made it clear that we have a system that is not complete in terms of ensuring that the needs of every san franciscan -- the health needs of every san franciscan are in fact addressed. before a health institution san franciscan our address. before the health institution proposes a project, it in cages in internal planning to decide for itself -- it engages in internal planning to decide for itself whether or not a project makes sense. this legislation takes the concept to the next level and simply proposes what we do not believe is a radical idea, that we, as a city, can engage in the planning with respect to the many projects that are not only before us now but are likely to come before us in the future and in so doing, we are simply doing as a city what these institutions have been doing for quite some time. a lot of things have been said about this legislation, so i wanted to make a couple of things clear because some courts have been raised, which i will respectfully submit are not entirely accurate. there is the issue of -- the point that was raised was about the appeals process, that somehow we

a big topic of conversation, what are the healthcare needs of san francisco, where are we going to go, how are we going to know what san franciscans need, particularly in a city as small as ours and divided as ours physically, geographically and the fact that we live in an earthquake zone and in many ways need to assure that our healthcare providers are across the city equally not only to make sure everyone's covered but to make sure that in case of a disaster, we have the type of coverage in different parts of the city that we need, not knowing if one part of san francisco might at some part be closed for reasons related to any type of natural disaster. that being said, when we went through the blue ribbon panel, it was an eye-opening experience and i think that the open and the free dialogue through it, we accomplished a lot. the biggest accomplishment was far and away the quiment from cpmc not to close st. luke's hospital but to invest $250 million into rebuilding it and it was through a lot of those open conversations. right now, we're dealing with the issue of skiff beds, the fact that san francisco needs more than we current

need a compassionate mayor. and when i say that, what i mean is someone who will stand up for vulnerable san franciscans. i think in the city of st. francis, we need to defend it like that in the office of mayor. for me, the third attribute is not really an attribute, but really a political qualification. it has to be someone who can get six votes out of this room. people ask me why my name is not in consideration. i think i do one and to find. i think three i have a problem. a bit of realpolitik there. in terms of the process moving forward, i got caught up on our board rule that our legal counsel referenced, this -- as two-year chair of the rules committee, you would think i would get that the rules committee should repair appointments. but we have a rule earlier in our calendar. it is the adoption of a committee agenda. in part, adoption without committee reference agenda -- rule 3.11 says the board may consider motions for immediate option without -- for immediate adoption without reference to committee. the requires six votes. if no one else wants to do it, i am happy with preparing a motion for next
