and three reports and 55 years of studying black san franciscans found we are worse off today than we were back then. so here go our demands. number one -- we demand that $60 million to be a baseline for the human rights commission to continue the dreamkeepers initiative for black san franciscans. number two, we demand $40 million to address black disparities in closing educational gaps, mass incarceration gaps, gaps in job training programs, and to reestablish the black workforce and to pay the fines and the fees that are associated with those disparities. number three, we demand culpability, meaning that we want them to be held accountable, all right, for all 54 city and county departments to be held accountable again, so that everybody can hear me, for the disparities that i have deliberately caused to black san franciscans due to a lack of dollars, care, which they have, right, we think -- well, we know they've got the dollars and we don't know about the care, we're still working on that, okay, to this day has failed to address in our community. number four. we demand that the con

the focus on equity, inclusivity and access and part of the core commitment to san franciscans and the bay area. and even during the past year we served 1,000 students from title one schools through virtual feed trips. before the launch of san francisco museums for all, the creativity museum promoted access programs with low income and nontraditional museum goers and provided free annual memberships to slow income community members to come as many tombs as they like with their families at their own convenience. for many of the members we are part of the regular routine. we had one neighborhood family in yerba buena that visited 220 times in one year. >> we were one of the first museums in the entire bay area to join the national museum of all programs administered by imls and the children's museum. promotions and now 15% of the visitors come for free and with the same high quality experience that the paying visitors do. and not only receiving public support and benefits everyone. we all need something and to appreciate our diversity. and by bringing together the museum and help play, c

of suspicious deadly-officer-involved shooting and disproportionately killing black and brown san franciscans and that doj evaluation under those 272 recommendations and the city and county of san francisco under mayor ed lee, then later mayor ed fernel and now mayor breed completed to 272 recommendations issued in 2016 and however, as of the latest extended deadline of april 30th, 2021 by the cal doj, 2018, overseeing the process and sfpd had marched fewer than 65% substantially compliant versus the 95% plus they agreed to and according to the latest recording by the sfpd, black san franciscans are more than 10 times as likely to be arrested or subject to use of force as our white san franciscans and are more than four times as likely as his panic san franciscans and hispanic and other racial categories are from sfpd own report and what will 9 board of supervisors do and the failure of doj cost reform opening to a lack of attitude by city officials. san francisco is one of the worst cities in the united states for antiblack racist policing and still making national headlines of 2021 for raci

he was a native san franciscan, born on november 15, 1951 and grew up in the excelsior. he was the first generation of his family to be born in san francisco. his father, jose, came here from the age of 18 from puerto rico and his mother francis came here from mexico at a young age. he graduated from balboa high school and started attending community college with plans to become a history teacher. life intervened and fate brought him to the love of his life. tony and his wife later raised their family. tony served our city through his many associations in the community and through his union, local 483. he was a longtime delegate and elected officers of the san francisco building and construction trade council and an active delegate of the 46 labor council. he served as vice president for the san francisco fire commission and as assembly delegate to the california democratic party. he was as an active participant in the st. vincent depaul society as well as many other services oriented organizations. he led his life by example and showed his children how service and belief

every item on this list more than two thirds san franciscans told us was very important. the second here on the next slide, includes items that were slightly lower in terms of priority. reducing crowding is top of this here. moving down to the fourth tier on the next slide. you'll see numbers drop down below 50%. by the time we get to the bottom of the slide in terms of proportion of rate fees. that latter item we have more detail questions about to provide little more context and understanding what residents think about the slow streets. you'll see in the middle of the slide, 70% they'll be concerned if that takes place. it runs counter primary vision. employee layoffs is concerned. 58% saying they are very concerned if those layoffs are connected directly to service, which obviously is inevitable when you're talking about a smaller workforce, and even more concerning. there's a natural tendency in surveys for people not want to acknowledge that they may not be aware full services that city government providing them transportation. that means low levels of familiarity. t

i learned that some san franciscans are not so accepting. throughout my academic career, most of my students or faculty were either asian or white. most of the time, i was the only black kid in my class. i did not know my skin was a factor until first highlighted by my 1st grade teacher. during spirit week, there were many fun days, one of them being crazy hair day when kids came in with you guessed it crazy hair-dos. even my teacher walked in with a wig on. when i wanted to try it on, she told me, your hair is too greasy. i had never scrutinized the nature of my hair although i knew it was different from that of my classmates. so i grabbed a water bottle and tried hard to get the grease out of my hair. i had no idea such incident would form my academic career. in middle school, my peers called me racial slurs. but i guess it's prepared me for the biggest beast of all lowell high school. as a freshman i was in and out of the dean's office relaying how kids repeatedly asked if i wanted to eat all the chocolate because i'm black. i also had te

at the health access program providing comprehensive health care to uninsured san franciscans regardless, or pre-existing condition. dph was tasked to administer the healthy san francisco program and to the sco option or program. that's program is option that players are subject to choose to use to meet their obligation. while it is not the most popular option for employers, we have had over 1500 employers who have contributed to that hs co program this year. currently if the employer chooses to use this program and deposit the contribution on behalf of their employee, the employee is notified that the employer has made the contribution and they are invited to enroll in one of the three benefits. ask fm, hsf with the discount. and an employee who receives an aspect mra receives a dollar for dollar medical enforcement of crap similar to many fsa's that they receive their their employers. employees who receive the hsf with the discount receive a 75% discount on their quarterly fees, which range between zero and $450 depending on the individual's income and an employee who receives an mra r

[cheers and applause]. >> thank you, phylicia. first of all, let me thank wealth and disparities and felicia jones for their unwavering commitment to address some of the challenges that continue to plague african-americans in san francisco. yes, we have the first african-american woman to serve as mayor. but we know the challenges that have persisted in this city far too long, not just with african-americans in general. i am acutely aware of the challenges that exist with african-american employees. and i am committed to continuing to work with you all to address many of those issues. don't you remember juneteenth back in the day? raise your hand if you remember [applause] the pony rides. the carnival. the black cowboys. we put on our best clothes and we go show off and we go have fun. and there was barbecue. but, you know what? there was a history. there was a history in san francisco as to when juneteenth started. here in san francisco, it was around 1965 whe

now it's been hard, but two thirds of san franciscans have been vaccinated. as we begin to reopen, we want to keep people safe, and we are hopeful, jennie lam, that we are going to get the schools open this fall because i don't know about you, but i'm sure that many of the parents are ready to see their children go back to school. now what we're announcing today is going to be really incredible, and it has a lot to do with so many women expressing concerns about leaving one industry to go work in the other. if they were working in the hospitality industry, it's, like, this is the sector that i'm working in, but the hospitality industry was devastated during the pandemic, so how do we provide ways for people to shift? so part of the announcement today is focusing on getting people prepared to shift from various industries in san francisco. so we're announcing 300 opportunities that will help women in the hospitality sector, in the construction sector, in the tech sector, and a number of industries where whatever we choose to do, because we know we are women an
