here to receive and update on the report of san francisco's budget, 2014 and 15 and 2015, 16. >> thank you. we have from the port, thank you for being with us. if you could indulge me for just a second, i will find -- hopefully find -- good afternoon. monique from the port of san francisco. thank you for the opportunity to talk about the port today. i'm accompanied by the port's staff as well, not the whole gam mutt, but i will rely on them for questions. i really appreciate the opportunity to set the context for the port's budget because i think the port struggles from an identity crisis. we are best known for our land use debates, but we really do a lot more for the community than to talk about just land use. i think it's important to realize that because that's where our budget comes from and that's where our budget goes. and so having said that, i want to point out that we are a port. we're also a water front. we're much envied for being able to be both. we're not behind fences, as other ports around the world are. one of the things we do for the city that's probably of the most va

san francisco, as you know, is experiencing a grave housing crisis. as a result, thousands of people are being evicted. according to the budget analyst report, there were 3,362 evictions last year in san francisco. the budget analyst has pointed out that it larch the actual number of evictionses are much greater because not ali vixes are ~ reported. most of the people are without any legal assistance through this eviction process. of the eviction that were actually fought, approximately 90% of tenants did not have any lawyer or any legal assistance. many of these tenants have been forced to move away from san francisco and others have become homeless. as public defender, i've seen the impact that these evictions have had on our city's poorest residents. we represent about 20,000 people every year. one of the areas that we are experiencing the largest number evictions among our clients is section 8 housing. many of the residents are being evicted without having any access to legal services and without knowledge of their rights. it is very frustrating to me because we can only provide representation as to the criminal process,

budget statewide. currently there is $150,000 to train aps workers for the whole state. we are lucky in san francisco that we have the additional support and we can actually train our workers and certainly statewide that is not the case and what is having greater impact on san francisco is that the budget proposal is requesting a state coordinator for aps. right now there is only.75 full time employees within the california department of social services to actually monitor the aps program which is absolutely in support. there are questions that come up, policies questions and procedures. if there is an interest in what's happening in sacramento, we actually are still asking for support and letters for this budget proposal. i had be happy to get information if it's something you want to think about in terms of sending the letter. are there other questions? >> i have one more, i'm sorry. you mentioned you receive 450 calls a month? >> reports of abuse. >> my question is, is that a high for the size of our population? >> yes. that's correct. san mateo county by comparison, san mateo county has almost th
