future for the homeless in san francisco and today is just the beginning thank you very much (clapping). >> several years ago when i had joined the sdpufks san francisco budget & finance committee i remember feel like we never had enough teachers or pens or enough paper and it was midway through office i realized there's the one thing the city and county city had too much it was land and what our surplus property would like and since this day this is the number one priority we know the the achievement gap is the opportunity gap we started thinking about values in our surplus property now the automatic is thinking about dollars let's build market rate housing on the site this used to be the site of fedex school it was we all had long kvendz whether what about a different surplus to build grocery stores where kids have access to healthy food and build affordable housing for teachers and kids this is what is keeping our kids insecure that was a long and multi year process but i'm excited with i came to the board of supervisors actually part of the mission in the district i represented i was able to continue working with the mayor my first year to figure out wit

budget should take into account those that are victims of the current homeless and housing crisis. again whose safety? black folks comprise 6% -- from what i understand the population of san francisco but make up over 50% of the jail population. additional police officers will mean one thing, acceleration and people into jail of people that look like me. the budget shouldn't be balanced on the backs of those already leaving on the [inaudible] of survival and i would like for your consideration to know this that the police department -- excuse me, that over 3,300 children have no place to call them and elders and people with disability are losing their homes and living on the street and again whose safety are we talking about? are we talking about safety of a few affluent people because there is no space and room for people that look like me, elder people, people who are poor in the communities and the police keep them sai. building more jails -- so i ask you and encourage you to consider those factors when you're laying -- >> thank you sir. >> thank you. >> thank you. next speaker please. we valot of needs arounds transportation and public safety and we are in a position in san francisco where our budget has been strong and it continues to be strong and we are in a position to make investments in health and in the seniors and struggling working class, low income communities and investments in keeping the communities safe. while we have no police department is perfect and there are terrible things that can happen, we know we do have a public safety challenge in the city and it isn't just about rich or poor. there are many many people in low income communities in this city who are being victimized and who need good public safety. this is for the entire city and we can need more police officers just like we need more health care and transportation and housing and we should have all of the above and we are in a position to do that and look forward to doing that >> sfr visor yee >> i agrew this isn't either or. for myself i like to see more officers that can work with the community that is working with us, not against us. one of the emphasis i try to point out with our department and polic

clearly we are fortunate in san francisco where we spend over 80 million dollars of our cities budget on supporting the arts in some capacity, but we still need to address the issues of equity. that is why we are here today and that is what this report outline. whether you agree with the ort or not or the information is analysted it is a accurate report done by other individuals including the ones jeff jones produced. this is a conversation going on for many year jz do thing we need to go deeper into the discussion around traens paerns and accountability. when we look at for example cultural equity funding and how the decision made, there is a committee and process, but there is also a public process through the arts commission. the same doesn't exist for grants fl art so we are talking about over 10 million dollars of funding to the arts with a committee that doesn't go through a public process and think we need to talk about that because the decisions are made by hand picked individuals all of whom have a great represent in the arts but where is the opportunity for smaller instituti

training for many police departments including some training for the san francisco police department because using the occ's limited training budget i brought her to san francisco two years ago -- three years ago and had her conduct an eight hour training that included the investigators on my staff, the attorneys on my staff, members from other civilian over sight agencies throughout the bay area as well as members of the internal affairs division. it was an eight hour training and her model of training is to not just include the members of the police department that she iss s if focus -- focusing on but add diversity and additionally we had members from the community and it's extremely important when any of the training takes place on implicit bias that members of the aggrieved communities, the individuals in the communities that have been hurt by bias should be there at that training to tell their stories. otherwise it's in a vacuum and just moving to some of the more detailed recommendations that i have drawn from the report on the training provide initial and recurring training and send a message that bias and discriminatory p

budget hearing. we then transmit it to the proper groups which in our case is just the city and county of san francisco. every year we do this, i will let the clerk of the board know we held a budget, in past years we haven't requested any money and that was noted in there. we have to have a final budget completed by june 15th. it is staff's plan to use the april meeting to present and have our final budget taken care of. beyond that, we have the -- lafco is separate from any of the funding bodies, as most people would be considered in san francisco, so although we do contract with the city and county of san francisco to do a lot of our back office services and our clerking we contract with them, we receive funds once a year. we don't have a process to go back to the city and county and say, oops, we need supplemental funds. there isn't something in the process right now that allows us to occur. so what does this mean for our budget. we currently have a annual budget of $297,303. that amount was established. we had different amounts in previous years but working with the clerk's office we determined th

member thofz budget coalition crafted a request to increase frunds the san francisco arts commission and grants the art. the request included a recommend aigds the city increase support by 1 and a hlf million dollars and address the finding of budget and legislative analyst report on grant dpl art funding. 500 thousand dollar to increase fundingalication made to small z midsize organizations and 1 million dollars to pioratize organizations routed in underserved communities and paubulation. we understand the city budget balances many needs and that the need for general operating fund to save live and [inaudible] this [inaudible] go along way to support art accessibility and acsss in san francisco. thank you for this recommendation >> thank you, next speaker please >> nigh name st. the city's moral imperative and the city can afford it and san francisco is experiencing economic growth in the country and the controller's budget report that was just released projected an end year balance of $250 million but the people providing these critical services to san franciscans who need it the most they're not seeing any of that money. for the 10 year period cited inflationary costs have sky rocketed for non-profits and increased 143% for some cases and average rent in san francisco went over average of 80% and cpi increased 24% and the non-profits between 2009 and 12 received zero funding which basically is a cut and we're left every budget season during the process fighting for scraps and maybe getting 1.5% here and there and it's not sustainable and we need a permanent solution to provide adequate stable funding for non-profits and as larry said we hear reports from the field of non-profit workers and reliant on the services they provide to their clients. it's a disgrace and i want to point out since we're talking about public safety later our members are providing public safety services in the true sense of the w

really took our local dollars in the budget this year and redirected them to cover this expaction of the state reinvestment and also head start moved from san francisco state to non profit which impacted the c wages budget and wanted to make surthose teachers and classrooms and centers were covered. i talked about path ways and supports and the registry. we have a family child care quality network that we are developing and it include 250 family child care providers. they all benefit from helt and melthal health consultation and c wages program and participating quality assessment. that is about-there are 700 providers in town and this is a subset of those provider and that is staff to network. it is a strategy particularfry infant and toddlers and we connected all the vouchers were going to places where we invested the quality dollars so this was one of the strategies to make sure where we vend for vouchers. thathe low income kids get the benefit of the quality investment. we are look at data cyst mg integration for [inaudible] we want to use technology to find solutions to stream line their business practices. they are outdated and out moded and bi
