with i'm going to do is briefly talk to you about some high level elements of san francisco's budget. as i think the mayor and the s*urp both indicated, a budget really does reflect the priorities and the values of a city or of a community. it's also a spending plan just like in your household your budget reflects your spending plan for how you are going to spend the money that you have and then in san francisco and in all public jurisdictions a budget is also a legal document. every year the city is legally obligated by its charter to balance the budget no later than july 31st. so this year as the mayor mentioned we are beginning our next two-year budget where we will take all 50-plus of our city's departments and balance the budget for the next two years. i have some slides that you'll cecuming up on the screen momentarily so san francisco's budget is very large. as many of you will remember, san francisco is both a city and a county. what that means is we have all the normal responsibilities a county has, things like running a blic hospital, operating a jail, having a public defend

here to receive and update on the report of san francisco's budget, 2014 and 15 and 2015, 16. >> thank you. we have from the port, thank you for being with us. if you could indulge me for just a second, i will find -- hopefully find -- good afternoon. monique from the port of san francisco. thank you for the opportunity to talk about the port today. i'm accompanied by the port's staff as well, not the whole gam mutt, but i will rely on them for questions. i really appreciate the opportunity to set the context for the port's budget because i think the port struggles from an identity crisis. we are best known for our land use debates, but we really do a lot more for the community than to talk about just land use. i think it's important to realize that because that's where our budget comes from and that's where our budget goes. and so having said that, i want to point out that we are a port. we're also a water front. we're much envied for being able to be both. we're not behind fences, as other ports around the world are. one of the things we do for the city that's probably of the most va

budget. that was as the city and county of san francisco was going through their process and changes to staffing and how lafco can interact with staff i noticed an interesting difference between what we say our budget was and what they were saying and i did research and worked with the clerk and by state mandate the minimum amount that we can request be ag indicated to us and it's 300,000 so you will see the budget reflect the lower amount. once again we do have enough in reserve to pay for one year of our budget but after year we will be below that budget and next fiscal year we will be below that amount. we're at 300,000 now in the reserve act so we can go one more year if we want to return the money and i will suggest that at a future lafco meeting once i review other lafcos and what is a good amount to have? we were up at a million dollars and we have spent it down and we should have a policy in place and most lafcos do and we should stay within the budget and be fine and the choice is up to you to return that back to the city and county for a year but let them know we're reserving our right

san francisco. we made city college in san francisco as part of our budget policy priority this year again. this year youth commissioners have attended a division by superior court judge by granting an injunction to revoke the college accreditation. youth also spoke at public forums and rallies and workshops and cohost a workshop where the chinese aggressive appropriation and conducted outreach for youth is survey for increasing transparency and participation of youth concerns in the educational master planning process. the youth commission also supported resolution by supervisor campos calling for a rein statement of the community colleges and restoring the democratic government of college to ensure the continuance of open action mission in colleges for both non-credit programs. we recommend that city elected leaders should take all possible measures to restore democratic governance throughout san francisco and to ensure continuation of the college open access mission and nop credit programs and employ the politically and financial institution for advanced rolement. on the next priority i

budget is that analysis. we also have significancely the planned opening of the new san francisco general hospital which would occur in the second year of the two-year budget that is going to be in front of this committee next month. that's a big milestone for our department and will require significant effort and has required significant planning. and then, of course, as we discussed at a prior hearing today, we continue to face changes in our state and federal funding. we have reductions to a number of our grants. we have the claw back of the state realignment dollars that are coming to the department under the affordable care act. so, our focus for this budget is on a number of things. one of our key priorities is to improve and expand access to our services. that's critical for obvious reasons, for the quality of care that we provide to our patients. it's also critical so that we can be a provider of choice and that we can retain our patient population as we move into the affordable care act environment where they have an increasingly access to choice about where they receive their health care. we have a
