san francisco is addressing one of its most troubling problems homelessness. as the conference prepares to kick pet flag was raised today at san francisco's city hall. mayor london breed officially raised it to kick off the global summit. the asia pacific economic cooperation forum, or apec, begins tomorrow. and you can expect quite an impact on san francisco in several different ways. if you're in the city, there will be unprecedented security, including street closures and transit changes. the main security zones are around moscone center and the fairmont hotel, where a lot of the leaders might be staying. apec runs through november 17th, but many streets won't reopen until monday, november 20th. and, you know, there will be protests as well. so the city is putting its best foot forward in an effort to show off all of san francisco. that includes clearing out some hotspots for homeless tent camps. joining us live now to discuss what's been done and what's still being done to spruce up san francisco ahead of the conference is rachel gordon. she's the director of policy and communications for the san francisco public works department. rachel, it's be

san francisco leaders are cracking down on drivers trying to hide or obscure license plates, and they're also calling out major retailers selling those devices. nbc bay area's ginger conejero saab is live at san francisco city hall with more on this big announcement this morning. ginger? >> reporter: well, laura, as of this morning, cease and desist letters were sent to four big online retailers, including amazon, ebay, walmart, and etsy. those retailers are selling products or devices that hide or completely obscure license plates from what you can see. this, you can imagine, makes it very difficult for law enforcement to track down vehicles that take part in sideshows or robberies and theft. i want to show you what that looks like. there was actually a demonstration at the press conference. this is an electronic plate cover that hides license plates. you can see one minute it's there, another, it's gone. there are also other devices or products that do the same, including smoked or tinted, warped covers, and vinyl wrap kits. now, chief bill scott of san francisco pd and city attorney david chu led a press conference that just wrapped up not so long ago. they spoke about how these products and devices are alrea
