i asked the commission to pleas respect the wishes of the majority of san franciscans who want the river protected. i'm asking the commission to do the right thing. >> thank you for your comments. next five speakers, please. good afternoon. >> thank you. i'm here on behalf of san francisco bay keeper, and more than 5,000 members and supporters here at the time has come for the water board to act on the bay delta plan. the s.f. p.u.c. should not support another delay. as a result of endless plan delays, the bay is in crisis care for bay is in a constant state of severe drought. the current average salinity has occurred only three times in the last 1,600 years. it has been a 400 years since salinity in the bay has been this high. low flow is concentrating pollution. these factors harm native fish and encourage invasive species ending clue -- increase the resilience of the wetlands. this in turn slows the formation of new soil, which harms the bay 's ability to adapt to climate change. a lawsuit joining the district district answering the water board is not appropriate and does not serve th

there are thousands of san franciscans shouldering unjust debts. in early 2015, the bank of north dakota's rates were true% for a variable right student loan and 5% for a fixed right student loan. at a substantially lower than the 10-15% rates typical of most private student loans. they also have debt forgiveness programs for teachers and staff schools in the municipal bank. they should provide low-cost student loans to help san franciscans get out of debt. i will echo the gentleman that just spoke as well. if the task force that is so graciously convened takes on this project needs help, whether staffing or research -- research or resources, there are incredibly capable experts in this room who have taken off their jobs, committing their full-time to this project. i'm sure they would be happy to help. thank you for your time. >> thank you very much. we appreciate the feedback. is there anyone else would like to comment? seeing none, public comment is closed. supervisor fewer, parting thoughts class. >> i know this has been a long hearing. i just w

san franciscans overwhelmingly approved it by nearly 75%.e law went into effect in january of 2018. [♪] >> under california's new law, adults age 21 and over can legally possess up to 1 ounce of cannabis and grow up to six plants at home. adults in california can legally give up to 1 ounce to other adults. >> in the state of california, we passed a law that said adult consumption is legal. if you are an adult and in possession of certain amounts, you will no longer be tried. you will not be arrested or prosecuted for that. that is changing the landscape dramatically. [♪] >> to legalization of cannabis could bring tremendous economic and social benefits to cities like san francisco. >> this industry is projected to reach $22 billion by the year 2020. and that is just a few years away. >> it can be a huge legal industry in california. i think very shortly, the actual growing of marijuana may become the biggest cash crop in the state and so you want that to be a legal tax paying cash crop, all the way down the line to a sales tax on the retail
