s kris sanchez joins us. city leaders are really banking on a big rebound here. >> reporter: yeah, as the song says, it's beginning to look a lot like christmas in san francisco. union square ice rink is open. this year san francisco's u.n. policy, once known as an open air drug market, is being re-imagined as a place for families. there is a ceremony happening today to celebrate the new skate park and outdoor fitness center, complete with chess, ping-pong tables and a rock climbing wall. this is part of a pilot program which could be a bigger solution as the city looks for ways to combat drug addiction and crime by making positive spaces available to people. two empty spaces at union square are getting new life as well. you see the mayor cutting the ribbon with tyler florence, the renowned chef. the city helped the chef open two cafes, one on the stockton side of union square, the other on the powell street side. no amount of pastries, however, or family activities will be enough to draw people to the city if they don't feel safe. for that, mayor london breed and san francisco police chief bill scott have a plan, what they call the city's safe shopping initiative. >> as w
