these are the live looks at san francisco, san jose, san rafael, and walnut creek. now, the first arm of the storm system is now reaching the bay area. after several weeks in the southern california, sparking worry there. many say this rain is a welcomeight, but a new atmospheric river also means preparing for the problems that come with all that water. nbc bay area's alyssa goard spoke with agencies tracking the storm in the east bay. garvin and jessica, there is still quite a bit of sand left here at this zone seven site in livermore, and there are many other sites, three of them actually set up around the city. as crews have been preparing for this storm today. after a very dry january, the rain is returning to the bay area and not a minute too soon. to this point we were seeing the third driest january on record for here in the east bay. and so we are so excited and so optimistic to see these rainstorms today. east bay mud hopes these storms will top off reservoirs and help fill its system, which provides water for 1.4 million people. but they're also keeping an

this is our view, i think of san francisco you wouldn't even know though because you can't see with theerage of rainfall and fog. san jose, .7 of an inch. but again something is better than nothing. we're going to continue to see these conditions as the atmospheric river persists. south bay communities and here in san francisco we will be at that level too. so relatively weak atmospheric river is under way it's going to continue to nudge that sort of moisture from the united states. i'm going to pull up the map below me -- we're beginning to see the nose of that atmospheric river. that fire hose engine beginning to set up across the west coast. as it does so, it's definitely going to be bringing us a lot more moisture over the next several hours again we'll be seeing that heaviest nose of moisture north of our north bay communities. but we'll still be getting in on some of it throughout this afternoon. however the heaviest of it again isn't really going to be arriving until later in the day on monday. so we have a couple of days before that heaviest rain gets here. but again, right now

right now in san francisco. cloudy skies, 58 degrees, mild temperatures. the rain still going there around san rafael at 56 degrees, walnut creek 61. it is mild and a little muggy out there thanks to that atmospheric river connection. we've been talking about 61 and kind of dry still in san jose. storm ranger confirms that area south of san francisco not seeing much. showers around the north bay. dropping south through the bay area. notice the trend. a mainly north bay event, and we're likely to see this carry into the sunday forecast. notice how these rain chances are mostly bottled up north of san francisco, up towards mendocino county, sonoma county almost nonstop, which is the reason why the rain totals from north to south. you're going to see that big gradient from another 2 to 4in of rain on the coastal mountains and inland mountains there, up towards lake county and sonoma county, and nearly nothing again down towards san jose. so the rain chances will have tomorrow. taking a mostly san francisco northward focus, we'll see highs in the same range we

as janet mentioned, san francisco and oakland, nearly a quarter of an inch, fremont 0.20 and not much in san jose, redwood city, and in concord. a flood watch issued for the entire bay area all the way through the weekend until 10 p.m. sunday. lots to be concerned with street flooding, excessive runoff, and a big rise on the creeks and the streams. here's a look at the projections. we're taking this out into the weekend and into next week through wednesday, and these numbers could really be adding up a few spots could be approaching ten inches for the north bay coastal hills, the south bay even getting up there as well, possibly over two inches. so this is not just a little bit of rain. look at this moisture track moving in from hawaii here and stretching across the pacific and moving into the bay area right now. as you can see, we have some scattered rain. still nothing too major, but still mostly cloudy skies and some light rain. reports so far this evening. still see some coverage showing up on our maps here, closer to san rafael and closer to richmond, and then moving the maps in

live from the cbs studios in san francisco, i'm brian hackney. >> i'm andrea nakano. we begin with breaking news in the east bay where crews are responding to a fire at the martinez refinery. those who live nearby were asked to shelter in place. the fire broke out just before 2:00. huge dark plumes can be seen coming out of the factory. and air quality advisory has been issued for contra costa and solano counties. >> what is the latest? what are you seeing out there? >> reporter: as you can see, there are still plumes of black smoke behind me at the martinez refinery company. it has been going on about five hours now, as fire crews are working to contain the fire at this fuel refinery. officials gave us an update half an hour ago that three employees have been sent to a local hospital for minor injuries and another was treated on site. the battalion chief said its one main fire and hydro carbons are burning. no further details on what exact fuel. we know that the refinery provides gasoline, diesel, and jet fuel. breathing this in is a major health concern which is why
