san francisco mayor london breed has said an aggressive sweep of encampments in her city will begin next month. protesters gathered outside san francisco city hall to oppose the permanent closure of the great highway. they're asking city leaders to remove an initiative that would permanently turn a portion of the great highway into a park. many people call this highway a lifeline for their communities in the sunset, and richmond district, saying the closure would bring a lot of traffic into the neighborhood streets as well as slower response times for police and fire. >> this proposition, if is so light on dealing with the problems it would create by pushing traffic into high injury corridors, slowing response times of emergency vehicles north and south and also the notion of, you know, if we had a conflagration or an earthquake, what's the escape route north and south? >> the initiative to close the great highway was filed on the last possible day, and will be on the san francisco ballot in november. all right, turning now to our weather meteorologist, mark tamayo. joining me now, it's

san francisco. you know, 15 years ago, san francisco was perhaps the greatest-- greatest city in the country. and now it's unlivable. >> there's been a tug-of-war on how to handle the homeless crisis in san francisco for years. and the city recently faced an injunction that barred them from clearing encampments. but, a few weeks ago a federal appeals court cleared the way for san francisco to clear encampments. just as long as residents can recover their personal property. and, during a mayoral debate earlier this month, breed said city hall was ready to crackdown. >> we are going to be very aggressive and assertive in moving encampments, which may even include criminal penalties. >> so, now starting at 8:00 a.m. wednesday morning san francisco will start clearing more encampments without court ordered restrictions. our kelsey thornton spoke with people who say it will make things worse. >> reporter: san francisco officials haven't wasted any time sweeping homeless encampments across the city, and she's not happy about how she says it's being done. >> what we have seen is much more aggressive

the city council had approved a new recycling facility for the duong family's business. san francisco now has more legal authority to clear homeless encampments off city streets. this week, the ninth circuit court of appeals lifted a temporary ban that had limited san francisco's ability to clear away tents. it's all in response to the u.s. supreme court's ruling last month that allows cities to cite or even arrest people sleeping in public spaces. san francisco city attorney david chu says the ruling means people can be moved off public streets if they refuse to go to a shelter. >> to make sure that folks are taking advantage of the shelter and services, we've had too many folks in recent years who've refused those services, many instances of re encampment where someone would literally move their tent down the street. >> the ninth circuit court says san francisco is still under court order to not throw away people's belongings when they clear out the homeless camps that rule stems from a law filed against the city by homeless advocates. now, next month, attorneys from both sides will

the shooting marks the city's 12th homicide of the year. san francisco mayor london breed says the city is planning to start a very aggressive sweep of homeless encampments next month. our media partner, the san francisco standard, reports breed made the comment last night during an election debate hosted by a local firefighters union. she also celebrated the supreme court's decision in june that allows cities to enforce rules against unhoused people for sleeping outside. breed says the city may start issuing criminal penalties against homeless people. happening now. construction is underway at the bart civic center station in san francisco. the agency is replacing the old fare gates with the next generation gates. those are the ones that are supposed to cut down on fare evasion, improve safety and be easier to maintain. gates at the seventh street entrance will be replaced first, then crews will move to the other gates. the work is expected to take several weeks. we'll have a full report on this coming up on abc7 news at four. in the east bay, woodstock

san francisco and feed folks in need. it is very unique in san francisco we have such a broad and expansive education program for the city.we have partners in government and nonprofit that are dedicated to this work. at san francisco unified school district, we have a sustainability office and educators throughout the science department that are building it into the curriculum. making it easy for teachers to teach about this. we work together to build a pipeline for students so that when they are really young in pre-k, they are just learning about the awe and wonder and beauty of nature and they are connecting to animals and things they would naturally find love and affinity towards. as they get older, concepts that keep them engaged like society and people and economics. >> california is experiencing many years of drought. dry periods. that is really hard on farms and is really challenging. compost helps farms get through these difficult times. how is that? compost is a natural sponge that attracts and retains water. and so when we put compost around the roots of plants, it holds any moisture there from rainfall or irrig
