longmore institute on disability at san francisco state.t to give you a brief overview, i know not a lot of you knew paul and worked with paul. he was in this room many times. and the longmore institute of san francisco state university is kind of a -- it brings together advocacy, academics, culture, and the whole point of it is to get people in conversation that might not otherwise be in conversation and to change attitudes about disability. so, through cultural initiatives, through academic programs, through basically changing people's minds. and the idea here is that you take something like culture and you get people to think about disability as a form of experience on a par with race, gender, social class, all the things we care about. if you can get people to think about disability differently and disabled people differently, then they will change their attitudes about employment, employing people with disabilities, or with service provision, all of these things. so, all of our programs with designed to do that, kind of that work. and

guru rescue partnered with many shelters and agencies including animal care and control here in san francisco. our spca, san jose animal shelter, sacramento, contra costa, kern county, merced and many others. in addition to running lou guru, jennifer was an active volunteer with many other rescue groups. is like we said she worked with spca with [speaker not understood]. shelter cat rescue and housed and cared for foster cats until they found a permanent placement. she organized volunteers for walk a dog regular queue where she grew the workforce and coordinated staff adoption events. and she was very, very engaged with our office and many of the community efforts that he we had. she was often seen in the community such as our movies and the coffee free movie nights where she would work with us and animal care control to share various animal with the community. and, so, again we're just so shocked by her passing and really want to wish her family all the best as they deal with this difficult time. and would like to ask that we adjourn in her memory today. >> thank you, supervisor tang. superv

gab members, the san francisco arts commissioners and staff and artists and san francisco beautifulembers. thank you all for helping to craft this proposal. i want to give a little background about the reason why we came together to really address this particular issue. according to our knowledge and legislative analyst, it costs the city close to $20 million annually to abate graffiti on our buses and property and all throughout the city. and the city could use this money to use for other things. as former director and supervisor now, i see the huge cost of graffiti incur. and i hear from property owners that paint over offensive graffiti and to return the next day. i have seen people wait for the muni buses. many trying to remove graffiti, and needs solutions. i didn't want to use those who view crime as a harsher punishment. but yet to research best practices in jurisdictions all over the country, new york and chicago and san diego, and to create a nuance plan to reduce graffiti and provide better outcomes for offenders. most of our proposal is administrative, not just legislativ

has come to san francisco. and because san francisco is a safe harbor, it is a place for the people can be who they are and where a queer youth can feel that it is okay to be who they are. and because of that, because san francisco has been a becon for so long, we have so many young people that are coming to san francisco without any family, without any connections to the city, and they are homeless. and i do think that we have a responsibility as members of the lgbtq community and we have a responsibility as a city and as a city government, to make sure that we provide not only shelter, but that we provide the services for these young people. and so, the goal that has been outlined today, by the community, that has been working on the issue of homelessness, and lgbtq homelessness in particular, for so many years, is that within five years, that we reduce lgbtq homelessness, by 50 percent. and i believe that that is a goal that the city should embrace, that is a goal that the lgbtq community should embrace and

>> well, vigilantism was a major force if san francisco history -- in san francisco history, particularlythe 1850s. there are these two vigilante uprisings in the 1850s which are, essentially, as they're presented the kind of respectable citizens of san francisco cleaning up the town by taking justice into their own hands and lynching criminals, and particularly in 1856 they hang two noted criminals and actually control the city for a period of time. by the time these writers are working, that phase is kind of behind san francisco. the 1860s san francisco has matured a bit. i mean, no longer quite the rough and tumble frontier town it was before. i mean, you still have the brothels, but they're not right out in the plaza. they're a little bit farther back. you know, all of the same activities are happening, but they've been forced to become a little bit more discreet. and the kind of rampant lawlessness that you read about in a book called "barbary coast" where you hear about the sydney ducks and these australian thuggings, i mean, it's -- thugs, i mean, it's fantastic reading. but by the
