i moved here for many of the reasons that i think we're all here in san francisco. we're a city of compehensive immigration refoimmigrants. we know that san francisco was built on the backs of immigrant labor. we also know that for the past 10 years on so, it has been fairly dark nationwide for our immigrant community. we've had a new record number of rates belief had a tremendous backlog of applications of legal immigrants that are trying to become citizens. there have been countless stories of constitutional and civil rights violated of many of our family members and friends. i used to be an immigrant rights attorney. i can tell you firsthand that i would visit the ins detention center and see individuals who had been beaten by ice agents. this conversation cannot be more timely and more important with the new administration and a new recognition and importance of building an immigrants rights movement. hopefully we will soon get healthcare reform behind us. hopefully the next question that our nation grapples with is how do we tell you the constitutional and civil rights that

the city and county of san francisco recognizes that energy use in buildings is the single largest contributor to the city and county of san francisco's carbon footprints. therefore, the san francisco department of the environment has brought together two sets of stakeholders to advise the city on building with energy issues. the first is the renewable task force. the second of which, we, the undersigned are members is the energy independence advisory pafpblet as advocacy organizations and businesses connected to the property, buildings and energy industries, we have focused on energy use, particularly natural gas use in buildings, and energy efficiency in green buildings. our main discussion was the need for discussion among stakeholders in the economy, academics, building scientists, tenants, policymakers, and property owners and managers. inceased access to the latest research and information about energy efficiency and green building and the financial benefits would boost the energy efficiency sector through more effective green and social marketing and the creation of a critical mass of a

i am introducing resolutions to facilitate the prison realignment process in san francisco and to keep the city and compliant with state law regarding the shift of prisoners from the state of california to california cities like san francisco. it is well-known governor brown signed legislation in april and now signed a budget that redirects low-level adult offenders convicted of non- serious, non-violent, and non- sexual offenses to counties and cities like san francisco. we are expected to supervise 6000 prisoners and probation participants annually. part of preparing to see these inmates -- we are making plans and following state requirements. two of those requirements are addressed in the resolutions that i am introducing. one appoints the san francisco department of public health to sit on the executive committee of the community corrections partnership, the body developed to help develop a plan for this realignment. the second designates the san francisco adult probation department as a county agency responsible for supervision until an ordinance we have in the queue designates a departmen

the san francisco city coalition provide the cleaning services. we use san francisco clean city as our service provider because i have a strong job training and placement program. they train and place about 150 people every year. about 75% of those people that are placed actually retain their jobs for the full year longer or after. that was important to the neighborhood when the community benefit district was forming. the services provided -- every property gets hand swept daily. they get sidewalk scrubbing with a machine twice a month, and power washing once a month. clean city also provides graffiti abatement. the service hot spots in the neighborhood. they also help us with hazardous waste -- needles, human waste, and a large trash items. they do not, unlike other cds -- other cbd's, we do not operate on a dispatch system. in other places, someone would call in. we do not operate that way because it is a large district. we kind of schedule the district to make sure that the cleaning we provide is done uniformly, threat the whole district. -- thr

the city and county of san francisco is san francisco's largest employer and the pattern of health benefits and how the trust fund is covered affects huge numbers of people across the city, especially the eastern districts and district 6. with constituents who work for the city for school districts. citywide, however, we are proud for what we achieved with healthy san francisco, health benefits for hotel workers, health benefits and insurance for city workers. there are three big problems related to fairness and honesty with this legislation, which can be cured by separating out the health services measure. , which affects the governance of the health service trust fund, to allow disclosure and discussion with those affected. we have heard this called the consensus measure. it is not true, in terms of the hundreds of thousands of beneficiaries dependent of health services. it is a multi-employer trust fund and not all employers, school districts were there. certainly, retirees and their dependants were not. rank-and-file members of the unions involved have not voted on this consensus packag

going to continue to make a very forceful case for san francisco to get shared transportation dollars, that it is fair and commensurate with the city's longstanding commitment to sustainable transportation and responsible land use and housing policies. i want to point out in this context the importance of defeating assembly bill 57, which would reduce san francisco's modem influence on mtc, just at the time when a fundamentally important decisions about infrastructure investment policy are being made through the regional transportation plan. thank you to the mtc commissioners for certainly representing our interests. we are working closely with the mayor's office and with our delegation in sacramento to make sure this is the case. let me also point out the city of san francisco, speaking in one voice at regional issues. we have been doing just that and i would like to thank commissioner campos and weener, as well as commissioners and avalos, wiener, and mar, representing us ably on those bodies, and for staff for helping us to find a clear policy as we coordinate our advocacy strategies at abag, mtc, and other districts. this conclud

san francisco. i would like to identify who those are. first, it impacts the employees, the workers of the city and county of san francisco. these workers have been harmed by this loophole because they have been unable to get the health care that this health care security ordinance invasion that they would get. we have heard testimony from many employees, and you will hear from many today, that talk about how the limitations on how the health reimbursement accounts work make it impossible for them to access the very basic health care that was intended by the law. i have heard countless stories of workers who sought reimbursement only to discover that their accounts had been wiped out by their employers. others who have put off critical services as they waited to accumulate money in their accounts, only to learn that that money was no longer available. we heard when the matter was heard in the commission -- we heard the story at the small business commission where they talked very passionately and very courageously because it is not easy to share a personal story here in city hall when something

you listening to them. >> speaking of the public here in san francisco, what are some of the biggest issues you feel are facing the public in the city. >> today? >> yes. >> well, san francisco is one of the most magical cities i think in this planet and certainly in the united states. it is built with indigenous resources to that help make us that special. our natural environment both by land and by sea and water. and just a wonderful history that we have made us a standout city where i think other cities, which they had some of that aspect we doff. we're also a cost prohibitive city. it's expensive to be here. i think it's extremely important we remain sensitive to strategy and implementation of making sure the city retains its class diversity. there's always a lot of discussion about diversity in terms of culture and race. class diversity is something that shouldn't be subordinate to that discussion. i want to make sure that san francisco has a working class population. i want to make sure we do not take for granted because we are seen as more cosmopolitan, that that excuses us from not tackling issues of poverty, which there are

san francisco. we live in tough economic times. to expect that on top of everything else we're trying to do in the city and county of san francisco, that we have to meet the health care needs of individuals whose employers are failing them by not providing what they are required to do by law, that is simply not right. i know that many members of the business community are here today to oppose this amendment. i have met with many of them. i want to say that i continue to have an open door on these issues. i believe it is important to have meaningful dialogue, and i am definitely sympathetic to the concerns that have been raised, but let me say this -- this is a very modest piece of legislation. that is simply aiming to close a loophole that was never intended by this -- by the health care security ordinance. i thank the people who worked on the ordinance, and i have spoken many times with assembly member ammiano. i am surprised and shocked to see the way in which a small group of people are exploiting this loophole. but the reality is that it is a small group of people, as was noted by mr. goldberg. of the 57,000 businesses we have

i look at developments with a careful lens because they have a huge impact on the city of san francisco and shape of our city looks like. one thing i am proud about in this project, which i cannot take credit for, is the immense community outreach and input and process them and through this development, and to talk to folks who were formerly homeless who felt like their input was heard and taken into account into with this new neighborhood would look like. up to 2400 units of affordable housing for the city of san francisco, something that our city definitely needs. something to be clapped for. [applause] an unprecedented number of units going to formerly homeless communities as well. sherri williams and many of the community-based organizations will continue to not only provide affordable housing but actually support the community as well. we are looking at a mixed income neighborhood in treasure island. treasure island will have an impact on the city. i want to think ross mirkarimi and david chiu for introducing some changes to the development agreements, which will help to mitigate s
