannot be simply about the general plan, planning codes, architectural design, landscape, the height and bulk, and environmental concerns bitter because those are obviously the greater public good that comes as a result of the back of their developers to come before you almost every week that are supportive of localhire and putting san franciscans to work along before the country was in this recession and a crisis, the need for jobs in the city was always great. i would hope there would be emphasis placed

"i left my heart in san francisco" was written by my cousin. i was educated at san francisco state. i have a degree in chemistry and biochemistry and i am also a dentist. as to my qualifications, i served on two previous boards, on the board of golden gate yacht club that is during the america's cup now. i also served on the board of the olympic club. i am very passionate about water issues. i spent my youth backpacking and camping in the area around the hetch hetchy, around cherry lake and i know this area very well. i know the system -- i will not say i am an expert. i know the system from studying it just for fun. i used to know all the flows and the politics and i could get caught up with that as time goes on. if elected to this position, i would be -- bring out passion to this. i believe in water systems. i believe in what is going on with the city of san francisco, what they're doing with their water system. is magnificent. it was developed over 100 years ago. it still works fine

-- needy san franciscans are house. it is important to note that the goals for developing below market rate housing has gone under managed. while under market managing has a -- housing has already -- always out strip its goals, we need to make sure our housing historically met. to continue to incentivize the conversion of rent-controlled housing into condos or other market rate housing would be incredibly irresponsible as it would result in the eviction of tenants from those units who would be not able to incur -- pay the increased market rate rents for those units. these tenants will be pushed out into a housing market with very few affordable housing options and a diminishing stack of rent- controlled units. we need to strengthen the procedures we have for more affordable housing, develop more of it, and protect poor -- rent- controlled units instead of creating more ways around it and make sure our residents are housed. thank you. supervisor wiener: thank you. >> thank you. i wanted to appreciate the idea, the notion
