we're based here in san francisco. and as the president of this association with over 400 businesses, i'll offer three reasons why the business community supports this initiative. first of all, this ordinance brings to light a real disparity between what you pay for and what you get with the yellow pages. an ad in the phone book would be distributed to about a million recipients and if every single business and person actually collected the book, it's estimated only 38% or about 370,000 people and businesses actually use the yellow pages. so with the current model i'm paying for exposure to almost 1 million recipients but only getting exposure to 370,000. so if by distributing the books in quantities that were more accurately representing the real population of phone book usersers, this would enforce more honesty in the real estate being paid for. secondly, the cost benefits of this ordinance would be done without negative impact on business's ability to advertise. the yellow page is one of the least targeted forms of

we are an unusual jurisdiction in san francisco. we have just one city and county and redevelopment agency at this point. the county retains the budget approval authority over the tax increment funding, which allowed a decision by the county not to allocate the entire maximum tax increment. $53 million was not allocated through the budget process. it does appear likely, depending on what happens with this discussion about redevelopment, the way things are trending, tax increment financing requirements are likely to grow, as we anticipate there will be new activity and bonding relating to hunters point, treasure island. it will be further discussed on the financing district. those are some of the general facts. now i will turn into amy for more detail. >> thank you. supervisor chu: i know you have provided us with pretty lengthy overview. in the interest of time, because we do have a bigger presentation today, if i could just ask you to focus briefly on just an overview of san francisco redevelopment agency, and then to walk through

and i am with the transition san francisco group, a member of the committee, and transition san francisco is part of the transition towns movement around worldwide movement around localization and that involves so many aspects and two of the main things we get involved in are the earn couragement of -- the encouragement of growing food locally and interfacing with local government. the transition to towns movement started in the u.k. and there are a couple of local councils which are actually adopting elements of transitions aagain sa as their own for -- agenda as their own for governing the talents and cities. and looking forward to engaging with you on this and other efforts and to show part of what we hope will happen more and more intensely with the ordinance in place, we're currently working ining on thet for 2011 and one of the two main focuss is an effort called kitchen gardens that came from the perma culture guild and it is basically an institutionalized form that is the perma list and you invite a bunch of happy people and they do around the yard if you are fortunate to have one
