unemployment in san francisco went down dramatically, from 9.9% when i stood before you last january, to 7.8% in november. ladies and gentlemen, that means 17,000 san franciscans went back to work last year. [applause] while we can be proud of that, it is of little comfort to the single parent, recent graduate, or attorney veteran that find themselves out of work. we must do better. we will. we will do better, by continuing to attract good businesses and jobs. if we could take on the issues like pension reform, surely we could reform the tax structure to incentivize job creation, not discourage it. we must reform it. now is the time to finally get it done. small business is the backbone of our local economy and foundation of our vibrant neighborhoods. we can do more to help them. we will strengthen our office of small business and dramatically increase support for small businesses with loans and targeted investment in our commercial corridors. at the same time that we are recruiting those high-tech companies in san francisco, we need to make sure that our young people, as well of thos

going to use this in a san francisco way. the federal government created a housing trust fund and never funded it. the state government had a housing trust fund program that has really been sort of fair to middling to say the best. we're going to create a housing trust fund in san francisco that once again shows that san francisco is the leader in affordable housing development and finance. i really appreciate the mayor giving me this responsibility to work with all of you, both in front of me and behind me, to shepherd this effort through. the mayor clearly believes in the big tent. this is probably the size of the first working group meeting. we will look and receive all sorts of ideas because i think we really, truly want to take this opportunity because it is going to be a permanent source. it is not just a one or two-year program. this is a permanent program, and we are going to do it, and we are going to do it right. again, i want to thank the mayor for this opportunity to lead this effort. san francisco was hit early and hit hard by the devastation of hiv/aids, but san franciscans responded by developing a model of care that became the model for the ryan white care act. our city shows that, bourbons of hiv/aids work saves lives by keeping people healthy and productive. today, again, san francisco leads the way for compassionate, community-based care with the supplemental budget from mayor lee. ryan white funded initiatives are saving lives. declines in aids deaths are a direct result of the '30s and services that have been made more widely available through the ryan white act to large numbers of uninsured and underinsured people here that is why it was disappointing when the bush administration first proposed severe cuts, and that is why i have fought continued republican efforts to sustain these cuts. for several years, i worked successfully in a bipartisan way to roll back these destabilizing cuts and their potentially devastating impact. since 2007, we have restored nearly $21 million to san francisco systems of care. every step of the way in fighting these cuts, i ha

i was born in san francisco, moved to the peninsula, raised my family there, moved back to san francisco eight years ago. my day job, in addition to civic activities, i am an angel investors. since 1994, i have invested over 600 companies. it is very interesting to see -- and most of these companies are in the bay area. there are about 200 companies that are active today. of those 200 companies, most of which in the bay area, over 52% of our portfolio in sv angel are in san francisco today. what is significant is, in 2005, 75% of our portfolio was in silicon valley, i the south of san francisco. so there is definitely undisputed the migration of tech companies to san francisco, and we want to support that. some of the company that i am an investor in that will lead the charge in san francisco, twitter, ising guy, jawbone, eventbrite, trulia, and google. approval has a large office in san francisco. we think the tech community in san francisco needs to finally get active. ed lee, the minute he stepped into office, the two significant things for the tech community, he got twitter to stay i

council that prioritizes and allocates the federal ryan white funds for three county areas including san franciscosan mateo, and marin counties. one of the things we have had to do in prioritizing and allocating those funds for the last several years is decide where and how to cut funds that we know are desperately needed by people living with hiv in san francisco. so with that, i am incredibly grateful and thankful to mayor lee, supervisors campos, wiener, and olague from saving us from had to make this difficult decisions for the next few months. there are more people living with hiv in san francisco now than there have ever been, and yet, we have fewer federal resources for the services that we know are needed. it has been going down for the last 15 years. federal funding is half of what it used to be, despite the best efforts. state funding for a chevy services has entirely evaporated, and health care reform is at best an unfunded mandate right now. we have to go back to where we were when the epidemic started in san francisco set the model for the nation in the world in stepping up and taking

it is not any different in san francisco. it is incumbent upon us to bring together those that know best in how we can speak our minds and demonstrate, with the level of 42 that we can realistically do. i am not into hollow relicts. i have been told by people that it may be a good idea of for us to just clearly evict. yet, when i remember the sheriff, who is a friend of mine -- sheriff [unintelligible] , telling me about the days that he had resisted, having to follow orders several days later. painting the picture of what we were up against. the law had not reform since then. it is important that we continue to recognize the value of the sworn staff in the sheriff's department. we have a great deal to be proud of. i know that the police department is the primary responder in public safety. approximately 850 men and women who have served with distinction their sworn personnel. many i had meant in my days at the police academy. many had believed had certainly served with great honor on behalf of the city and county of san fran

[applause] as a member of the board of supervisors, sheriff mirkarimi has been an outspoken advocate for policies and programs that increase public safety for all san francisco. [applause] among his many accomplishments on the board, the sheriff offered legislation that created the state communities reentry council, coordinating local efforts to break the cycle of crime by giving former offenders the tools that they need to get back on the right path. he spearheaded efforts to strengthen community policing because he believes it should be at the heart of any sound public safety strategy. [applause] he has strongly advocated for increasing police foot patrols, so that there is more regular face-to-face interaction between community members and officers that serve them. tonight, we are 50 years of the san francisco manila sister cities. there's a bridge that connects the thrill of the orient to the city by the bay. it is a bridge of ambassadors, one made of people whose roots and hearts and the pacific ocean. in april 1961, the city of seven cisco formally and stated a committee under the office of the mayor to become the preeminent cultural and economic [inaudible] between san francisco and manila, developing a system that promote closer ties between the cities. this year, the san francisco manila sister city committee represents -- celebrates its 50 year, marking five decades of service to our people. the san francisco bay area filipino american community salutes this milestone, a legacy of goodwill and true filipino american pride. >> representing the san francisco manila sister city committee, are defective chairman -- our de facto chairman.
