san francisco. in return, san francisco city hall, by doing so, from those companies. san francisco is the only city in california that levies a payroll tax. one of the few in the nation to tax stock options. this legislation we are putting forth today, co-sponsored by president david chiu and supervisors david campos and eric mar, helps retain companies who are undertaking an ipo status in san francisco while the city studies its overall business tax code. that review is underway and will be furthered through this legislation. meanwhile, the comptroller's office, through a report published by our economist, finds future tax liability associated with stock options appears to be a significant incentive for successful companies to locate outside the city. a solution is a specific stock option exclusion for a discrete period of time, which is why we have always decided to pursue this process of looking for that discreet population so that we can understand what its impact our and be able to measure a more proper cage in making sure our general fund is not adversely affecte

san francisco upon a per capita basis. so we have a long commitment to that. many of you may know dr. rich katz recently left the city of san francisco to go to los angeles. barbara ga garcia, our new health director, those of you who know barbara know her area of expertise is in community programs, behavioral health, substance abuse, primary care. she was responsible for all of fleems. as deputy director before she took the position. there's no one who knows more than this than barbara. i don't think there's anyone more respected than barbara on this topic. she and many of us in the department have been working closely with the mayor and our community partners around, trying to find the least harmful way to -- if we ultimately have to make cuts, try to do it in the least harmful way possible. still, i think the -- the total of $10 million of cuts in our budget that fall into community programs is something in the neighborhood of 2% of the total money we spend in that area. so we're spending in terms of the funding that go to community programs over $200 million a year and so -- we're looking at about a $10 million c

san francisco. last year, shanghai and san francisco celebrated the city's anniversary of the sister city relationship. three mayors of this city led a large delegation to shanghai and inaugurated the grand opening of the san francisco post at the world expo. they open their second office in beijing. last year, we maintained frequent exchanges and close cooperation and achieved new, substantial results. in the context of the new year, you have already had a promising beginning. as you know, one month ago, chinese president hu jintao paid a visit to this country and held productive talks with president obama. both our leaders declared their commitment to building a cooperative the partnership based on mutual respect and mutual benefits. his visit is important and will surely give new impetus to the overall development of our bilateral relations. in all 50 states, the state of california and san francisco, in particular, will benefit from this. this year is also a remarkable year for san francisco. for the first time in its 162- year history, you have and we have four asian american supervisors. and the

the city of san francisco has a savings of $261, but some workers cannot afford the increase and fall under the low- income bracket. the city of san francisco will have to pay 100% of health-care costs per person, which would be the whole $300 with no savings to the city. i am here and saying this on behalf of all of us here in san francisco, and we serve all the disabled and all the senior citizens throughout san francisco, and they want to live in their homes with dignity. they deserve that right because they have paid their taxes, work hard to enjoy what they have worked so hard for. also, i heard about the pension plan. home care workers have no pension plan for days off or sick days. i hope you can look into that as well. thank you. you listening to them. >> speaking of the public here in san francisco, what are some of the biggest issues you feel are facing the public in the city. >> today? >> yes. >> well, san francisco is one of the most magical cities i think in this planet and certainly in the united states. it is built with indigenous resources to that help make us that special. our natural environment both by land and by sea and water. and just a wonderful history that we have made us a standout city where i think other cities, which they had some of that aspect we doff. we're also a cost prohibitive city. it's expensive to be here. i think it's extremely important we remain sensitive to strategy and implementation of making sure the city retains its class diversity. there's always a lot of discussion about diversity in terms of culture and race. class diversity is something that shouldn't be subordinate to that discussion. i want to make sure that san francisco has a working class population. i want to make sure we do not take for granted because we are seen as more cosmopolitan, that that excuses us from not tackling issues of poverty, which there are

>> as you know, we have initiated discussions with the port of san francisco to see if there is an alternative to keep recology in the city and county of san francisco and consolidate their facilities long term at the port. we have been working actively to make sure that we are exploring all options and insuring that as recology does expand service and a facility, that san francisco will get the best deal. on the measure that is potentially being proposed for brisbane, that is being negotiated as we speak. that is not a done deal. we certainly do need to and would recommend that we engage with the city of brisbane to look at what the terms of that measure would be and have been in touch with city hall about that. commissioner mirkarimi: and we get that, but i know through a lot of the meetings, which i do appreciate, the feedback we have been getting from your department as well as recology itself, and that recology has got to do what recology has got to do. but in the conversation you just had with share -- chair campos, i want to make sure it is clear that for us to benefit from their growth and expansion is the questio

san francisco is considerably lower down the ladder in terms of city standards. the type of small start-up companies in san francisco, the garage companies, the social media companies taking root here in the city require broadband access to be viable and successful. large employers also require broadband access in the economy where companies ask employees to work at home two or three days a week to meet environmental obligations and it's important for them to have broadband access at home. san francisco is not a theme park. it needs to keep up with the times if we continue to be a viable place to work. i conclude by asking you to lock around this chamber. it is full of modern infrastructure and technology. it might offend the aesthettic sensibilities of some but i don't think anyone would argue that it doesn't provide a net benefit to those who work here and to the citizens of san francisco. thank you. >> next speaker, please. >> my name is tony harris, i'm a resident of noy valley and proud san franciscan and this is the first time i've been here so please indulg

city in and of itself. letters and memos that have been sent state clearly that it is significant on a local and national level. there is no other development in san francisco that represents in such a distinctive manner and with such great integrity, the feeling and character of a modern party city. as an architect, the person concerned about design and concept generation, there are so many other alternatives that can be done here. you are looking at a maros 20 or 30 years in the future. we need those transit connections now. we do not need it five years down the road or 10 years down the road. and we need the housing now, but we do not need to demolish sound existing family units, just to bulldoze them and build up as high as you can without looking at existing towers. those are not retrofitted. what has been done in independent analysis is to look at these projects. i am reminded only of a book that was read to me by my father. i will put it on the overhead. "the biggest house in the world take a simple issue here. it is about bigger is not always better. in this project, they are showing you a an extreme version of a green sustainable project, but it is

san francisco needs housing. san francisco needs affordable housing especially on the west side of the city. san francisco needs, as well as the earth needs, environmental development. and this plan is a very sustainable plan. high density urban housing near transportation is becoming the best development for sustainable living. san francisco needs economic development. the jobs that will be provided, the construction jobs, the electrical jobs, the union jobs. i have talked to my neighbors as well. i have a neighborhood who was scared to death. they are going to tear down my apartment. what am i going to do? my daughter had to move in because she lost her job. when i explained that he was going to be moving into a brand new apartment much more energy efficient, water efficient and all of that, he was very happy. i'm sure that there are many people in the residents who do not understand because they have been misled by misinformation. one of the things i think is important about these hearings is that good information comes out from people like michael varney and some of the union people, the

pam: the san francisco mayor raised as off to a faster with several candidates already sitting on top of substantial campaign chests due to public financing. san francisco is one of a few cities that provides free taxpayer dollars to the candidates. these are tough economic times in san francisco is facing a multimillion-dollar deficit. to recent reports in our continuing series, you paid for. that money could be used to save jobs. >>terisa: already the city has paid out nearly $1 million in taxpayer money to three candidates. that $1 million could pay for six police officers, six nurses or 10 street cleaners. you pay for. was six months away from the election in the race is far from being over and that means more taxpayer dollars could be spent on the campaign. in fact, there are 35 candidates to file the papers to run for mayor in san francisco. without public finance law allowing a payout of $1 million per candidate it could mean the election could cost taxpayers at $35 million. and you paid for. in san francisco, teresa kron 4 news. >>pam: drivers staged a rally today at san francisco city hall to, who over the new credit card fees that the drivers are being charged. thos

i moved here for many of the reasons that i think we're all here in san francisco. we're a city of compehensive immigration refoimmigrants. we know that san francisco was built on the backs of immigrant labor. we also know that for the past 10 years on so, it has been fairly dark nationwide for our immigrant community. we've had a new record number of rates belief had a tremendous backlog of applications of legal immigrants that are trying to become citizens. there have been countless stories of constitutional and civil rights violated of many of our family members and friends. i used to be an immigrant rights attorney. i can tell you firsthand that i would visit the ins detention center and see individuals who had been beaten by ice agents. this conversation cannot be more timely and more important with the new administration and a new recognition and importance of building an immigrants rights movement. hopefully we will soon get healthcare reform behind us. hopefully the next question that our nation grapples with is how do we tell you the constitutional and civil rights that
