, but to thrive in san francisco.at is what today's announcement is all about. is not just for people to open and run their businesses, but for people to find employment at small businesses and for small business owners and employees to have a seat at the table where we are having -- making the decisions about our budget investments. first, let's take a step back and think about what it means to start a small business in san francisco. i hear from people all the time what a great idea and new innovation they want to do. then they are confronted with bureaucracy at city hall. it is such an incredible challenge. san francisco has loan programs in place that help people through our office of economic and workforce development. we have issued more than 20 million dollars with 90 4% repayment rate, which is incredible. these loans have estimated to create 1300 jobs. this includes our revolving loan fund, the fund provides low interest loans with flexible terms and support for small businesses that help to keep them stable

this is my 23rd san francisco pride. overall pride since i came out as a gay man a long, long time ago. time flies. i am optimistic for our community in many ways. this community that been through so much in terms of the hate crimes and the worst of the hiv aids crisis and housing crisis and all of the other weighs in which our community that struggled over the years in san francisco and elsewhere. we are so resilient and the community comes back and comes back and gets stronger and stronger. i am so proud to be part of our lbgt community, particularly in san francisco. that doesn't mean we don't center challenges. i think pride is the right time of the year for us to recommit to celebrate and recommit to the fight. of course, we know what this guy is doing in washington, d.c. in the white house to undermine and harm our community including our children, attacking children. it is something that it is hard to fathom that you have a president of the united states who would attack lbgt children. apart from what he is doing

in san francisco, that does get played out. as much as we had similar values , we want the same outcomes, it is still a bit divisive. what i hope to do in my public service as a vice chair is to bring all of the different communities together, you know, as a planner by day, i tried to bring my experience and my knowledge into how we can develop more equitable and complete communities. one that supports people at all income levels, of all races, of all orientations and of all backgrounds, and at the end of the day, this is what i want. it is not specifically targeted for the lgbtq community, but it is deeply affecting the lgbtq community. in district ten, there hasn't always been a history of the lgbtq presence, so when my husband and i moved there about 15 years ago, you know, we started to see more and more people come in from different parts of san francisco and different parts of the region. over time, we have created a really vibrant community, and so , you know, on facebook, i can't take the credit for my husband, but he h

they came back to san francisco. they've gone to school together, been cub scouts together and they went back to the pilgrimage and back to the fence to protest the incarceration of women and children. businesses in san francisco. i think that probably zoning restrictions on this building has outlive their usefulness. it doesn't seem to me in p.d.r. even a practical use for the building. regardless of the subdivision that happened within the building. even if it were reformatted for p.d.r. i doubt we'd be able to attract the kind of p.d.r. businesses that would occupy such a space. zoning needs to be reevaluated. that being said, it's not okay to just break the law. landlord here has led you all into a trap. i support legitimatization process to allow you to stay in these spaces allow building undergoes an evaluation as to what appropriate zoning would be. the landlord probably need to bear some of the financial burden of this process. i'm i not here to adjudicate th. that would be my recommendation. i think that all of us here are here to support and preserve small businesses and you guys have all doing the hard work of running your own business. we all appreciate that here because we're doing the same thing.

, and stay right here in san francisco.de really provides wraparound resources for manufacturers that sets us apart from other small business support organizations who provide more generalized support. everything we do has really been developed over time by listening and thinking about what manufacturer needs grow. for example, it would be traditional things like helping them find capital, provide assistance loans, help to provide small business owners with education. we have had some great experience doing what you might call pop ups or temporary selling events, and maybe the most recent example was one that we did as part of sf made week in partnership with the city seas partnership with small business, creating a 100 company selling day right here at city hall, in partnership with mayor lee and the board of supervisors, and it was just a wonderful opportunity for many of our smaller manufacturers who may be one or two-person shop, and who don't have the wherewithal to have their own dedicated retail store to show their p

in san francisco, the price of land is a prime obstacle to building 100% affordable housing keeping the land in public hands still allows for this possibility. one successful example is san mateo's community college, which has 100% permanently affordable units that were constructed using truly affordable rent paid by teachers. on the other hand, the amount of housing in this development that a full-time city college teacher can afford in the reservoir will be eight-point 5%. they have created a gap between affordability and the low, moderate, and market rate. the percentage of units affordable for people who earn less than $90,000 is 26%. a college review would also protect instead of endanger future educational buildings like the city college performing arts in education center. it has a goal to be designed to fulfil eight objections, four goals, in 15 policies of the san francisco general plan in regards to the arts if it gets built, with that is not certain now. thank you. >> thank you. next speaker, please. >> good afternoon, commissioners my name is amy. i serve on the balboa reser

san francisco, and what happens in san francisco is very important for me because san francisco is near and dear to my heart. this is a little bit about my background, i am an attorney. i started off that the san francisco public defender's office where i worked for six and a half years, representing all kinds of people from all walks of life, mostly poor people. what that gave me was the ability to ask tough questions, and not only ask tough questions , but demand answers, it also gave me the ability to deal with a voluminous caseload, from what i understand, the ethics commission is a little bit backed up, so i'm used to dealing with value, i am now a civil rights attorney on the plaintive's side where i represent people who have been abused by the police, as well as dealing with employment discrimination on the plaintiff 's side, so if someone is wrongfully terminated, i deal with that kind of stuff, and what that gave me the ability to do is to hold everyone accountable, because a lot of the people i speak to are powerful, with lots of money and lots of resources. i think government

laguna honda is a key part of san francisco's health network, which cares for one in eight san franciscans. primarily people who are uninsured, low income, or for -- from our immigrant communities. and includes not only laguna honda, but san francisco general , and smaller clinics across our city, and health services in our county jail. here at laguna honda, more than 1,000 patients each year receive care for complex conditions like h.i.v. and alzheimer's and dementia, and other mental illnesses and disorders, and we have, for patients who are suffering from strokes or brain injuries, or spinal injuries, or other trauma. these treatments require long-term and specialized care, as so many of you here know, and they commonly include medications as part of the treatment plan. however, it is a well-known fact that these medications are expensive, and can drive up the cost of healthcare for millions of people who need these drugs to survive. the san francisco health network is constantly working to find ways to save money on drug costs for uninsured patients. we work with federal programs like

i am a member of the san francisco tobacco free coalition and proudly san francisco born and bred. when i began my work providing tobacco use prevention education throughout the bay area, including here in the city more than four years ago, i never would have predicted that i'd find myself in the front line, standing in halls and classrooms where thousands of youth that i speak to have fallen casualty to the deceptive tactics of jool and other e-cigarettes manufacturers to gain new customers. this is much more than an epidemic. we are at war. at war with companies who defend profits over the health of our most vulnerable populations, who have yet to set foot in the trenches of our schools and homes and assess the real damage that they've caused. e-cigarettes continue to go unregulated. companies use tactics to target youth and minorities that otherwise are illegal for tobacco companies. millions more are getting hooked, and cities like san francisco are paying over 300 million annually towards the economic cost of addiction. all the while, more and more research reveals the harmful

san francisco senior and disability action. many people have spoken today about the needs we do fully support the budget justice coalition. and so far as the housing needs of seniors and concerns we are seeing that need every day in our advocacy work. we want to see as part of this budget subsidies that will keep people housed. namely seniors, because that is who we work with. we know that the need is a wide. however, subsidies to key people already housed house. and then also we are sending out an sos, the senior operating subsidy which we fully support, to illustrate there are nearly 75,000 people, 75,000 people who do not fall within the income requirements to qualify for affordable senior housing. these numbers to the left, of this redline, or this wall, if you will, about 75,000 people are left out of affordable senior housing. we need to knock it down through senior operating subsidy. we have a petition here which is about a mile long signed by seniors throughout the neighborhoods, in san francisco that are in support of

he cared about doing good things for san francisco. he cared about making great things happen for the people of san francisco. many of you, you either work for him or work with him, you cared about him because he genuinely, not only cared about the work you were doing, he cared about your lives and what was going on in your lives, and how your lives were impacted by the decisions that we were making in city hall every single day. so it is really a fitting tribute to have this documentation to just really recognize and put into perspective all of the work that he has done, and as someone who is now in the position as mayor, i have to tell you, it is a newfound appreciation for mayor lee and what he did, and how he worked with people, and how he basically, i don't know how he tolerated all the stuff that he did. [laughter] >> but it is a newfound appreciation for what he did to keep the city going, and to take this and look at the number of jobs, and to look at the climate change, and all the different initiatives, and all the work, and

in 2007, the healthy san francisco program launched. this is san francisco's health access program that provides uninsured residents access to healthcare services and we are able to capture healthy a san francisco patient cost services data in our annual report separately from traditional charity care. after the passage of the affordable care act in 2010, the next few years were spent preparing for aca implementation in 2014. they implemented and began -- we saw an increase in healthcare insurance coverage through medi-cal expansion and this is something that we have highlighted in previous reports. as we moved into 2017 and 2018, it is important to note there has been uncertainty at the federal level around healthcare and the affordable care act. policy changes such as the repeal of the individual mandate penalty, proposed changes to rules, and recently provider rights to religious refusal, may impact charity care and how people speak -- seek or receive healthcare services. we think we will be able to capture the impacts of these polic
