san francisco. as we go to chopper pictures, shot just moments ago on san francisco city streets, as folks who were forced into their cars because of this bart strike are trying to find their way home, we do have delays along van ness, battery, first, beale, mission and all of those cars pointing towards the bay bridge. now, we'll go live to the bay bridge toll plaza where we have had a steady stream of traffic all day long no morning commute or afternoon commute, just an all-day commute right here at the toll plaza, especially those outside cash lanes are finding that the folks that are making the drive don't normally make the bay bridge commute so they don't have fastrak. they have been sitting in those backups all day long. right now that backup extending to the 880 overcrossing. san francisco freeways have been jammed. those delays started early around noon today is when we started to see that rush of traffic leaving san francisco and north 101's jammed up from beyond 280 approaching the bay bridge with about a 45-minute drive time being reported now leaving san francisco. and if you plan to he

our statistics in the city of san francisco are higher. 75 percent of our jail population is a pretrial felony population. i think you have to put some numbers in context as to who is our inmates in san francisco city county jails. the population demography reflects 60 percent african american inside the county jail system, 21 percent white and 15 percent latino. we have done studies in the past that show that at least a 3rd of our jail population would be eligible for some form of pretrial release through programs that have been designed through pretrial release, they have been very effective. i know will looeng of our shop can report on figures. i can give you ideas of jail dates that have been avoided. the numbers are significant. supervised release, we saved 43551 jail days. for 2011, with court atable accountable was 88059 and o.r. is 25,000. county sheriff's have been empowered to be able to use their discretion for early release and to use our discretion to help reroute people into alternatives to incarceration with monitoring release. but in the program we have under crowding. o

san francisco. we've made a commitment that by the end of october every 6th through 12th grader in san francisco city public schools will have had the opportunity to see bully and not only view that documentary but also go through a rich can urriculum from our teachers understanding the lessons from that movie. we all know a movie in and of itself doesn't make a difference, but i will tell you, we didn't start our approach to understanding it with the movie bully. we're very proud 234 san francisco that we have had an approach based on restoretive practices where we're not about suspending students and getting them out of school, we want them to understand what the impacts are and the impact it has. we've been a part of restoretive practices now for over 4 years in san francisco but when we heard about the movie bully, and bullying is a phenomenon we can all relate to. as i shared with the students yesterday at hertz theater, when i see the film i can relate to instances when i was bullied as a kid. when i reflect upon being a student in the public schools, i can think about situations where i was a
