according to the "san francisco chronicle", transportation officials are moving forward with a plan to create a 550 mile network of express lanes. they have studies to do and figure how they will pay for it, how to get it the, how to collect the tolls but they do want to move forward with this. the idea is to get more use out of the car pool lanes which some complain are often empty or very lightly used. here is how the express lane works. car poolers use the lane if free. those who are not car pooling, but want to use them, can pay a toll for the privilege of driving in that lane. they do limit the capacity, the idea to keep it an express lane. the plan is to have 90 miles of express lanes on interstates 80, 680, and 880, open by the end of 2015. >> oakland authorities are investigating the discovery of a body in the water near jack london square. a witness saw a body floating yesterday 20' from the shore. they are trying to identity of the body and the cause and circumstances surrounding the death. >> bay area rapper mc ham certificate due in court on charges of resisting arrest in d

we have new details this morning on a longtime san francisco chronicle vendor hospitalized after being mugged. police say 78-year-old sadly died yesterday from injuries suffered during that attack. "today in the bay's" christie smith is live in san francisco right now with more details on the police search for the attacker. christie, good morning. >> reporter: good morning to you, jon. san francisco police say that they are treating this as a homicide. as you said, a 78 year old long time newspaper vendor was standing right about where we are. this is market and montgomery. busy even at this time in the morning. police are saying that it was late morning around 11:00 a.m. when someone threw him to the ground. he was taken to the hospital with serious hip injuries and he later died. the initial assault happened back on january 28th. that vendor according to the chronicle had sold the paper for at least 30 years most recently behind the pete's coffee shop near the montgomery b.a.r.t. station. i just spoke with a worker there who told me that she had no idea what really happened to him. h

is many of you may have seen designs in the paper and this is the first one shown in the "san francisco chronicle" and it has affected think going the project and dead center on the pier and access points on the edges and suggests there is a large retail area toward the embarcadero and we felt that was cutting off a lot of the access to the visual characteristics of the bay here so we didn't find this useful and we moved the arena away from the embarcadero to reduce the impact and open up more views from the north-south or east-west directions and it's important to protect those corridors and we will talk more about that. this is the water mark and one of the buildings on the site and you extend that outward and the general corridors this is you what you get and this is the facades on bryant street and what they have and bay view and corridors like this. now if you put them all together this is what you get so those are the protected zones of views from private individuals from their residences and work and you see the triangle free of corridors. it's so far out it has less impact on the surround
