if we want to continue to emphasize san francisco safety for -- public safety for our san francisco residents. and since these strategies have been implemented, we have seen an increase in our response times by 22 is. which is good but we have nor work to do. we have to continue to bolster our dispatch here here at our department of emergency management. so today, i'm introducing new funding to tackle exactly that issue. we are investing $8.9 million over the next two years to train 90 new dispatchers here at the department of emergency management to continue to improve our response time, to make sure that our 911 response times are over the 90% national standard that exists today. we want to make sure our dispatchers have the resources they need to respond to calls quickly. in addition, we are giving them the tools and the technology that they need to do their job appropriately. so the budget also includes technology upgrades that will shorten the time it takes to dispatch fire and medical assistance on our streets. it also includes power loss prevention tech 23408g to ensure utili

owners of san francisco.e earned my reputation and resulting endorsements based on me being the only levelheaded, grounded and respectful leader and candidate for office. with every election cycle, san francisco's voters see the same recycl candidates, thesame rhetoric and promises with no real solutions. this is gn our city's problemsogresvely worse year afterr. wed better, and i will be better, much better. moreover, the current city hall leadership and nearly all mayoral candidates have shifted so far left that voters are dismayed and in disbelief. the majority of san francisco's voices are now unheard and unrepresented. but i am a great listener and a great planner for action. it's what i've done in my career for nearly 30 years. city hall cannot operate without checks and balances. it hasn't worked for years and it will not work in the future. i will be the checks and balances. i will stop san francisco from being taken to the brink of catastrophe. so why am i running? while i believe in or -- core value

[applause] >> i want to welcome you here to the civic center hotel. my name is gale dill man, the c.e.o. of community housing partnership. in 2015, this was the second navigation center to open its doors and welcome over 92 individuals living inen ca encampments in the street. this announcement will ensure that before individuals have the opportunity to enter shelter and navigation centers, they can receive vital services and treatments that they so much need and deserve. and on an on going basis. on behalf of all of community housing partnerships, and the 91 navigation center individuals here at this site, we are so excited and honored to introduce our mayor mark farrell. [applause] >> thank you, gale. good morning, everyone. i want to thank you all for joining us here today. as we all know, san francisco and the rest of our country, and cities around our country, are dealing with an opioid crisis hitting our streets.

this is the heart of san francisco. it has become unfortunately a glimpse into the homeless and behavioral health issues that we have here in san francisco. it is not safe. it is not acceptable anymore. so today i'm proud that we are announcing a partnership between our san francisco police department and part that is going to increase staffing here at civic center bart station. san francisco police department, we are going to be increasing foot patrols by over 300 hours per week. bart is also going to be increasing their staffing levels as well. we need to make a difference for the commuters that use bart. we need to make a difference for san francisco residents and we need to make a difference for visitors who come to our beloved city of san francisco. let's also make sure to know that this is not a police matter alone. i'm proud to be joined by barbara garcia who runs our department of public health. this is also a public health issue and an issue that we are going to be dealing with through our healthy streets opera

[applause] . >> the san francisco carbon fund was started in 2009. it's basically legislation that was passed by the board of supervisors and the mayor's office for the city of san francisco. they passed legislation that said okay, 13% of the cost of the city air travel is going to go into a fund and we're going to use the money in that fund to do local projects that are going to mitigate and sequester greenhouse gas emission. the grants that we're giving, they're anywhere from 15,000 to, say, $80,000 for a two year grant. i'm shawn rosenmoss. i'm the development of community partnersh and carbon fund for the san francisco department of environment. we have an advisory committee that meets once or twice a year to talk about, okay, what are we going to fund? because we want to look at things like equity and innovative projects. >> i heard about the carbon fund because i used to work for the department of environment. i'm a school

[applause] as asked to do is water system improvement program and one thing i looked at is about the 4.8 billion dollars wurthd of work and a lot of the work s wa regional. we looked at how can we make sure that we provide opportunities for san franciscan's and people in the region and so we looked at ways we can expand our local san francisco lb program. so, we thought about it and worked with general manager at the time to form an advizry committee to talk about how to include local businesses in the region. >> i was on the first committee back about 10 years agand the job changed over time. in the beginning, just wanted people to know about it. we wanted to attract contractors to come into the system which is a bidding system and bid on seond job was to help the sfpuc to try to makethemselves more user frndly. >> i like that they go out of their y, wahave contractors trying to teach and outreach to small businesses a
