and what will be moving forward are other responses so that san franciscans who are seeing neighbors and distress have a number they can call, and app they can dial, and they can get, in realtime, an appropriate response it isn't necessarily the police. if you need a police officer, the police need to be there, but ideally, it is not the police. so that is something that i think will change lives, both for folks who are in crisis, and for the communities in which those folks are living. there's a third recommendation that is buried way down there. it is item number 17. it is actually really important and it is strength collaboration -- strengthen communities -- communication and collaboration among city agencies and providers. i want to highlight this because it is the reason that dr. bland exists. i want to thank mayor breed for creating this position, for recognizing the need to look across city agencies, to look to our nonprofit partners, to bring folks together to get out of the silos and to have us working together towards common destinations and towards getting care to the peop

the city have a long partnership beginning 150 years ago, when ucsf doctors began caring for san franciscans in the city's general hospital. today ucsf clinicians continue to care for the city's most vulnerable, including children and adults, at san francisco general hospital and in a range of outstanding community-focused programs for those suffering from mental illness and substance use disorders. from our division of city-wide case management, our division of substance abuse and addiction management, our psychiatric emergency services to name just a few. as chair of the department of psychiatry at ucsf, i could not be more proud of our people and our long-standing partnership with the city that has allowed us to work every day to make a difference in the lives of our patients and their families. as a representative of ucsf here today, i can't stress enough our commitment to collaborate in taking on these big challenges, our department of psychiatry, the new homelessness and housing initiative, our students, our faculty and trainees are all determined to work together to find ways to tackl

there are more than 100,000 san franciscans who don't have internet access in their homes. i am one them. a couple of weeks ago, i received an unsigned letter on the san francisco public library letter head that effectively bars me and all 100,000 other san franciscans in the full use of all library services by virtue of requiring enter access. i believe this radical change longstanding library policy to be illegal. this policy runs contrary to the stated and mandated purpose of the library to serve all patrons with the same level of service without discriminating on the base of income, race, gender, religion or any of the long list of protectioned guaranteed by city, state and federal laws not limited to the california state civil rights act. if it's not broken, don't fix it. >> supervisor please be seated. if you don't respect us, then we will not respect you. now, there is a word drawn out equity. if you look at our dictionary about the word equity, you will find -- there are members coming over here and they come here and plead and beg and tell you about what they're suf

san franciscans are safer when law enforcement resources is not evidence and not bias. certainly innocent victims of abusive jttf activities would not be safer if san francisco police officers assisted the f.b.i. in and intelligence collection practices. second, the grand jury of formal complaints against task force officers ignores the near-complete secrecy in which they operate. jttf agents play subjects and preliminary investigations without reasonable suspicion on terrorist watch list, without revealing the impact of people. likewise, being referenced in jttf investigations secretly influencing whether a person under investigation receives or loses immigration benefits. sfpd officers don't themselves carry out these immigration enforcement actions. it's meaningless if the information they collect in unreasonable investigations is involved in such decisions. finally, i am troubled by the grand jury's finding in the general order, a .10 is ambiguous and confusing. the reasonable suspicion standard is one police officers are trained to use and multiple contacts. from ke

if we're going to reform our system of care for the nearly 4,000 san franciscans who are most in need, everyone will have to work together. that's why it's so important to be standing here with our partners at tipping point and ucsf talking about these common goals that we share and advancing our shared vision. i want that briefly highlight a couple of findings in this report that reinforce our own. first, behavioural health outcomes are health outcomes and they are far worse for people of color. this report points out that black men die as almost twice the rate of white men of liver cirrohsis even though they have lower rates of alcohol disorder. we also found of the people experiencing homelessness, substance abuse problems have a higher incidence. alcohol remains a persistent and enormous public health issue that impacts the lives and health of many san franciscans. our most recent community health needs assessment revealed that two out of five adults surveyed reported a survey of binge alcohol use. between 2014 and 2016, over 8,000 emergency room visits resulted from alcohol-relat

there's san franciscan kids out there who have an opportunity to have a medal from the police chief. our cadet program has already produced one police chief. we've got the deputy cheer here. he was a cadet in our program. he's kind of a shining example of what our cadet program can produce. we have got a -- we still call it a fishing program. fishing program goes back to the 1960s. there was a famous san francisco police officer, herb lee. you may remember him. he passed 'a few years ago. he had a fishing boat and in the 1960s he decided he was going to take san francisco kids out on the bay. a lot of kids have not only not been on the bay, they hadn't seen the bay. this was an unbelievable opportunity for san francisco kids. we brought that program back and we call it a fishing program. it's really a whale-watching program now. i've gone out on the boat with these kids. they have a wonderful time out there. for a lot of these kids, you've got to remember, we have kids from all across san francisco, they've never been out on the bay. to go out on the bay is one thing. to do it with p
