we need to do a lot in san francisco to encourage young people and young families to stay in san francisco. i think we are missing out on a lot of our diversity when young families leave our city. we need to do all we can to be mindful of the needs of young families in the city. we mentioned housing. schools are a big deal. but also being able to be flexible with transportation and children. >> what is happening with crime in your district? give me your thoughts on how you think the police are doing with respect to crime in your district? >> i think we are very fortunate in district two. we have a number of great police captains that oversee the stations that touched district two. richmond and northern are the two major police stations that touched the district. we do have a lot of crime in district 2. both crimes against individuals but also against merchants along our merchant corridors. chestnut. union in particular has been hit. fillmore and sacramento. it is a big deal. we also have the break-ins. we need to be very mindful that people keep their iphones and laptops out of sight. but

i'm also a 30-year resident of san francisco. i'm also a life member of the sierra club, as this little pin commemorates. unfortunately, i'm here today to speak against the opposition letters submitted by the sierra club. i also served on the executive committee several years ago. the opposition letters, i believe, were ushered through these organizations by an on- again/off-again member of the sierra club, who i believe misled these groups to take recology positions take and the department of the environment -- take positions against recology and the department of the environment. as a base primarily on out of context. and not sound environmental grounds. an additional irony for me personally is that i'm here today defending recology's landfill proposal. i do not like landfills. to me, landfill's represent failure to convince people that we need to eliminate waste and not landfill it. unfortunately, san francisco leads the nationrecology's propr the best environmentally and economically, and i hope that you support it. thank you

that is in six years, from 2000 to 2006, in san francisco. the study tracked by ethnicity and income where people were going. it found that is proportionately the population is being displaced were communities of color. there were being displaced to communities with poorer transit. the outcome of this process may be that although we continue to provide greater access to transit, lower income folks will have to drive in, and in essence generate more vehicle miles traveled. you do not seem maids, cooks, and gardeners taking light rail to work. they do not have transit. as people get displaced further and further out from the urban corridor, the result is going to be the opposite of our intended efforts, which is more greenhouse gases. there is also in equity. -- inequity. president olague: any additional public comment? >> good evening. marc solomon, mission resident, ground zero for ted next to have ways. i worked on the transportation plan for the western settlement. i associate myself with the remarks on community housing. never say never. g

we're based here in san francisco. and as the president of this association with over 400 businesses, i'll offer three reasons why the business community supports this initiative. first of all, this ordinance brings to light a real disparity between what you pay for and what you get with the yellow pages. an ad in the phone book would be distributed to about a million recipients and if every single business and person actually collected the book, it's estimated only 38% or about 370,000 people and businesses actually use the yellow pages. so with the current model i'm paying for exposure to almost 1 million recipients but only getting exposure to 370,000. so if by distributing the books in quantities that were more accurately representing the real population of phone book usersers, this would enforce more honesty in the real estate being paid for. secondly, the cost benefits of this ordinance would be done without negative impact on business's ability to advertise. the yellow page is one of the least targeted forms of

is san francisco and s.p.a. in support of cdfi's being established in san francisco? >> yes, we are. we were founded in 1999 with a small business loan. that is how we started our tenderloin office. >> opportunity fund is a certified cdfi, so we are providing a benefit to low and moderate-income communities. he is the city establishing support for new cdfi's? >> mark wanted to address that, in support of cdfi's in the city. >> we have a wealth of partners in the city. s.p.a. is just now rolling out a program for r -- will be the case by the summer. let me get one last point and on the question about relationships to lenders. the question was, do have to have an account with a bank in order to get a loan? may answer is no, but the real answer to it is certainly want to do that. one of the things we see as an important thing for you, as a small-business person to establish a relationship with a lender on a variety of levels before you look for funding. part of that is opening an account with them, letting a lender know about your business, understand your business, talk

i work with the san francisco conservation corps. to answer your question, i do have a full-time staff recruiter as part of our program. word of mouth is is probably still the most successful. young people who enjoy and benefit from the programmer for their friends and we partner with the san francisco housing authority, school districts and a wide variety of non-profit agencies to refer young people to our program. it is a part of the youth employment training program. there is anywhere from between 10 to 30 young people who go to the program on a regular basis. for this particular contract, we are also subcontracting with walton street youth services. they provide five young people ages 16-17 who are also part of the program as well. supervisor kim: out of curiosity, who do you work with at the school? >> quite a few different high- school. we can go out and make presentations to those schools to see if people want to go ahead and come to the conservation corps. we do citywide recruitment. supervisor kim: so it is citywide? do you

our youth of san francisco are important. this provides families release by ensuring that their children are receiving free transportation. thank you. [applause] >> i am a senior at balboa high school. i am from ymac, youth making a change, an organization within pullman advocates. i think students having to make some much money to get to school is ridiculous. students cannot pay to get on the bus to get to school. the excuse of not having money to get to school should not be there. every student should go to school no matter what. that money should not be excuse, especially when you go to a public school for free education. san francisco has one of the best muni systems in the country. everyone praises our bus system, but it comes at the price of our citizens. we struggle to pay to get on these buses, whether it be not having 75 cents or not having $20. i have people from my organization here. we believe that since this is a youth issue, it is not for the adults to come out and say what they feel. we need the user's voice to

we have 450 projects throughout san francisco.have incentivized wisely over the counter permits so people can navigate the bureaucracy, a $98 fee, flat fee. we are developing projects in this city with minimum requirements for lead building standards. in fact we have a proposal that i will be presenting in front of our san francisco board of supervisors that says you want to build a commercial structure in excess of 50,000 square feet, you've got to provide minimum lead standards of construction. the reason we are doing that is we create an incentive a year ago to do that and everybody in order to get ahead of the queue in terms of the planning process is jumping in saying that's a no brainer of us because time matters more than anything else. so we are going to require it as a base line for doing business in the city and county of san francisco. that follows what we had already done and that is say we're going to spend the taxpayers money, we have got to provide those lead standards in terms of our libraries, reconstructing our r

we are an unusual jurisdiction in san francisco. we have just one city and county and redevelopment agency at this point. the county retains the budget approval authority over the tax increment funding, which allowed a decision by the county not to allocate the entire maximum tax increment. $53 million was not allocated through the budget process. it does appear likely, depending on what happens with this discussion about redevelopment, the way things are trending, tax increment financing requirements are likely to grow, as we anticipate there will be new activity and bonding relating to hunters point, treasure island. it will be further discussed on the financing district. those are some of the general facts. now i will turn into amy for more detail. >> thank you. supervisor chu: i know you have provided us with pretty lengthy overview. in the interest of time, because we do have a bigger presentation today, if i could just ask you to focus briefly on just an overview of san francisco redevelopment agency, and then to walk through

i sit on the san francisco commission. protecting funding will ensure that 18,000 children get health insurance and screening spend down in the proposal to raid the reserves would put these programs in jeopardy. i urge my colleagues to support this. thank you. >> thank you. >> introducing an ordinance for acceptance of funds from the marine a yacht harbor after a multi-year planning process. we received approval for the final phase of $6.9 million. the -- this will be ready for the america's cup. -- attempted grand school and graduate it from -- he was a philanthropist. he was a world-renowned faberge collector. he was a lover of the fine arts. he also wrote some books. one is survived by many relatives. he was a well-known san franciscan who will be sorely missed. >> i am introducing legislation to address some of the issues and have seen around economic development and job growth. this is a quarter that has long been neglected was for my district. the sunset addresses and job growth -- and it offers a six- year tax exemp

currently, only recology can bring this into san francisco on that road. they would be transferring the waste from the san francisco transfer station. for this reason, the facilitation agreement is presented with the agreement today. it does provide back up. now, a question did come up about what they are considering about separating out the facilitation agreement and putting that out. that was considered and ultimately rejected for the following reasons. if transportation were put out to bid, there would be a negative fiscal and environmental impact in a number of ways, which could possibly influence a second transfer station that would be outside of the city limits, which could cost up to -- actually more than $40 million. the estimate we received of what a new transfer station would cost, $40 million to $60 million, in fact. it would also include a 1100 million tons per day to be transferred -- many tons to be transferred, with inefficiencies in the system. it would possibly eliminate up to 42 san francisco truck driving jobs, and it would also reduce t

they are headquartered in san francisco. they are the largest employee- owned company in the industry. they have been honored many times. they're also one of the largest 100% employee-owned companies with a substantial minority representation on its shareholders. more than five generations ago, they pioneered recycling and up to 50% of the waste stream long before cycling became fashionable or mandated by law. the other finalist was waste management. they're based in houston, texas. they have about 45,000 employees who are committed to to the environmental responsibility. they aren't looking to -- waste management posted a 11.7 9 billion of revenues in 2009 for their shareholders. the valuation of proposals, there was a panel that was assembled to look at these proposals. that panel was comprised of ed lee, the in our mental services director, the deputy director for our department, the department of the environment. this entire process followed all legal requirements and provide a significant opportunities and followed all

and i am with the transition san francisco group, a member of the committee, and transition san francisco is part of the transition towns movement around worldwide movement around localization and that involves so many aspects and two of the main things we get involved in are the earn couragement of -- the encouragement of growing food locally and interfacing with local government. the transition to towns movement started in the u.k. and there are a couple of local councils which are actually adopting elements of transitions aagain sa as their own for -- agenda as their own for governing the talents and cities. and looking forward to engaging with you on this and other efforts and to show part of what we hope will happen more and more intensely with the ordinance in place, we're currently working ining on thet for 2011 and one of the two main focuss is an effort called kitchen gardens that came from the perma culture guild and it is basically an institutionalized form that is the perma list and you invite a bunch of happy people and they do around the yard if you are fortunate to have one
