winning a seat on the ann arbor city council in michigan. 1977, --rs later, in was elected to the san francisco city council. in 1986, i had the honor of winning election to the board of supervisors in madison, wisconsin. it was my first role in elected office. i wasn't the first. i was the third openly gay person to serve on the county board. i was fortunate to have role models who had come before me. became the first openly gay person elected to the house of representatives as a nonincumbent. first member of the lgbtq community to be elected to the united states senate in its history. i remember my early years in werec office, when there only about two dozen or so elected officials who were out across the country. we would meet on an annual basis to discuss how we could work abouter to exchange ideas legislation that would advance the quality. helpabout how we would expand our numbers at the local, state, and national level. thereroud to say today are more than 700 out lgbtq people serving in elected office across the united states. servantshese public brings their unique life experiences to the j

appreciate the sentiments that was shared by so many of the public commenters that the city and county of san francisco has a role to play in the fiscal health and future of city college of san francisco. we do the many incredible things that our students, faculty and staff mentioned and we have not figured out how to print money and we are limited by the realities of the property tax and state funding that we get. i think there are a lot of ways and i think this is a great beginning of a public conversation about how the city can continue to support city college in the critical work we do. i hope that this spurs a further conversation about how the city and county of san francisco can fully fund and expand the free city college programme and at the very least make sure that we are made whole for the -- at this point, for folks who are not clear, city college has taken a $5 million hit on implementing the free city programme. we have $5 million that we have not been funded for the programme by the city. i think we would like to work with everyone in this room to expand that. i would hope that the city

economy totaled $311 million per year in value to san francisco and that was in 2014. city college reflects san francisco's values. so i think we all agree that city college of san francisco is one of san francisco's most vital institutions. and we're here today because of the past ecologies of cutting class because of the budget concerns they discussed earlier. so how did we get here? as evidenced by the recent wave of teachers, student and community advocacy, our public education system has suffered a chronic and aggressive underfunding. a couple of supervisors spoke to that earlier and we can see direct evidence of that chronic and aggressive underfunding and in the new funding formula set out by the state chancellor's office that very specifically financially rewards colleges for serving particular type of students, transfer students and full-time students without considerations to the barriers or desires that students may have when they attend a community college. another factor is the growing affordability crisis in san francisco. so the displacement of working class
